전자정부 정보보호 대응체계 구축 방향에 관한 연구

  • 본 논문에서는 성공적인 전자정부 구축에 필요한 정보보안 대응체계의 구축 방향을 제시하고자 한다. 이를 위해 현 전자정부 정보보안 대응체계의 현황과 문제점을 분석 한 후 효과적인 정보보안 대응체계 구축을 위한 정책대안을 제시하고자 한다. 즉, 전자정부 정보보안 대응체계의 기본방향을 제시하고, 이를 토대로 전자정부 정보보안 추진체계의 정비와 전자정부 정보보호 추진기반 구축이라는 두 차원에서 관리 및 제도적 정책대안을 제시하고자 한다.

  • The absence of present accurate geospatial information can cause us to undergo severe problems in controlling the complicate and multiplicate disaster. Our country is trying to build the Disaster Spatial Data Infrastructure (DSDI), and the key information is the national framework data. This study aims to investigate the characteristics of disaster spatial data, and analyze the present conditions and problems of national framework data, and suggest the way to improve for the GIS application system. In order to provide a wide range of services through the national geospatial data integration system, the data management authority should be established to maintain the consistency of quality and data accuracy of the entire national spatial data infrastructure. In addition, the step-by-step update plan of the national geospatial data should be determined by means of the framework data. And the basic data (lowest common denominator) should be formulated to maintain the data consistency of national spatial information infrastructure.

  • We developed an integrated design system for a solid rocket motors. We can do a conceptual design of a solid rocket motor easily and quickly with this system. It consists of four modules, or, size design, structure design, grain design and performance analysis module. Size design module determines the lengths and diameters of some major parts, which results in fixing the whole size of a motor. Structure design module has many master models, which enables a designer can do a conceptual design of almost parts of motor structures. Grain design module can design a solid fuel according to the result of structure design. Finally performance analysis module verifies the proposed design with the output from grain design module.

Study on the legal system alignment of Invention Promotion Act and Its Relationship with the Framework Act on Intellectual Property (발명진흥법 법체계 정비와 지식재산 기본법의 관계에 관한 연구)

  • The Invention Promotion act is one of the acts that have been frequently revised. Such frequent revisions have been pointed out as a major cause of the recent ongoing discussion on the alignment of the Invention Promotion Act. For proper alignment of the Act, diversified perspectives and issues have been discussed. Of them, the talk considering the effect of the 2011 Framework Act on Intellectual Property establishment on the Invention Promotion Act has received increasing attention. In this situation, this paper examined the relationship between the Framework Act and Invention Act with special focus on the relationship between the framework-formed law and an individual act that has existed prior to such a framework act. Based on this analysis, this study examined the alignment goal of the Invention Act. In addition, by studying the relationship between the recently-established framework act and the individual act along with revision case examples thereof, this paper aimed to produce a standard reflecting the legal reality. This study assumed that, although it is difficult to recognize any formal superiority in the Framework Act on Intellectual Property in the present South Korean legal regime, some practical superiority or practical supremacy is still deemed to be acknowledged. Under this assumption, it was found in this study that the Invention Promotion Act would also need to be managed in an appropriate relationship with the Framework Act within the range of such an attitude. Moreover, the structure would need to be reorganized. As discussed partially at the practical level, however, the Invention Promotion Act is an execution act of the Framework Act on Intellectual Property. Furthermore, it is inappropriate to seek to converge the full structures completely, given the limitations of the South Korean legal regime and the fairness balance with other legal cases. It is deemed that, although the provisions of the Framework Act on Intellectual property should be considered at the practical level, the Invention Promotion Act will need to be respected for its legislative purpose in itself.

Homeland Security Management: A Critical Review of Civil Protection Mechanism in Korea (국가안전관리: 한국의 시민보호(위기재난관리) 체계에 관한 비판적 고찰)

  • The Framework Act on the Management of Disasters and Safety 2004(FAMDS) currently underpins Korean civil protection system, and under this FAMDS, Korean civil protection establishes a three-tiered government structure for dealing with crises and disasters: central government, provincial & metropolitan government, and local government tiers. In particular, the concept of Integrated Emergency Management(IEM) emphasizes that emergency response organizations should work and act together to respond to crises and disasters effectively, based on the coordination and cooperation model, not the command and control model. In tune with this trend, civil protection matters are, first, dealt with by local responders at the local level without direct involvement of central or federal government in the UK or USA. In other words, central government intervention is usually implemented in the UK and the USA, only when the scale or complexity of a civil protection issue is so vast, and thus requires a degree of central government coordination and support, resting on the severity and impact of the event. In contrast, it appears that civil protection mechanism in Korea has adopted a rigid centralized system within the command and control model, and for this reason, central government can easily interfere with regional or local command and control arrangements; there is a high level of central government decision-making remote from a local area. The principle of subsidiarity tends to be ignored. Under these circumstances, it is questionable whether such top-down arrangements of civil protection in Korea can manage uncertainty, unfamiliarity and unexpectedness in the age of Risk Society and Post-modern society, where interactive complexity is increasingly growing. In this context, the study argues that Korean civil protection system should move towards the decentralized model, based on coordination and cooperation between responding organizations, loosening the command and control structure, as with the UK or the USA emergency management arrangements. For this argument, the study basically explores mechanisms of civil protection arrangements in Korea under current legislation, and then finally attempts to make theoretical suggestions for the future of the Korean civil protection system.

The Strategies of Developing the Korea Planning Support Systems

  • The Korea Planning Support Systems (KOPSS) represent Korean style national policy and planning support systems using the GIS-based spatial analysis methods. The KOPSS refers to a kind of the spatial decision support systems (SDSS) or the planning support systems (PSS) for stakeholders' spatial decision-making. The KOPSS uses the existing individual databases obtained from the Architecture Information Systems (AIS) and Land Management Information Systems (LMIS) that have been constructed by information projects since the mid 1990s. The purpose of this paper is to suggest the development strategies and establish the theoretical frameworks of the KOPSS by considering the comprehensive basic composites of the GIS-based SDSS or PSS. For this, it deals with the basic concepts, the development strategies, the base environment strategies, and the promotion strategies of the KOPSS.

  • 거의 모든 무기체계에서의 추진이 차지하는 비중은 다른 어떤 분야보다도 기본적이고 중요하다고 판단된다. 특히 어뢰의 경우는 추진 분야가 차지하는 비중은 전기추진식의 경우 공간적, 중량적인 측면에서 거의 50% 이상을 차지하고 있는 것을 볼때 그 중요성은 더욱더 크다고 할 수 있다. 이러한 점들을 고려하여 여기에서는 어뢰 추진체계로서 현재 사용되고 있는 추진체계를 중심으로 전 세계적으로 연구, 운용되고 있는 추진체계에 대해 알아보고자 한다.
