A Study on the Relationship between the Freedom of Information and Records Management: Focusing on Local laws and Regulation about Information Disclosure (기록물관리와 정보공개의 상관성에 관한 연구: 지방자치단체의 정보공개 자치법규를 중심으로)

  • This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.'   • The foremost priority for establishing record management of public institutions is strengthening the function and role of the records centers in the institutions and creating the foundation of the organization and personnel for demonstrating professionalism of archivists. However, concept of current records center is not clear and there is no substance of the organization. It also says that once a records manager is deployed, a records center is founded since appointment criteria for archivists is prone to be interpreted subjectively by the institutions. Therefore, it's time for more concrete improvements to resolve these issues. This research analyses some problems found in the system of records centers in the main office and district offices of education focusing on the environment of them. The problems are centers without substance in district offices of education because of the organization structure that all authority has been assembled in the main office, and the reality of records managers who have fallen into records discarders, etc. To solve these problems, this paper proposes changing the appointment criteria for archivists, operating an integrated records center reflecting the intensive working system, and legislating special act on record management of educational institutions.

  • This study aims to identify the relationship between commitment to the profession and commitment to the organization, and the effect of professional development on the dual commitments to the organization and the profession. After establishing concepts through a literature review, the study designed a questionnaire survey in which 104 out of 135 (77.0%) record management field officials responded. This study provides a firm basis for urging the army to change its perception toward record management professionals' specialty and their commitment to the profession. Furthermore, this change will ultimately lead to a higher commitment to the organization.

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

Postmodernism and Korean National Archives System since 1999 (기록의 역운 <포스트1999>를 전망하며)

  • This essay focused on the critical review of Korean National Archives System(KNAS) since 1999. We think that KNAS could establish the backbone with basic records law on 1999. It's right. But it is not enough for explaining the full historical growth. there are some factors below the growth. This essay tried to the basic three factors below. That means the the demonstration discourse, archival system practices, and archiving technologies in the contexts of the unique standard by the basic records law. These three factors have been the powerful engine for the take-off of KNAS since 1999. However, the powerful history has shadows of growth. This essay narrated the shadows by the frame of 'counter-destiny'. The most dangerous shadow is the loss of archival cultures because the KNAS has been composed of efficiency mentality. That means that KNAS has no unique archival culture for citizenship. So, this essay tried to talk about 'Post1999' to Archives Community.

A Study on Local Records Management in Japan : Focusing on the Enactment of Records Management Ordinance and the Improvement of Archives (일본의 지방기록관리 연구 기록관리 조례 제정과 아카이브 정비 사례를 중심으로)

  • This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.

  • Twenty years after the Records Managemen Act was first enacted, the archiving environment has changed a lot. The advent of the electronic records environment, the importance of presidential records management, and the importance of managing private records have been a direct background to the 2006 revision of the Records Management Act. The field of electronic records management and the field of presidential records management have challenges and limitations, but have been steadily developing. However, in the private sector, archiving has not changed significantly compared to the voluntary activity. Now the maeul-community is calling for a response from the records management community. A society develops when the private and public sectors cooperate with each other and form healthy check-ups. In the archiving field, it must also become active through cooperation.

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

Status of the Constitutional Court Records Management and Improvement (헌법재판소 기록관리현황과 개선방안)

  • This study aims, by paying attention to the special values of records of Constitutional Court, to discuss the characteristics of them and figuring out their present state, and to suggest some measures for improvement in the records management. First of all, I defined the concept of the records of Constitutional Court and its scope, and made an effort to comprehend their types and distinct features, and on the basis of which I tried to grasp the characteristics of the records. Put simply, the records of Constitutional Court are essential records indispensible to the application of Constitutional Court's documentation strategy of them, and they are valuable particularly at the level of the taking-root of democracy and the guarantee of human rights in a country. Owing to their characteristics of handling nationally important events, also, the context of the records is far-reaching to the records of other constitutional institutions and administrations, etc. In the second place, I analyzed Records Management Present State. At a division stage, I grasped the present state of creation, registration, and classification system of records. At an archives repository stage, I made efforts to figure out specifically the perseveration of records and the present of state of using them. On the basis of such figuring-outs of the present situation of records of Constitutional Court, I pointed at problems in how to manage them and suggested some measures to improve it in accordance with the problems, by dividing its process into four, Infrastructure, Process, Opening to the public and Application. In the infrastructure process, after revealing problems in its system, facilities, and human power, I presented some ways to improve it. In terms of its process, by focusing on classification and appraisal, I pointed out problems in them and suggested alternatives. In classification, I suggested to change the classification structure of trial records; in appraisal, I insisted on reconsidering the method of appropriating the retention periods of administration records, for it is not correspondent with reality in which, even in an file of a event, there are several different retention periods so it is likely for the context of the event worryingly to be segmented. In opening to the public and application, I pointed at problems in information disclosure at first, and made a suggestion of the establishment of a wide information disclosure law applicable to all sort of records. In application, I contended the expansion of the possibility of application of records and the scope of them through cooperation with other related-institutions.

Characterization Strategies for Establishing City/County Records Centers in Kyonggi Region (특성화에 기반한 시.군 자료관 설립 방안 연구 - 경기도를 사례로 -)

  • The records centers which belong to specific cities(-shi) or counties(-gun) are different in terms of constituencies and functions with the records centers of any other administrative agencies. The purpose of this study is to develop models of establishing the city/county records centers reflecting the recordkeeping environment of cities and counties especially located in Kyonggi Region. This present paper begins with analyzing the conditions of records management of cities and counties in Kyonggi Region, and the characterized functions of them. Based on these analyses, it suggests standardized procedures and characterization strategies for establishing city/county records centers.
