Recently the increasing collaborative research requires the remote medical and clinical data sharing and access of external institutions. In this paper, an interoperability framework between Grid and PACS using Web services is proposed and implemented in order to provide flexible and efficient medical data management. The Digital Imaging and Communications in Medicine(DICOM) standard defines medical image data exchange and transfer between PACSs and image databases. However, medical data exchange between hospitals is limited within the trusted and static environments. Moreover, DICOM does not provide medical data management and the Grid middleware does not include standard toolkit to access DICOM data. To address this issue, a Web services-based Grid Service Mediator (WGSM) which provides PACS integration and medical image data management is developed. The WGSM consists of several service mediators such as compress mediator, GridFTP mediator, RFT mediator, MyProxy mediator, MDS mediator, and RLS mediator and others. The proposed Web services-based framework provides user authentication and secure data access between PACSs in collaborative environments. In particular, the WGSM allows ordinary users to access remote PACS data in a simple and efficient manner without any the knowledge about underlying Grid middleware.

Enterprises' participation in the collaboration research is one of the effective and typical methods through which technologies go into the market or are transferred to other sectors. This study reviews enterprises' participated collaboration research and analyzes their network for disaster and safety management area. From 2005 to 2016, 786 technical papers from four representative journals for disaster and safety management in Korea are compiled based on the authors whose affiliations are from enterprises. During the research period, collaboration research is found to be in an increasing trend in general. However, the number of technical papers with three or less authors is in a decreasing trend, whereas that with four or more authors is in an increasing trend. This fact implies that the range of enterprises' collaboration research is widening. Technical paper productivity and each entity's collaboration network are evaluated using participation-weight based author score. Over the research period, a few universities, which attract most of the enterprises, are found to have higher productivities and centralities. Public enterprises show higher participation weights. Also, sectors such as construction, engineering, and electronics demonstrate higher weights. This study is particularly meaningful because enterprises' participation status in collaboration research for disaster and safety management area is systematically analyzed for the first time in Korea. The network analysis result from this study will be especially helpful in establishing technology transfer strategy.

The libraries and social welfare centers carry out various programs for the information poor. The libraries have focused on accessing and utilizing information, while social welfare centers have centered on improving the quality of life. This study have investigated as follows. Firstly, this study examined the cooperation model between libraries and social welfare centers or librarians and social workers in public libraries in Korea and California, USA, and analyzed the international library policies and guidelines in literature review. Through the definition of terms and related concepts, we confirmed the range of the information poor in this study. Secondly, this study executed to interview librarians and social workers in Korea and USA about the way of cooperation for the information poor. These interviews have been understood the public library outreach programs in California and the program of the National Library for Children and Young Adults' Out of School Youth Reading Program (2018). Finally, this study suggested the core elements to be considered in developing a library outreach model for the information poor based on the implications derived from literature review and interviews.

Although we have faced substantial public interests on the issues of small-business, the lack of effective solutions corresponding to them should be worried. This paper introduces findings from the application of Triple Helix to counseling activities for small-business stores with diagnosing problems and suggesting alternatives. The findings of this paper are based on counseling projects conducted by Gyunggi Small-medium Business Corporation, universities in the region, and multiple small-business stores together from June to November in 2015. The application of Triple Helix was positive for increasing the effectiveness of counseling, and this key finding was obtained from action research cycles. It was also confirmed that cooperation from three different entities including company, university and government institute was beneficial in increasing problem identification capabilities by students and providing opportunities for testing knowledge and skills, which means Triple Helix application to small-business helps management education to be more practical. Contributions of this study supplies substantial insights to academic audience, and practitioners can learn positive effects of Triple Helix and potential issues for implementation in the context of small-business counseling.

국내 대학은 연구 및 교육 기관으로서의 중요성과 함께 창업에 기여해야 할 사회적 책무를 지고 있다. 대학이 축적한 각종 지식 성과와 함께 연구와 개발 인프라를 활용하고 대학생 및 대학원생의 창의적 아이디어의 활용 가치를 높여 경제 활성화를 위한 새로운 성장 엔진을 개발해야 한다. 또한 창업연구와 창업지원 사업에 대한 사회적 요구에 맞추어 대학은 창업기능을 구조 혁신의 도구로 삼을 기회를 가지게 되었다는 점도 주목해야 한다. 본 연구는 한국 대학의 창업지원 기관의 역할 정립을 위한 학술적 지식을 되짚어 보고 창업을 중심으로 한 대학의 적극적인 창업지원단 구축 모델에 대한 논의를 담고 있다. 창업교육과 창업지원에 관한 기존의 연구와 2차 통계자료를 기반으로 창업지원 방향에 관한 시사점을 획득하고 대학 혁신을 위한 창업지원 모델인 WoW! Valley Model을 제안한다. 본 모형은 창업지원단의 역할 정립에 도움을 주고 대학 창업지원의 정책 수립의 기초를 제공할 것으로 본다. 국내외 경제 여건의 악화와 글로벌 경제 침체 속에서 창업의 사회적 중요성은 점차 커지고 있다. 이러한 상황에서 대학의 창업 활성화는 시대적 과제라 할 수 있다. 체계적인 창업 지원 정책을 대학이 주도하고 현실 학문적 성격을 강화하는 방향으로 체질을 개선하는 일이 시급하다. 본 연구는 대학의 창업지원단 활동의 새로운 모델을 제시하고 있다. 이미 국내의 많은 대학들이 창업지원을 위한 센터나 지원단을 운영하고 있으며 독자적인 체계를 갖추고 있다. 그러나 창업지원을 중심으로 대학의 기능을 재편하는 등의 혁신 체계로서의 창업지원단 운영 모델은 수립 및 시행된 경우가 드물다. 본 연구는 창업교육과 창업지원에 관한 기존의 연구 성과를 되짚어 보고 국내 대학의 창업지원을 위한 새로운 시각을 제시한다. 창업 지원단의 수립 및 운영 모형에 관한 논의가 절실한 시점에서 본 연구는 연구자와 대학 운영자 및 정책 입안자에게 의미 있는 시사점을 줄 것으로 기대한다. 한편, 본 연구는 개념적 디자인을 제시하는 수준이므로 디자인을 평가하여 새로운 지식을 얻는 등의 후속 과정을 거쳐 보완될 필요가 있다. 다중 사례 연구와 실행 연구(Action Research) 등의 실증 방법을 통해 본 연구의 후속 결과가 요구된다.

The recent cyber threats are becoming real threats to our lives. This gloomy situation from cyber threats necessarily demands the establishment of the cyber threat information sharing system between the public and private area. Key countries, like the US, Japan and the UK, are stabilizing the cyber threat information sharing systems by founding exclusive organizations for sharing information and setting up and implementing relevant measures. In this thesis, I would like to propose the model for cyber threat information sharing in order to cope efficiently with the ever-intensifying cyber threats. My model would include key elements for the efficient information sharing, such as the clear designation of main operator of information sharing system, the management of collaboration system between the public and private sector, the build-up of the integrated and automated system and the supplementation of legal system including the grant of privilege, and so on.

The various concepts of knowledge such as Knowledge Management(KM). Intellectual assets and digital knowledge asset management are currently important issues among many organizations. To the country like Korea that has professed Itself for a great power of knowledge Information and adopted KM and Record and Information Management (RIM) as the country's main polity, the study on the theoretical basis and best practices of KM and RIM from the perspective of Library & Information science is very urgent. However, many studies on knowledge including KM were mainly done at the business administrative field. and the consolidated study basis on knowledge even in the Library & Information Sciences was quite in deficiency, furthermore any discussion on knowledge, correlation among related systems and the possibilities of cooperation as the development of Information communication has not been done. Therefore, this study is to present the alternative plan of the consolidated management on knowledge through comparative analysis on the definition, main function and trend of KM & RIM. Especially, this study would be the theoretical basis to the public organizations that plan to introduce KM & RIM.

Early diagnosis of autism and intervention of medical treatment are very significant to develop specific social communication skill for children with autistic spectrum disorders (ASDs). But they have difficulties in medical treatment because of lack of a public welfare institution and special medical system. In particular, few children can access such treatment and the existing single-therapist clinics are inefficient with regard to cost and time. Therefore, new methods should be studied for developing various products, services, and systems for autistic children. This study discusses the potential use of an interactive design as assistive technology for such children. We utilize the experience gained in the collaborative design of the interactive therapy system (ITS). The key methods include a collaborative design with rapid interactive prototyping, heuristic evaluation, user-centered process, VR technology, tangible interface, and scenario-based contents. We applied these methods to the ITS and proved the efficiency of interactive design as an assistive technology through clinical experimentation.

Public order management is one of the most important areas in policing. Drawing on the legal framework and policy, this study aims to assess practices of criminal justice practitioners, especially, police and prosecutors, in England and Wales. Using qualitative interviewing, four main themes are identified: (1) an emphasis on a right to protest, (2) police practices on public order management, (3) the development of police/prosecutor liaison, and (4) the value of video evidence. Based upon these findings, several legal, policy and practice implications are drawn. These implications involve a wide range of aspects concerning strategic, operational, and tactical interventions by the police, as well as collaboration between police and prosecutors. Although the criminal justice context in England and Wales is very different to South Korea, some practices and distinctions can be useful to consider in the Korean context. This study suggests that more gains can be made if legislation, policy, and practice across criminal justice nodes can be coordinated and approached holistically.

Recent healthcare studies evaluate the effective impacts of a patient educational information intervention in hospitals on adherence to communicating knowledge, life quality, and therapeutic response in patients treated with highly active therapy in medical organizations. Therefore, the aim of this study is to design and implement the effective and systematic frameworks by providing clinical patient-oriented education system(CPES), which enhances health promotion and medical cures. CPES initiatives accelerate positive financial returns with network-driven educational system. To validate the CPES, the author analyzes the efficiency and effectiveness using statistical survey works. With this outcome, it is compared with previous system. One of the findings is that the system can improve compliance with treatment right dietetics and give patients self-manage their conditions in S hospital. Patients' acknowledge of their condition and its treatment process can be improved through the educational systems.
