A Comparative Study on Professional Qualification Factors of Archivists and Records Managers (기록관리 전문 인력의 전문성 증진 요건에 관한 비교 연구)

  • The requirements of being archivists and records managers were revised in 2011 and expanded in the scope of their education levels such as having master's or higher degrees in archives and records management, or completion of one year program of archives and records management after having B. A. degree in archival science, history or library and information science with passing of exams recruiting the experts in the field. However, archivists are not much recognized as professionals since there is no definite regulation for being experts in the field. Accordingly, this study aims to put forth the development of their qualification by comparing qualification factors of developed countries for archivists and records managers. Three factors of professional qualification for archivists and records managers are suggested as follows: certification of a standardized curriculum of archival studies, a proposed certification system for the archivists and recognition of working experience and specified duties to the archivists' qualifications as a way to acknowledge career-based expertise.

A Study on the Differences of Perceptions between Practitioners and Students in Archives & Record Management on the Professionalism of Archivists (기록물관리 전문요원의 전문성에 대한 실무자와 전공학생의 인식 차이에 관한 연구)

  • This study aims to examine the differences of perceptions on the professionalism of archivists between the archivists and the students majored in archives and record management. The professionalism elements required for archivist as the profession were drawn as 8 items and 29 detailed elements in total 3 fields based on the literature review and the domestic and foreign case studies. The study hypothesis was based on the extracted results. The questionnaires were composed to conduct survey for archivists and students. As a result of it, this study could confirm that differences of perceptions on the professionalism for archivists between the archivists and students exists.

  • Records and archives community was forced to face the essence of and social values of its professionalism. The purpose of the present study lies in providing a broader and fundamental perspective to shed lights on professionalism in records and archives management by reviewing previous studies on professionalism and professions. It reviews key concepts from the professionalism literature and scrutinized professional commitments and exclusive privileges, which are two sides of the same coin. Fundamental issues involved in records and archives profession are also taken into account, including the relationship between theory and practice as well as between professional ethics and professional association.

  • The main factors for successful records management are the organization and human resources, and the responsibilities and authority that are assigned to them. Therefore, the innovation of public records management should include i) redefining the role of records management institutions to meet the requirements of professional standards, ii) improving organizational setup and staffing policies, and eliminating the legal obstacles. This paper aims to suggest the innovation tasks above areas for strengthening the expertise of each type of public records institution. The tasks are presented in four categories, such as the records centers, local archives, institutional archives of legislative body and Judicial authorities, and professionalism and ethics. Based on parts of the Public Records Management Innovation TF(2017.9-2017.12) report, it is rearranged considering the pending issues and reflecting the opinions of the record managers in public sectors to reinforce the basis for setting the tasks.

  • This paper covers the current status and problems of the archival ecosystem. Since the enactment of the Records Management Act, the archival ecosystem has grown rapidly, but in retrospect, the discipline of archival science has stagnated, records management practice is overly concentrated in the public sector, the records management infrastructure in the private sector is weak, and the industry is failing. In recent years, the archival community has continued to discuss these issues, but mostly in the context of public records management, especially in the field. In this article, we look at the archival community as a whole, including the problems of archival academia and universities, the professionalism and qualification system of archivists, the Records Management Act limited to the public domain, and the difficulties of the industry, and propose alternatives in terms of professionalism and localization.

A Study on the Effect of the Archivist's Expert Power on the Job Engagement and Job Satisfaction of Record Management Personnel (기록물관리 전문요원의 전문적 영향력이 기록관리 담당자의 직무몰입과 직무만족에 미치는 영향에 관한 연구)

  • The purpose of this study is to explore how the Expert Power of archivists has influence on the job engagement and job satisfaction of record management personnel. The data were collected by survey with 103 record management personnel of office of education in Gwangju from September 2017 to October 2017. To analyze the research data, this study adopted several statistical analysis methods such as factor analysis, reliability analysis, correlation analysis, multiple regression analysis, independent sample T-test, and one-way analysis of variance. Results revealed that professionalism and influence tactics among professionalism, influence tactics, influence requirement be to the archivists Expert Power factors affect the job engagement and job satisfaction of record management personnel. Based on the results of the research, this study suggested the extension of educational training about record management and communication with record mangement personnel.

Improvement Methods for Archival Continuing Education through Analysis of English/American Continuing Education Programs for Archivists (영미의 기록전문직 계속교육 프로그램 분석을 통한 국내 계속교육 개선방안 연구)

  • In the era of electronic records management, today's record management environment is rapidly evolving. Therefore, this study aims to suggest improvement plans for continuing education that allows archivists to acquire knowledge and skills in the dynamic records management environment. Thus, this study analyzed an archivist's work characteristics and proved the necessity of continuing education in a changing record management environment. Furthermore, the United States' continuing education curriculum and the United Kingdom's Archives and Records Association (ARA) were analyzed. Based on this, the researchers compared and analyzed the curriculum of continuing education locally and abroad and suggested ways to improve continuing education suitable for local records professionals.

  • The purposes of this study are to find core domains of archival knowledge based upon two guidelines from foreign countries, and to analyze current status of archival education programs and curriculums in Korea and other countries. Based upon the analysis, several new directions for archival education in Korea are suggested as follows: strengthening the archival graduate programs for archival profession, developing and expanding interdisciplinary courses based upon participation and trial of various related disciplines, increment of graduate credits, hiring of the Ph. D. full-time faculty in archival studies, strengthening internship and research courses, developing a standard curriculum for archival education, and active participations and partnerships among archival graduate schools, professional archival societies, and archival related institutions.

Study of Development for Competency Standards in the Field of Records Management (기록관리분야 직무능력표준 개발 방안 연구)

  • The quality of human resources is critical element which promote efficiency in the community management. Each country all of the world is developing national competency standards to exploit them on human resources management. In response to this trend, the field of records management need to develop competency standards and to build human resources. Although each agency is placing qualified record manager and operating archives organization. growth and development is needed on this field. Under these circumstances, examining requirement for records management competency and using them is a task of great significance on the side of strengthening specialist and normalizing archives operation. This study suggests procedures and methodology competency standards enable to be exploited in entire fields of records management including private sectors as well as public sectors. Furthermore, as for procedures of suggesting measures for developments, cases of procedures of stand designs are shown, effectively verifying for feasibility, validity, and usability of development of competency standards in the field of records management. In this process, models for competency standard and elements based on competency units in the field of records management are suggested. This study will be ultimately expected to contribute to an adoption of manpower development system and a systematic method via procedures of approving expertise of records management being recently highlighted as an issue from revision process of records management act.

A Study on the Records Management for Dissolved Agencies (폐지기관 기록물관리제도 현황과 개선방안에 관한 연구)

  • The institution, which was temporarily run, has not registered and has neglected records due to its temporality. In this regard, many related experts have pointed out their risk of loss. Therefore, the objective of this study is to analyze the problems of the temporary institution's records management system by investigating the current situation, and to suggest solutions, thereby arousing the necessity of managing the records produced by dissolved agencies. To specifically review this, first, this paper analyzes the records management system of abolished institutions, focusing on the working environment, related laws, and guidelines. Moreover, it indicates the problem with regard to the effectiveness of legal systems, the lack of professionalism and infrastructure for records management services in temporary agencies, and National Archives of Korea's passive response. With regard to these problems, there are some solutions presented such as the complementation of related laws and guidelines, the strengthening of professionalism in relevant agencies in relation to managing records properly, and the establishment of cooperative networks between related institutions.
