A Study on Establishing a Strategy Model Through Analyzing Cases of Digitization of Photographs (사진기록의 디지털화 사례분석과 전략모델 제안에 관한 연구)

  • This study reconfigures meanings of photographs for appearing of visual culture paradigm. By this, a strategy model for digitization could establish which needs when photographs are digitized. A strategy model for digitization is based on essential issues when digitized. Also, applying the project life-cycle and digitization chain model, the processes are suggested as a general reference model. Broadly, Three steps, Pre-project step, Production step, Post-project step, are divided and Specifically, Four steps, (1) Establishment and management of the whole project plans (2) Selecting the target for the digitization of photographs (3) Digital Conversion and Quality Control (4) Preservation and access, are separated. Substantial digitization strategy of photographs is built based on chain model of digitization to guarantee qualities of creating digital objects. Each step is constituted with basic processes, details and checklists.

A Study on the Email Management of Undergraduate Students (대학생의 이메일 관리 행태 연구)

  • This study examines email records management patterns of undergraduate students and their perceptions of university email policy. The research collected data from 317 undergraduate students using a survey based on the five essential elements of email records management: common elements, email creation, email management, email preservation, and perception. Also, an in-depth interview was conducted with 6 undergraduate students, according to the method of university email service: Google, Microsoft, and in-house webmail. As a result, undergraduate students used email as an address book, cloud storage, file storage, and collaboration tool, and they had difficulties in systematically managing the email records according to the records lifecycle. Also, there was a tendency to prefer using an external email platform that can use additional functions to in-house webmail that has limitations in mobile service and preservation of attachments. Thus, this study suggests ways to help undergraduate students manage their email records, including maintaining graduates' email accounts, providing sufficient email storage, and providing email records management training and guidelines for undergraduate students.

Unveiling dietary lifestyle of a Joseon-era mummy by extracting isotopic information from hair and bone (조선시대 회곽묘 출토 미이라의 안정동위원소 분석으로 생애 주기에 따른 식생활 변화 추적)

  • This study reports the stable carbon and nitrogen isotope of mummy, the preserved human time capsule from Joseon Dynasty. The stable isotopic composition of biological tissue is expected to be a direct and constant function of diet because the stable isotope ratios do not decay or change in abundance through time. Over the past three decades, stable carbon and nitrogen isotope analysis has been extensively applied for archaeological topics. However, this is the first case in Korean mummy to extract palaeodietary information using stable isotope analysis. We extracted isotopic information from bone collagen and hair keratin, which reflects the lifetime average diet and short-term diet, respectively. The average values of ${\delta}^{13}C$ and ${\delta}^{15}N$ values are -19.0‰ and 11.4‰ (bone collagen), and -21.3‰ and 14.3‰ (hair keratin). Stable carbon isotope shows a mainly $C_3$-based diet from cradle to grave. On the other hand, there is significant difference in stable nitrogen isotope which implies a relatively enriched diet before death. We expect this study opens up a potential to understand the palaeodietary lifestyle in Joseon Dynasty.

  • This paper uses the diary entitled Kieo, which was kept by Ryu Hyeong-eop for 38 years, to analyze the active space of small-scale Yangban landlords. Ryu lived during the period spanning from the end of the Taehan Empire through the colonial era. The researcher classified the contents of Kieo into different sections which were divided according to different stages of the writer's life, his objectives, destinations, and periods, and based on the writer's life-cycle, strived to recreate his spatial activities. As a result, researcher was able to ascertain that Ryu's spatial activities gradually increased, and that his active space also continuously expanded. Ryu's active space during his youth was narrow and centered around certain specific places. However, this active space gradually increased as time went by. It was during the middle stages of his life that the volume of his spatial activities was the heaviest. In addition, the objectives of his outings also became more diversified over time. This change was originated in the larger changes in his roles within the family and community, as well as by the changes in the periodic situation. Moreover, the regional sphere of Ryu's outings, including his day and over nights trips, allowed the researcher to form a better understanding of the daily living area of the Yangban.

Record management in Great Han Empire (대한제국시기의 기록관리)

  • Appearing newly on June 1894, Gaboh regime enforced modern reformation policy. In light of archives' management, it was totally different from before. Government established individual department of record management in every division and proclaimed a legislative bill which was stipulated about record management process. They modified archives' form including peculiar declaration of the name of an era and use together with Korean and Chinese. Also they tried to conserve the original copy of the archives. As King Gojong announced the Great Han Empire(Taehan Cheguk, 大韓帝國) on October 1897, he reinforced Gaboh regimes' weakened royal authority and enforced reformation policy which was designed for himself. First he abolished the administration which restricted royal authority, and established new department called Euijungbu(議政府). To restrain the royal power, he separated the Royal House and government and reinforced Gungnaebu(宮內府). In addition, King Gojong enforced the policy which he can manage directly about troops, policies, and finances. Consequently, He established Wonsubu(元帥府), Kyungbu(警部), and made direct belonging of an emperor. Also, department called Naejangwon(內藏院) tried to levy many kinds of taxes directly to build up the financial foundation under the emperor. The record management system of Great Han Empire succeeded to that of Gaboh regimes Times'. First, government and powerful organization directly under the emperor set up the department of record management. Euijungbu (議政府) and governmental department, of course, Gungnaebu(宮內府), Wonsubu(元帥府), Kyungbu(警部), Tongshinwon(通信院), Jikyeahmun(地契衙門) which support the right of an emperor established document division and record division individually. To carry out government's service effectively and systematically, it was considered effective to divide record management department. Moreover, despite the difference between the divisions, they were separated into current record division and non current record division. Generally, document department took charge of acceptance, sending and crafting of current document and archives department was eligible for preservation and compilation of major document and eternal conservation document. This seems to consider life cycle of the record and keep the evaluation of record in mind. Finally, perception for the record management has revealed to modern configuration.

A Study on the Records and Archives Management System in Japan : Focusing on the Electronic Public Documents Management (일본의 기록관리 제도 연구 법령과 전자공문서 관리를 중심으로)

  • The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.

  • This paper provides core standardization items and method for the building information modeling (BIM) based maintenance and management (M&M) of civil infrastructure. Value chain of the M&M and characteristics of BIM technology has been analyzed and compared. As a result, it has been revealed that the initial activity recording damage information is very similar to the BIM-based information operation. The core standardization items for generation and operation of BIM data were identified according to the M&M value chain, The identified items were categorized into common standard item and specialized items for M&M of civil infrastructure, and proper government funded organizations for each standardization items were introduced on the basis of the roles in the laws.

  • 제방안전성 모니터링은 제방파괴로부터 국민의 생명과 재산을 보호하는데 필요한 정보를 얻을 수 있는 하나의 방법이 될 수 있다. 근래에 미국은 2005년 허리케인 카타리나에 의해 2,000여명의 인명손실을 경험하였고 2011년 3월 일본은 도후쿠지역의 초강력 지진에 의한 쓰나미로 인해 수만명의 인명과 후쿠시마 원자력 발전소의 침수로 지금까지 방사능 누출 차단작업을 벌이고 있다. 국내에서는 4대강 복원사업으로 주요 국가 하천 구간에서 홍수 및 체제 불안정에 의한 제방붕괴사고위험이 현격하게 줄어들었으나 제방의 안전성은 더욱 강조되고 있다. 즉 신설된 보 주변, 배수통문 신설구간 그리고 제방누수 예상지점 등에서는 아직 안전한 상태라고 확신할 수 없으며 지속적인 모니터링이 요구된다. 따라서 본 연구에서는 광섬유를 이용하여 개발한 간극수압 및 온도 센서 등을 위험예상지점에 설치하고 정보시스템을 통하여 어떻게 관리 할 것인가에 대한 사전 검토를 계획하였다. 이를 위하여 제방에 센서를 설치하기 전에 주요 검토사항에 대하여 연구분석하였다. 주요 검토사항에는 설치하고자 하는 지점의 제방거동 메커니즘 예측, 왜 계측시스템을 설치하는지에 대한 목적에 대한 평가, 설치 지점의 제방의 토질공학적 문제점 파악, 모니터링 대상 매개변수 혹은 항목 선정, 조사대상 항목의 변화정도를 예측하여 거동 범위 확정, 적정 계측기기 설치 지점을 선청, 계측기기 선정, 자동화 혹은 실시간 정보시스템에 필요한 사항 결정, 관측에 영향을 미치는 인자들의 기록 계획, 정보의 타당성 확보를 위한 필요사항 정립, 비용의 결정, 장기 예측 계획, 정기 검 보정 및 관리 계획, 자료수집 및 관리계획, 자원의 공조 및 생애주기 비용 등을 포함하였다.

  • CM(Configuration Management) is a field of management that focuses on establishing and maintaining consistency of a product's performance and its functional and physical attributes with its requirements, design, and operational information throughout its life. Recently upcoming concept of CM, regardless of various definitions, consists of the organization and the process for value creation through project change management, value preservation by Risk, Project Management implementation by Change management. The CM provide a basis for, and a record of, the project's performance in meeting the scope, time, cost. Overseas international companies have already adopted the CM system and enjoyed the benefits arising from such systems. And the CM provides perspectives and insights applicable to all types of projects. This study presents the review on the current systems now in use at jobsites and known to be efficient, and the introduction and application of configuration systems now at big issue. Hereby indicates the connective system consisted of work process, change control and knowledge referring to the methods and actual cases as an effective promotion of CM.

  • The National Archives and Records Administration (NARA) is a relatively quiet latecomer to the traditional archives of the Western world. Although the United States lacks a long history of organized public records·archives management, it has developed a modern system optimized for the American historical context. This system focuses on the systematic management and preservation of the vast amount of modern records produced and collected during the tumultuous 20th century. As a result, NARA has established a modern archival system that is optimized for the American historical context. The U.S. public records·archives management system is based on the principle that records·archives are the property of the American people and belong to the public. This concept originated during the British colonial era when records were used to safeguard the rights of the colonies as self-governing citizens. For Americans, records and archives have long been a symbol of the nation's identity, serving as a means of protecting individual freedoms, rights, and democracy throughout the country's history. It is natural, therefore, that American life and history should be documented, and that the recorded past should be managed and preserved for the nation's present and future. The public records·archives management system in the United States is the result of a convergence of theories, practices, lessons learned, and ideas that have been shaped by the country's history, philosophies, and values about records, and its unique experience with records management. This paper traces the origins of records and archives in the United States in a historical context to understand the organic relationship between American life and records. It examines the process of forming a modern public records management system that is both uniquely American and universal to the American context without falling into the two forms of traditions that reflect the uniqueness of American history.
