A Study on the Analysis and Improvement of Public Enterprises' Record Management for the Utilization of Record as Legal Evidence (법적 증거로서 기록의 활용을 위한 공기업 기록관리 현황분석 및 개선방안)

  • Organizations always face the risk of litigation; thus, they should actively prepare for it. In particular, public enterprises must respond to lawsuits carefully to avoid any management risk and possible damage of publicity. Given this, this study aims to identify the relationship between efficient litigation response and record management, determine problems related to record management while utilizing records as evidence, and propose measures to improve record management that uses records as legal evidence. For records to be deemed as legal evidence, RMS is essential to ensure authenticity. Moreover, the ability to secure potential evidence and awareness of the importance of records management needs to be validated. The Commission also stressed the importance of cooperation between archivists and the legal team to efficiently respond to lawsuits.

  • Present study conducted surveys and interviews to identify a solution to the issues concerning the work conditions, job satisfaction, and operational systems of archivists working in the Korean government agencies. Job characteristics were measured using the five-factor structures of Hackman and Oldham's(1976) Job Characteristic Models, professionalism, role conflict, stress, and turnover intentions. Job environment was measured in terms of communication, participation, social relations with coworkers and superiors, and job training. Job satisfaction was measured by general level of satisfaction, job meaningfulness, and commitment. Operational systems was analyzed in terms of organizational arrangement, role assignment, personnel management, and collaboration between the national archives and record centers. These analyses produced further implications and suggestions on personnel management of archivists and records managers.

  • The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly's records management organization and analyzed duties of a permanent records management institution based on the "Standard Operating Procedure for Archival Institutions." Moreover, this study discussed the National Archives Assembly's current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.

Construction and Operation Plan of Record Center in Central Administrative Agency : Focused on Cases of Record Center in Ministry of Justice (중앙행정기관의 기록관 건립 및 운영 방안 법무부 기록관 사례를 중심으로)

  • As the function and role of the Record Center that manage the processing department, which is the producer of records, are very passive and limited, there are growing demands for expansion of work and organization along with change in this. In order to strengthen the function and role of the Record Center, it is necessary to enrich the substance through identification of the value of preservation and utilization of records under the Record Center, development of various tasks, and the construction of independent Record Center, etc. in addition to complementing institutional devices. In this paper, we examine the construction background and process, the remaining tasks of Record Center in Ministry of Justice, and intend to find out what matters and procedures the central administrative agency should consider when establishing the Record Center based on relevant case study.

A Study on the Recognition of University Larchive and its Practical Operation Plans (대학교 라카이브(Larchive) 인식 조사 및 실무 운영 방안)

  • The cooperation between archives and libraries is necessary for the management of limited operational space and the improvement of work efficiency. "Larchive" is one of the model of cooperation between libraries and archives, so it can be an alternative plan for institutions that face difficulties in collaborating through "Larchiveum" - growing model of cooperation between libraries, archives, and museums. This study presents the recognition of Larchive to university archivists and librarians, and suggests a practical operation plan for cooperation between the archive and library. As a result, "Larchive" was relatively less aware of archivists and librarians, but in the practical point of view, respondents were fully aware of the need for cooperation between archives and libraries. In particular, Larchive was presented as a rational alternative model for both of the groups. And the need for material cooperation can be confirmed through the recognition survey, and the improvement plan for business cooperation can be confirmed through the FGI. Some prerequisites are proposed such as securing a collaborative workplace, assignment of budget and manpower. Through the results, this study presented practical operational plans for organizational cooperation in the form of Larchive, focusing on the perspectives of "teaching and learning support", "research support services", "curation services", "collection and management of school history data", "cooperation for evaluation", and drew discussion points.

  • 블록체인을 포함하는 분산원장기술은 신뢰할 수 없는 네트워크 상에서 공동으로 거래 정보를 검증하고 기록, 보관함으로써 원장의 무결성과 신뢰성을 제공하고 있다. 이러한 분산원장기술을 이용한 제반 응용시스템이 실세계에서 적용되고 확산되기 위해서는 거버넌스 체계가 구축되어야 한다. 일반적으로 거버넌스란 특정 조직내에서의 지시와 통제활동이라고 할 수 있는데, 분산원장시스템의 경우, 다양한 조직 또는 시스템을 포함하고 있으며 거버넌스 체계도 분산 또는 탈중앙화된 형태로 존재하므로 기존의 조직 거버넌스 체계와 다른 특성과 한계를 가지고 있다. 본 연구에서는 ISO TC 307에서 진행하고 있는 분산원장시스템 거버넌스 표준화 활동을 소개하고 향후 전망과 대응방안을 검토한다.

  • Owing to changing work environment and increasing uncertainty, risk management in records management area is becoming more important to secure work legitimacy and to increase the value of information for future. While risk factors in traditional records management were mainly focused on the preservation function, those in current records management were directly coupled with those of overall work processes which produce, distribute, and utilize records because information technologies make the relationship between works and records closer. This study proposes a set of risk management factors and strategies in records management based on the overall risk management framework of ISO 31000. Moreover, ARMA's works areas and NIST's systems areas were applied to form the risk management processes in records management, and ISO's records management standards were used to suggest the checklists for the processes in both areas, especially with ISO TR 26122 for work processes, and ISO 16175-3 for the context of records.

Collecting and using maul records (마을기록물의 수집과 활용)

  • This paper examines the importance, types, and locations of maul records, and the methods for collecting, preserving, and using them. Maul records reveal the nature of the residents' ordinary lives, help to closely examine the history and culture of the maul, and serve as cultural resources that supplement oral records. Collecting materials from maul records requires understanding the types, locations, and states of the records. Maul records should include records created by the local organizations, personal records by individuals, and records that evidence the history of the maul. The collection methods of maul records are categorized into regular collection, irregular collection, passive collection, and active collection. These records need to be locally conserved in the maul. They can enhance the residents' lives, and can be used to help produce books, posters, calendars, commercial advertisements, symbols, academic education, exhibitions, digital contents, and historical records. They are also useful in helping to market the history.

  • The aim of this study is to figure out a good point through comparing Korea's organization with Europe's Record Management regulations and organizations especially Britain, France, Germany. To the end, this study analyze each country's contents and distinctive features of Record Management laws, organizations and preservations for Record Management, training courses for Record Management Professional and business systems for Record Management. As a result of this study, main topic from three country's Record Management system is as follows. 1st, Promoting the use of public records and guaranteing the right of admission. 2nd, Encouraging local archives to be the center of local culture and history research. 3rd, Dividing of Record Management Professionals into levels and training as government official system. 4th, strengthening the collection and preservation of historical personal records.
