A Study on the National Assembly's Electronic Records Management: Focused on the National Assembly Archives (국회 전자기록물 관리체계 개선방안에 관한 연구 - 국회기록보존소를 중심으로 -)

  • Since 'the National Assembly Electronic Document System' was introduced in September 2004, the amount of electronic records production in the Nation Assembly has been on a rapid increase. The number of electronic records which 'the National Assembly Records Management System' took over until September 2011 is '240,000', 72% of the total transferred records. However, the National Assembly's electronic records management has a number of serious problems concerning electronic records long-term management and preservation. In the context, this study aims at discussing alternative strategies for effective management and preservation of the Nation Assembly electronic records. In the theoretical aspect, it reviews 'parliament records' definition and management trend. As a case study, it explores the present state of 'the National Assembly Records Management System' ranging from legal aspects to technical aspects. Based on these researches the study critically analyzes the Nation Assembly's electronic records management in comparison with overseas cases. As a result it provides alternative plans of four major areas, including law, management body, management object and technical system, to improve the National Assembly's electronic records management.

A Fundamental Study on the Classification Criteria and Properties by Detail Type of Archival Information on Architectural Heritage of Korea (건조물 문화재 기록정보의 유형 구분 기준과 세부유형별 속성에 관한 기초 연구)

  • This study aimed to distinguish categories of archival information and identify properties by their detail types, so that the various forms of architectural heritage information generated can be managed based on their attributes and characteristics. First, the specific uses of terms in the legal system were reviewed and their associated concepts specifically defined. "Architectural heritage" was defined as architecture belonging to the category of tangible cultural heritage as designated by law, and "architectural heritage archival information" was defined as all kinds of material expressed by electronic processing of the actual status for preservation and management. Next, the production status of architectural heritage archival information was reviewed in relation to the legal system. This confirmed that relevant legal systems were organized hierarchically and that various types of archival information were generated in a single project. Furthermore, it was confirmed that even archival information produced in the same form contained differing contents depending on the specific purpose and method, and that there was no classification by which to cover all archival information. Finally, it was also confirmed that detailed drawing types could be categorized according to the purpose of production and the target of the records. Based on the findings of this review, the type and properties of archival information were presented as the primary classification criteria, and the architectural heritage archival information was divided into 6 general types and 27 detailed types. Specifically, the linguistic form, dimension, temporal property, and graphic form of archival information were applied as criteria for the classification of general types, and the target, production purpose, production method of archival information, and content characteristics of archival information properties of archival information by type were comprehensively reviewed.

  • The purpose of this study is to propose a different classification method for keeping a record of cases. After proving that criminal case files should be counted as one type of case files, based on their characteristics and characteristics, this research analyzes the current process of criminal case filling at Public Prosecutor's Office to point out some problems. This study suggests a new classification system: at first, each case gets classified based on a case: secondary, the data gets further assorted by the chronological procedures. The classification approach, which is adopted from MoReq 2's Workflow method, is more adjustable to the new electronic filing system.

  • Destruction appraisal system improved with the enactment of the 1999 Public Records Management Act has the strategic concepts to prevent loss of important records with prohibiting the destruction in creation organization of records. But destruction appraisal carried out in record center realistically has the big difference with destruction appraisal system intended by Public Records Management Act. Therefore this article intends to explore the importance of destruction appraisal system through a review of the record appraisal system, and investigates operation status of destruction appraisal system in record center and operational issues. And it intends to explore scheme for practical application of destruction appraisal system based on actual cases of destruction appraisal which operates as a model.

  • Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment.   • In order to analyze big data, documents should be converted to a open standard format to increase machine readability. It also need natural language processing tools. This study focused on the background of intelligent document processing and the status of research in the public sector, and predicted the changes in work that intelligent document processing would bring. This study noted the changes that intelligent document processing would bring to the archival work, and also considered changes in the role of archivist and their required competencies. Changes in archival work could be anticipated across a wide range of Records Management work and Archives Management work. In particular, it was expected to have a significant impact on the automation of repetitive archival tasks or the description and utilization of records. This study proposed the need to prepare new archival work procedures, methods, and necessary competencies in response to these change in archival work.

A Study on the Consulting Methodology for Building Records Management Scheme for NGOs (NGO 기록관리 컨설팅 방법 연구)

  • NGO called the third sector is one of the major party of the modern society. Therefore documentation of the various NGOs' activities is the way of recording our society fully. This paper identifies the value of NGOs' records, verifies the needs for NGOs' records management, examines two case of consulting projects on NGOs in Korea which has been conducted by the author and graduate students, and offers a consulting methodology of building records management scheme for the small scale NGOs. The cases are related to small-scale NGOs operated by under 10 full-time activists. One case is related to the NGO based on the locality and the other case is related to the NGO based on the special subject matter. The methodology contains four stages such as defining direction stage, AS-IS analysis stage, TO-BE modelling stage and transition & closing stage. Standard records management guideline for NGOs should be developed using this methodology in the future.

RFID is utilized by the practical use plan of recent Ubiquitous information. Because attaching tag to lastingness documental that use RFID in this treatise, register and manage documental, and chase hysteresis, and design upkeep, present condition analysis of lastingness documental to search, S/W, H/W, network layout, Ubiquitous RFID lastingness recording administration system. Construct lastingness recording administration system after a performance experiment and a chase experiment that is applied in spot that attach 900MHz important duty's RFID tag. After construction practice, create link sex with connection system, security analysis and Forensic data and analyze improvement effect. Is going to contribute Ubiquitous information technology application and Forensic technology development in country documental administration through. research of this treatise.

Evaluation of Access Control Function of the Standard Records Management System (표준기록관리시스템 기능 평가 접근관리 기능을 중심으로)

  • The physical access or control of records with material entities is relatively easy. However, in the case of electronic records, due to its heightened applicative aspect that allows anyone with the authority to have access over the data, it requires an appropriate standard and stability to ensure the authenticity and integrity of electronic records. This study performed functional evaluation by extracting the minimum critical items from the national functional requirements documents and standards to explore the access control function that play an important role for the standard records management system to maintain quality requirements of electronic records. Based on this checklist, it evaluates whether the standard records management system properly carries out the access control function and investigates the current condition of application to practical records management work. Records managers generally do not use access control function, which may be because they do not feel the necessity, since the application of records management system is not yet actively promoted. In order for the standard records management system to be developed to become a more active system, it requires system improvement as well as considerations for below factors: First, although the necessity of establishing access control conditions is already recognized, it requires a clear stipulation of the regulation. Second, measures must be taken to implement access control in the records management system through document security solution. Third, it requires self-reflection of records manager, who utilizes the records management system. Instead of placing all responsibility on the National Archives, which established the system, professionals must further develop the system through continuous evaluation and improvement. Finally, a general discussion is required to publicize the issue of functional improvement of records management system. Although there is a bulletin board already created for this purpose, its users are extremely limited and it only deals with current problems. A space in online as well as in offline is required to solve the fundamental problems and exchange opinions.

Record, Information, Knowledge : A Preliminary Study for Knowledge & Information Resources of Records (기록과 지식·정보 기록의 지식·정보 자원화를 위한 시론적 분석)

  • This paper examines the significance of records as knowledge information resources that are illuminated by the electronic record environment nowadays based on existing research results and examples. As the production mode of records changes, it is possible to avoid the tendency to prioritize historical and cultural values when keeping records. In addition, according to the change of the operating mode and the work pattern of an organization, the value of knowledge information resource is also important. For this purpose, this paper reviews the recent changes in the work environment in Chapter 2 and then examines attributes not only as evidence but also as information. Based on these discussions, the paper explores the relationship between the records and the information that has been discussed in western academic circles since the 1980s in Chapter 3. With this, it also analyzes the correlation between record management and knowledge management. In Chapter 4, it reviews recent trends to link records management and knowledge management in Australia, the United Kingdom, and the United States. In addition to the current state of public records management in Korea, this paper presents the direction of institutional improvement in three aspects.
