  • Although we expect the Records Freezing system to be introduced through the revision of the Public Records Management Act, the system alone has limitations in preventing illegal disposal of records. If some records have already been destroyed illegally, the agency should identify the reason and prepare corrective action and improvement measures to prevent the repetition of such a wrongful disposal. The purpose of this study is to analyze the NARA's inspection program for unauthorized disposal based on the "Records Management Oversight and Reporting Program" and to find implications for improving the control system of public records disposal. NARA's program is particularly effective in the prevention and post-processing of unauthorized disposal. In this study, firstly, the federal records management oversight and reporting program in the United States was investigated in the legal system. Secondly, the status of NARA's control of unauthorized disposal cases was reviewed and a case of SEC's MUI records was analyzed for showing the systematic procedure of NARA's inspection. Finally, we have summed up the implications of this program for improving NAK's control system of illegal disposal of public records.

  • This study aims to analyze the details of the executive order of the president of the United States, which have been developed in the country's administrative system to institutionalize the guarantee of the people's right to know the classified records, as well as to protecting national secrets. This study also aims to present any implications for the development of the classified record management system of Korea. To this end, the previously issued EO concerning the classified records management were reviewed in terms of its classification, safeguard, and declassification. The analysis results showed that the EO by the president established and prescribed the special access program for national secrets, the system to exempt and suspend the automatic declassification, and the sanctions for protecting national secrets. The EO also established and prescribed the appointment system for the person with the authority to classify record, automatic declassification program, and Mandatory declassification review system, as well as the procedures for historical researcher and certain former government personal to access the classified records with the purpose of guaranteeing people's right to know. As a result, this study identified implications for the development of Korea's classified record management system, as follows : First, it is necessary to restructure the current classified record management system, by changing the operations that is dependent on the director of the National Intelligence Service to the one that is dependent on the President. Second, it is necessary to legislate a separate special law for the classified record management system. Third, a standing supervisory body should be established for the integrated management and for the consistent and routine supervision of the classified record management. Fourth, it is necessary to establish procedures to further review the classification of classified record to correct the defects of the current classification system, which has been abused and mismanaged by the national agencies and organizations that produce classified record.

  • The institution, which was temporarily run, has not registered and has neglected records due to its temporality. In this regard, many related experts have pointed out their risk of loss. Therefore, the objective of this study is to analyze the problems of the temporary institution's records management system by investigating the current situation, and to suggest solutions, thereby arousing the necessity of managing the records produced by dissolved agencies. To specifically review this, first, this paper analyzes the records management system of abolished institutions, focusing on the working environment, related laws, and guidelines. Moreover, it indicates the problem with regard to the effectiveness of legal systems, the lack of professionalism and infrastructure for records management services in temporary agencies, and National Archives of Korea's passive response. • In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

  • Bridges, which are construction structures, have increased from 584 to 38,405 since the 1970s. However, as the number of bridges increases, the number of bridges with a service life of more than 30 years increases to 21,737 (71%) by 2030, resulting in fatal accidents due to basic human resource maintenance of facilities. Accordingly, the importance of bridge safety inspection and maintenance measures is increasing, and the need for decision-making support for supervisors who manage multiple bridges is also required. Currently, the safety inspection and maintenance method of bridges is to write down damage, condition, location, and specifications on the exterior survey map by hand or to record them by taking pictures with a camera. However, errors in notation of damage or defects or mistakes by supervisors are possible, typos, etc. may reduce the reliability of the overall safety inspection and diagnosis. To improve this, this study visualizes damage data recorded in the BIM model in an AR environment and proposes a maintenance plan for bridges with a small number of people through maintenance decision-making support for supervisors.
