A Study of Database Setup for River Infrastructure Maintenance (하천 기반시설의 유지관리를 위한 데이터베이스 구성에 관한 연구)

  • 하천관리지리정보시스템(RIMGIS)은 하천정보의 표준화 및 전산화를 통한 정보제공과 하천에 관련한 업무를 지원하기 위해 개발된 시스템으로 5개의 지방국토관리청에서 관리하고 있는 하천대장 및 부도, 구조물도 등의 다양한 하천 관련 정보를 정보화하여 인허가 및 하천기본계획 등의 하천업무를 신속하고 효율적으로 수행할 수 있도록 운영되고 있다. 국가 주요 기반시설을 생애주기 관점에서 관리하고 소요재원의 확보근거를 마련하고자 "지속 가능한 기반시설 관리 기본법"이 제정되었고 최근에 시행되었다. 이에 따라 국토안전관리원에서는 도로·철도·철도 하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진행하고 관리를 위해서 기반터 시스템을 도입하였다. 하천관리지리정보시스템과 기반터 시스템은 하천 기반시설의 정보가 데이터베이스에서 다뤄진다는 점에서 유사하지만, 기반터 시스템은 하천관리지리정보시스템과 달리 유지관리 측면에 대한 필요한 보수 주기, 필요 예산 등과 같은 정보를 산정할 수 있도록 프레임워크가 구성되어 있다. 그러나 하천과 기반시설의 코드를 연결하는 작업들은 현재 상황에서는 미흡한 실정이고, 유지관리와 시설물의 노후화를 가속화하는 홍수와 침수피해 등을 전체적으로 고려할 수 있는 방안에 대한 연구도 미진한 상황이다. 이에 본 연구에서는 하천 기반시설의 유지관리를 위해 하천, 제방, 인명에 대한 위험지수를 고려한 잠재 인명피해 위험도와 잠재 홍수피해 위험도를 평가기준으로 설정하고 적용하였다. 또한 이를 포함시킨 투자우선순위 평가기법을 도입하여 감가상각과 위험요소 등을 고려할 수 있는 데이터베이스 구성 방안을 제시하고자 한다.

  • The asset management of infra facilities is a total framework for finally supporting a safe and comfortable service, which includes functions of supporting evaluation of condition and performance of infrastructures, making the decision method of repair or rehabilitation of deteriorated facilities, and lengthening the life cycle of structure through the decision of adequate cost and time of repair or reinforcement. In the range of the asset management, organization, human, the target, and information & data of company are included. Therefore, in this paper, appling the method of asset management analysis to the infra structures, the process of the risk assesment using BRE (Business Risk Exposure) and the basis of consisting ORDM (Optimized Renewal Decision-Making) are expressed.

  • This study is aimed at developing a web-based management system of maintenance historical data, for effective maintenance performance and smooth exchange of information and communication between public facilities and public educational facilities managers. The current management state of maintenance historical data and its business process were investigated and analyzed, through interviewing with the persons in charge of managing each facility, by recognizing problems of maintenance historical data management that is able to be applied as a basis to judge facility deterioration and performance. In addition, this study suggests a maintenance historical data system of which DB may be applied to the practical business, by reflecting requests of the persons in charge of managing facilities, setting up the scope of system usage by facility, business phase and level of facility managers, and establishing a maintenance business process system.

  • Current domestic and overseas BIM practice and research efforts show very few examples that design and construction BIM data could be successfully used for efficient operation and maintenance (O&M) of infrastructure in particular. This study takes public wastewater treatment plant requiring an enhancement of operation and maintenance capability into account to develop a prototype BIM-based maintenance management system. The system is designed and implemented following a typical system development procedure and validated by the system outputs per four scenarios being considered to be main maintenance activities: The research results are expected to contribute to the upgrade of current wastewater treatment plant maintenance level, which is more demanded as water-related regulation and policy direction changes to region-based large scale O&M and asset management adoption, and overseas market participation.

  • Recent the number, size and accident on Youth Training Facility have increased annually. Also, the discussion and interest relation to safety and maintenance of youth culture and education. This study asserts the necessity and importance of present condition and characteristic based on Youth Training Facility in domestic. Therefore, Results of this study, it is appeared that very vulnerable to improve safety and maintenance in them. Accordingly, The purpose of this study is to investigate the current status for the whole youth facilities. second it estimate on main damage and defect of them for the period four years.

  • This study aims to investigate basic requirements for adopting the Building Information Modeling(BIM) technology to management of civil infrastructures. The state of the art on BIM guidelines developed major countries was investigated, and a common framework of the guideline contents was built in order to categorize the requirements. In addition, it was investigated that the point of view on the facility management in the BIM guidelines showed different from the traditional civil infrastructure domain. On the basis of the investigation results, this paper proposed the core requirements categorized into three respects: development of application models, standardization, modification of regulations.

  • Infrastructure asset management can be defined as the long term and cost effective management strategy to meet the required service level. In most developed countries, the major motivations of the introduction of asset management are increment in number of assets, extension of maintenance field, accounting approaches of public facilities, performance-based FM(Facility Management), limitations of public funds and public-private partnership, life cycle cost approach, and the development of information technology. This paper discusses the strategic and stepwise methods of introducing infrastructure asset management. Strategic approaches are suggested to develop the practical methods of condition and value assessment of assets, and long-term capital investment plan for optimized decision making(ODM). Required systematic processes are analyzed in terms of resource and technical limitations and detailed implementation plan for each development phases are suggested.

  • Recently, the need for new approaches and recognition of safety and maintenance has been raised for small vulnerable facilities in Korea due to the acceleration of aging facilities, various safety accidents, and increased frequency of use. In particular, small vulnerable facilities(SVF), including most social welfare facilities, are facilities used by many of the vulnerable groups, and safety management is very important. Therefore, this study investigated various statuses based on safety inspection results (31,114 cases) conducted over the past 13 years (2008-2020) for small vulnerable facilities in Korea, and evaluated the characteristics of each field and safety and maintenance performance level. This aims to present policy directions for strengthening safety management of facilities for the vulnerable by using basic data such as improvement of safety standards and maintenance strategies for small vulnerable facilities in Korea in the future.

  • 도로, 교량, 하폐수처리장, 공동구와 같은 도시기반시설은 u-City 구축에 있어 근간이 되는 요소로서, 도시민에게 편리한 삶을 제공해주는 동시에 지속적인 유지관리가 수반되어야 할 시설들이다. u-City는 이러한 도시기반시설을 u-IT기술을 활용하여 융복합, 지능화 함으로써 도시민에게 보다 유이한 서비스를 제공하고, 관리자에게 보다 효율적인 유지관리 업무를 수행할 수 있도록 하는 공간으로서, 현재 이에 대한 연구개발이 활발히 진행되고 있는 추세이다. 본 논문에서는 이러한 취지에서 도출된 도시기반시설 서비스와 관련 요소기술 개발 내용을 소개하고, 현장 적용성 시험에 필요한 테스트 베드 구축 내용을 고찰하고자 한다. 이 테스트 베드는 현장 적용 상태에서의 성능을 검증하고 실용 가능한 수준으로 고도화 하기 위하여 구축된 횡단보도가 포함된 왕복 6차선 도로로서, USN 센서 및 싱크노드, 봉합 콘트롤러가 설치되어 원격으로 상황을 감시할 수 있도록 구성되어 있다.

A Study of Port Facility Maintenance and Decision-making Support System Development (항만시설 유지관리 의사결정 지원 시스템 개발 연구)

  • Purpose: Currently, port facility informatization technology is focused on the planning and design phases, so the necessity of research and technology development on the port facility maintenance system based on life cycle-level information is emphasized. Method: Based on the maintenance history data of port facilities and facility operation information, from the perspective of the life cycle of port facilities, the system is configured to enable maintenance decisions for port facilities through analysis of aging patterns, performance degradation prediction models, and risk analysis and proposed a method of expressing information. Result: A function was developed to simultaneously display the SOC performance evaluation and the comprehensive performance evaluation developed in this study, so that mid-to long-term maintenance and reinforcement and facility expansion can be applied and comparatively judged. Conclusion: The integrated port performance system developed in this study induces and supports the risk minimization of port facility management by proactively promoting appropriate repair and reinforcement measures through historical and operational information on port facilities.
