The purpose of this study is to propose a model that can polish and improve the ROK (Republic of Korea) Army's records management policy in a new records management environment by analyzing the context of policy implementation. In this study, two distinct and different policy cases were analyzed using different models for policy analysis such as the case of the records management system of the ROK Army with the street-level bureaucracy model and the case of the archives personnel within the ROK Army with a Policy Network model. The results from the comparative analysis with both cases state that the street-level bureaucracy model has limitations in analyzing even a policy implementation case when multiple actors are involved. At the same time, a network policy model is useful in identifying the problematic points that need improvement in the case. Based on these results, some improvements for effective records management in the ROK Army were proposed. This study follows the approach of the two distinctive case studies from the perspective of policy science-a view that no archive researcher has ever explored before.

International conditions surrounding the Korean Peninsula have been recently undergoing a sudden change. The South-North relations have been defined by severe tensions for many years; however, since the PyeongChang Winter Olympics, relations between the two nations began to thaw, and expectations of unification have been rising. Nevertheless, some still warn that the Democratic People's Republic of Korea is utilizing a "carrot and stick" tactic. With this, recent research revealed that there is a low sense of national security among college students and teenagers in Korea, which magnified the importance of establishing a strong sense of national security and having a national viewpoint. A way to achieve this is for the army, a core institution of national security, to release army records as online contents. This paper takes an in-depth look into the US Army's online contents service, a leading national records management system, and seeks to provide development plans for the Republic of Korea Army's online contents service.

This study was conducted to the purpose of elucidating the factors affecting the professional job perception of the medical recorders working at general hospitals. The study subjects were 428 medical recorders working at general hospitals. The survey was conducted using a standardized self-administered questionnaire from September 1 to 30, 2015. As a results, the professional job perceptions of the subjects were significantly related to the group of lower age, lower educational level, the unmarried group than the married group, lower monthly income, lower BMI, lower job position, dissatisfaction in work, unfit to the job, considering quit the job, irregular exercise, irregular eating breakfast, lower perception on socioeconomic status of medical recorders, lower perception on socioeconomic status of oneself, and lower future status of medical recorders. In particular, hierarchical multiple regression analysis showed that the sociodemographic characteristics and the job related characteristics is highly correlated with the professional job perception. In conclusion, it suggested that the professional job perception of medical recorders was significantly related to the sociodemographic characteristics and the job related characteristics.

We report a taxon of the unrecorded genus Knorringia (Polygonaceae) from Baengryeongdo, Ongin-gun, Incheon-si in the Korean peninsula. This taxon is K. sibirica (Laxm.) Tzvelev subsp. sibirica., has been known from Siberia, Mongolia and China. The new Korean name, 'Si-be-ri-a-yeo-kkwi', was given considering the species epithet and the type locality, Siberia. Description, illustration and photograph showing habitat were given.

Given that the Korean genus Elymus L. (Poaceae) is often confused with Agropyron Gaertn., the categories and characteristics of Elymus s.l. have been reviewed morphologically. Two unrecorded taxa of Elymus, E. humidus (Ohwi & Sakam.) T. Osada and E. shandongensis B. Salomon, not previously recorded in Korean flora to date, we report here as an unrecorded species based on samples collected from Chungcheongbuk-do, Gyeongsangnam-do, Jeollanam-do, and Jeollabuk-do. E. humidus is distinguished from other taxa in terms of its habitat around riversides, erect inflorescences, spikelets appressed to rachides of inflorescence, and new individuals asexually propagated at the lower nodes of aerial stems. E. shandongensis is similar to E. tsukushiensis var. transiens (Hack.) H. Osada but is distinguished by the flowering time, slightly curved inflorescences, number of veins of the glumes, and spikelets appressed to the rachides. Descriptions of the two unrecorded Korean taxa, photographs, and keys to neighboring taxa are presented.

In this article, DHRMIS being developed with ERP at resent realizes the personnel affairs recording procedures that all the Ministry of National Defense, the army, the navy and the air force can use on personnel affairs in order to solve the problem of the personnel recording procedures of the MND and each of the troops such as using manual affairs together with computation affairs, absence of electronic recording managements in some of the institutions MND, insufficiency of real time recording, and excess of centralized managements to present and record the personnel data. The personnel recording procedures consist of standardized personnel recording procedures and definition of the personnel recording procedures. This personnel recording procedures propose 3 improvements such as an atomic electronic recording management, a real time recording affair, effective centralization and distribution of verification authority so as to guarantee authentication, integrity, reliance, and accessibility of personnel data. When proposed personnel recording procedures are realized through developing DHRMS, these can bring on unification of 10 recording management systems, reduction of recording management time from 45 days to 3 days, distribution of verification authority MND, each of the troops, each of the institutes, an individual, and reduction of some of the manual documents.

특정도서(特定島嶼)의 다양한 자연생태계, 지형 또는 지질 등을 비롯한 자연환경의 보전에 관한 기본적인 사항을 정함으로써 현재와 미래의 국민 모두가 깨끗한 자연환경 속에서 건강하고 쾌적한 생활을 할 수 있도록 함을 목적으로 하는 '독도 등 도서지역의 생태계보전에 관한 특별법(도서생태계법)' 제6조 및 특정도서 보전기본계획(2015~2024)에 의거하여 한강유역환경청에서는 33개(강화군 8, 옹진군 23, 안산시 1, 화성시 1) 도서를 특정도서로 지정하여 관리하고 있다. 본 연구에서는 출입과 개발행위가 제한되어 있는 특정도서의 식물상 조사를 도서생태계법 제6조에 의거하여 수행하였고, 인근 유인도서와 식물상을 비교 기록하였다. 조사된 유인도서는 덕적도, 영흥도, 선재도, 측도, 문갑도, 소야도의 6개 도서이고, 무인도서는 특정도서로 지정된 33개 도서 전체를 대상으로 하였다. 무인도서에서는 90과 225속, 294종, 3아종, 22변종, 1품종, 총 320분류군이 기록되었다. 이 중 국 가적색목록은 지치(Lithospermum erythrorhizon), 이팝나무(Chionanthus retusus), 모새달(Phacelurus latifolius) 3분류군과 한반도 고유종은 새끼노루귀(Hepatica insularis) 등 3분류군이 확인되었으며, 메귀리(Avena fatua) 등 외래식물 24분류군과 돼지풀(Ambrosia artemisiifolia) 등 생태계교란식물 3분류군이 확인되었다. 대조군인 유인도서에서는 116과 350속, 532종, 7아종, 37변종, 3품종, 총 579분류군이 기록되었다. 이 중 선재도에서 멸종위기야생생물 II급 매화마름(Ranunculus trichophyllus var. kadzusensis)이 확인되었으며, 국가적색목록은 낙지다리(Penthorum chinense) 등 4분류군, 한반도 고유종은 할미밀 망(Clematis trichotoma) 등 7분류군이 확인되었으며, 미국자리공(Phytolacca americana) 등 53분류군의 외래식물과 가시박(Sicyos angulatus) 등 6분류군의 생태계교란식물이 확인되었다.

Monochoria vaginalis var. angustifolia (Pontederiaceae) was newly found in a furrow in Imha-ri, Boeun-gun, Chungcheongbuk-do for the first time in Korea. This taxon is distinguished from the other species of the genus Monochoria in Korea by having the smallest plant height, very narrow lanceolate leaves, a cuneate leaf base, and raceme with 1 to 2 flowers. A local name was newly given, 'Ga-neun-moul-dal-ge-bi' for the species. The morphological characteristics and illustrations of the taxon as well as photographs at the habitat are provided with a taxonomic key to the species of Monochoria in Korea.

We reported an unrecorded species of the genus Allium (Alliaceae) which is growing along riversides in the central part of Korean peninsula. A. longistylum Baker, has been known to distribute only in China. The new common name, 'Gang-bu-chu', was given considering the habitat characteristics such as growing riversides in Korea. In this study, we described morphological characters, and provided illustrations as well as photographs of the habitat.
