Considering the increased threats from worldwide terrors and the increased demands on the blast resistant design of commercial buildings, this study is aimed at understanding the basic concept of blast resistant design and evaluating the blast performance with an actual design example. Although there are many differences between earthquake and blast loads, the design concept against both loads is similar in terms of allowing the plastic behavior of a structure and sharing the ductile detailing. Through the blast performance evaluation of a target building provided in this study, it is noted that a well-designed building for the conventional loads can have a certain level of blast resistance. However, this cannot be generalized since the blast load on a structure varies depending on the type of weapon, TNT equivalence, standoff distance, etc. Architectural planning with positioning the sacrificial structure or maintaining a sufficient standoff distance from the expected detonation is the simple and effective way of improving the blast resistance of a building.

Our country does not currently have a concrete policy for the management and preservation of the scientific dataset on the national level. The scientists and the research groups that are implementing a research project are not capable of searching or sharing the information about the dataset. In this situation where there is a major increase in the number of researches that use digitalized dataset, being able to share and reuse the scientific data amongst researchers is recognized to be very important. Therefore our country needs a new formulated policy that manages scientific data on the national level. This paper helps to find the implications of the strategic planning in our country by analyzing previous advanced case studies done by foreign countries. We selected Australia as our subject because its intensive government-driven research environment, research infrastructure and information service are very similar to Korea. To be specific, we analyzed ANDS (Australian National Data Service) and drew out the implications that could be applied to our country also. And finally we propose the basic principles that needs to be mirrored when formulating a policy on our country's scientific data.

This study was conducted to investigate the effects of nursing professional attitude and employment strategy on graduate nursing students core fundamental nursing education program, after applied the core fundamental nursing education program for one semester. There were 165 subjects who were surveyed from June 23 to 24, 2016. The mean score of the core fundamental nursing education program satisfaction was $3.99({\pm}0.48)$. The mean score of nursing professional attitude was $3.77({\pm}0.49)$ and that of employment strategy was $3.28({\pm}0.49)$. The nursing professional attitude related to campus life satisfaction n(p=0.004), employment preparation(p=0.002), factors affecting employment(p=0.005), and employment strategy related with motivation for entering(p=0.018), average credits(p<0.001), employment preparation(p<0.001), information route of employment(p=0.048) showed statistical significance. A significant and positive correlation was found between nursing professional attitude and employment strategy(r=0.472, p<0.001). Nursing professional attitude(${\beta}=0.462$, p<0.001) was found to be an influential variable in core fundamental nursing education programs. The regression model explained 29% of the core fundamental nursing education program(F=17.79, p<0.001). In conclusion, nursing students' nursing professional attitude was related to employment strategy. To increase the core fundamental nursing skills, it is necessary to develop a practical education program and institutional strategies to establish a nursing professional attitude and strengthen employment strategy.

한국은 지금까지 정보기술이 국가 발전에 큰 역할을 해 왔으며 그 성과도 인정받고 있다. 특히 전자정부 수준, 정보화 인프라, 준비도 등은 이미 세계적 수준에 진입한 상태이다. 하지만 최근 주변상황 변화에 따라 '국가 정보화의 방향성 재정립'을 요구 받고 있다. 본 연구는 이러한 시대적 상황에 부응하기 위한 방향 모색과 방안을 정리하고자 한다. 접근 방법은 아키텍처의 시각과 개념을 활용한다. 이와 함께 기존의 공공부문 정보화 추진의 내용과 함의를 조망해 본다. 그리고 새로운 정부의 IT관련 공약과 국정과제 등 정보화와 관련된 내용을 정리 한다. 이것은 아키텍처의 틀 속에서 비용편익과 정보화접근 관점을 기준으로 분석한다. 분석의 결과는 향후에 국가 정보화의 추진 방향과 체계, 사업을 재설계하는데 참조가 되었으면 한다. 그리고 새롭게 국가와 공공 정보화 기본전략 및 청 사진을 그리는데 필요한 아이디어 도출과 시사점이 되었으면 한다.

직류 송전의 여러가지 장점이 일찍부터 인정되었고 해외에서는 이에 따른 연구와 개발이 이루어져 현재 실제 운전되고 있는 시스템은 50여개소가 넘는데 그동안의 운전실적으로 이 시스템의 기술적, 경제적 타당성을 충분히 입증했다고 볼 수 있다. 직류 송전에 있어서 당면문제는 변환설비의 가격이 아직도 고가라는 점인데 사실 HVDC기기의 가격은 계속적으로 하락하여 왔으며 지금은 20년전에 비해 60% 수준이라고 볼 수 있다. 앞으로도 꾸준한 가격저하로 직류송전의 경제적 타당성을 좀더 높이리라고 본다. 또한 직류 차단기의 개발, GTO싸이리스터의 대전력 계통 채용 등이 좀 더 많은 전력 계통에 직류 송전의 입지를 마련하리라고 본다. 우리나라는 제주-육지간 전력 계통 연계에 최초로 적용되 사업이 현재 진행중이며, 유럽대륙이 전력계통에 관한한 한 나라인 점을 감안해 보면 우리도 차제에 인근국가간 전력 연계 필요성이 생겼을때 이에 대처해 나갈 수 있도록 해야 할 것이다. 또한 직류 송전 기술은 초전도 저장 장치, 연료전지 사용시 기본 기술로서 이 분야에 대한 기술 축적도 병행하여 이루어져야 할 것이다.

미국은 WTO 기본통신협상을 통하여 통신서비스 시장개방을 위한 토대를 마련해 두었으며, 최근에는 실질적인 시장개방 효과를 거두기 위하여 추가적인 규제완화를 제 외국에 요구하고 있다. 그 대표적인 예가"규제완화 및 경쟁정책에 관한 일미간의 강화발의안(Enhanced Initiative)"에서 나타나고 있는 일본에 대한 통신접속료 수준의 인하 요구이다. 본 고에서는 1998년 5월에 시작되어 2000년 7월에 결착을 보기까지 3차에 걸쳐 일미간에 전개된 통신협상 전개과정을 개관한 후,"규제완화 및 경쟁정책에 관한 일미간의 강화발의안에 대한 제3차 공동현황보고서" 내용 중 통신분야, 특히 상호접속과 관련된 내용을 주로 살펴보고 우리나라 통신정책에 시사하는 점이 무엇인가를 고찰하고자 한다.

지난 2017년 1월 17일, 우리나라는 재난 및 안전관리기본법의 자연재난에 우주물체의 추락 충돌로 인한 재난을 포함시켰다. 이는 '14 진주운석 추락 등 잇따른 우주재난에 대한 국제적 관심고조 및 이에 대한 대비의 필요성 제기 등이 바탕이 된 것으로, 우주재난에 대한 국가적 관리의 필요성이 현안에 반영된 결과이다. 한편, 기존정책의 범위가 축소되거나 확장되는 등 변화가 발생할 때 해당 정책이 효과적으로 집행되기 위해서는 정책의 실질적 집행 효과를 경험하는 대상이 되는 정책적 고객이 정책의 변경내용을 인지하고 해당 정책에 대하여 공감하는 것이 중요하다. 우주재난의 경우 재난 및 안전관리기본법에 기존에 포함되어있던 기타 자연재난과 비교할 때, 그 위험도나 피해정도 등이 대중에게 어떠한 평가를 받고 있으며, 특히 기타 자연재난과 비교할 때 같은 맥락으로 이해되고 있는지를 파악하여 향후 세부 정책에 반영할 필요가 있을 것으로 판단된다. 이에 본 연구에서는 "우리나라 국민의 우주위험인식 수준과 국가 재난정책"의 후속연구로서 2016년 9월 발생한 경주지진 전 후 자연재난에 대한 국민의 인식에 변화가 있는지를 분석하여 이를 토대로 우주재난에 대한 국민의 인식을 설명하고 정책적 시사점을 제시하고자 한다.

This study aims to development of web-based process management system for spatial data construction. For developing this system work classification of basic surveying was standardized and quality management method for spatial data was established. Production process and work classification system for basic surveying such as control point surveying using GPS, leveling, aerial photographing, digital mapping, topographic mapping, digital elevation modeling, aerial photographic DB construction and digital orthophotomap was standardized. The status of the output and quality inspection for basic surveying project were analyzed, and the elements of quality inspection and data format for the type of outputs were analyzed. Based on standardized and analyzed contents, web-based process management system was developed after database and process was designed. The process management system consisted of process management, quality control, metadata management, and system management.

본 연구는 우울감을 느끼거나 대화 상대 부재로 어려움을 겪는 사용자와 정서 교감형 시스템간의 대화로 구성된 한국어 데이터 셋을 구축하고 이때 시스템이 사용할 수 있는 효과적인 응대 전략을 제안하는데 목적이 있다. 데이터셋은 사용자와 시스템 간의 대화 쌍을 기본 단위로 하며, 사용자의 7가지 기본 감정(행복, 슬픔, 공포, 놀람, 분노, 혐오, 중립)과 시스템의 4가지 응대 전략(명료화, 공감적 응대, 제안, 페르소나)에 따라 주석이 된다. 이 중, 공감적 응대 전략은 10가지 독특한 반응 유형(수용적 경청, 후행 발화 요청, 승인/동의, 비승인/재고 요청, 놀람, 격려, 느낌 표시, 상대 발화 반복, 인사, 의견 제시) 및 4가지 후행 발화 요청 유형(무엇, 왜, 어떻게, 그밖에)을 포함하는 구조로 구체화되었다. 이러한 주석은 시스템이 사용자의 다양한 감정을 식별하고 적절한 공감 수준을 나타내는 응답을 생성하는 데 있어 연구적인 의의가 있으며, 필요시 사용자가 부정적 감정을 극복할 수 있는 활동을 제안하는 데 도움을 줄 수 있다는 점에서 실제적인 의의가 있다.

This is the report of a case study to describe the results of applying an evaluation tool for communication ability when performing core basic nursing skills in fundamental nursing practice education. The communication ability evaluation tool was constructed based on a literature review and expert advice. The tool was applied to test 94 students who were taking fundamental nursing practice courses from October to November 2019. As a result, five factors (self-introduction, eye contact, emotional support, information provision, and therapeutic touch) were derived as evaluable items of communication ability to be evaluated when performing core basic nursing skill, and were evaluated when performing core basic nursing skills to measure vital signs. The average communication ability was 3.96 out of 5 points. According to the rubric, 95.8% of all students attained 'medium' and reached their goal achievement level. The findings of this study are meaningful in providing an important basis for improving the performance outcome evaluation process and for constructing a systematic evaluation system in fundamental nursing practicum. Further studies to secure the validity and reliability of this communication ability evaluation tool and comparative studies with various evaluation tools are suggested.
