For the effective use of red seabream, the texture between red seabream muscles cultured by feeding and starving were compared. Moisture and crude lipid contents of red seabream muscle cultured by starving (RCS) were 72.7% and 3.7%, respectively, which was 3% higher in the moisture compared to that of red seabream muscle cultured by feeding (RCF), while 3% lower in the crude lipid. The hardness of RCS was $0.93\;kg/cm^2$, which was higher than that ($0.47\;kg/cm^2$) of RCF. No differences in total collagen content, acetic acid-solublized collagen content, its thermal denaturation temperature and SDS-PAGE patterns between RCS and RCF were found. The results suggested that the difference in muscle texture between RCS and RCF was probably due to the difference of lipid content.

This study was conducted to determine the optimal ratio of sludges from milk processing industry (MPS), paper-mill industry (PMS) and night-soil treatment plant (NSS) for vermicomposting. Five different ratios, 0 : 80 : 20 (MPS-0), 25 : 60 : 15 (MPS-25), 50 : 40 : 10 (MPS-50), 75 : 20 : 5 (MPS-75), and 100 : 0 : 0 (MPS-100 : control) MPS : PMS : NSS by wet weight were tested in a small plot experiment. The experiment for each mixing ratio was performed for 2 weeks with the three replications. MPS-100 (100 : 0 : 0) only had the highest decomposition rate with 19.9%, followed by MPS-25, MPS-50, MPS-75 and MPS-0 with 19.5, 19.1, 17.6 and 16.7%, respectively. Except for MPS-100, Vermicomposting resulted in increase in ash, T-P, $NO_2{^-}-N$, $NO_3{^-}-N$, Mg, K, As, Cd and Cu, whereas moisture, VS (Volatile Substance), TKN (Total Kjeldahl Nitrogen), $NH_4{^+}-N$, Ca, Hg and Pb were lower in the final cast than the initial feed mixture. Meanwhile Zn showed very slight difference and Cr and Ni did not show any tendency between the feed mixture and the final cast. In the case of MPS-100, where the decomposition rate was the highest, all the heavy metals in the final cast except for Hg were increased. All the vermicomposts produced from five different mixing ratios of the vermicomposting sludges met the Korea Standard as by-product compost.

공정거래위원회는 공정한 하도급거래질서의 조기 정착을 위하여 그 동안 중점 추진해온 주요 하도급정책의 세부기준을 마련하고자 하도급거래 공정화지지침을 개정하여 지난 1월 1일부터 시행에 들어갔다. 이번에 개정된 지침의 특징은 하도급대금의 현금성 결제비율을 제고하고 하도급법 운용방식을 사전예방 위주로 전환하기 위해 획기적인 현장직권조사와 면제방안 및 인텐시브 부여 방안을 담고 있다.

정부가 공공 건설공사의 하도급계약 체결 자료를 일반에 공개하는 내용의 제도 개선을 추진한다. 불법 하도급을 통해 비자금을 조성하지 못하도록 하기 위한 것으로 발주기관에 거짓 하도급계약 자료를 제출하면 입찰참가자격이 제한된다. 국민권익위원회는 지난해 11월 28일 이런 내용을 담은 '공공 건설공사 불공정 하도급계약 개선 방안'을 마련해 기획재정부 등 8개 정부부처와 지방자치단체에 권고했다.

This study was designed to investigate the effect of Pueraria radix extract on lipid peroxidation in ethanol administered rats. Male sprague dawley rats were given 25% ethanol(2.5g per Kg body weight; E), 10% pueraria radix extract(CP), 25% ethanol and 10% pueraria radix extract(EP). The activity of hepatic superoxide dismutase was increased by ethanol and was lower in the EP group than in the E group. Hepatic catalase activity was increased by ethanol, but decreased by Pueraria radix extract. E group rats had significantly higher liver glutathione peroxidase activity. Activity of hepatic glutathione S transferase was higher in the CP group than in the other groups. No significant dif ferences was found in liver glutathione and lipid peroxide contents between control and EP group. These data indicate that the peroxidative damage associated with chronic ethanol consumption might be decreased by Pueraria radix extract.

The management of daily work report is very important due to the variety of work trade and activities. Although various project management systems have been developed to effectively deal with various task in site, they are not in practical use due to the non-coorperative attitude of sub-contractors. This is the reason the system are not developed in the focus of sub-contractors, but main contractors and the detail information about daily work report is omitted or lost in the collection process by contractors. Therefore the purpose of this study was to propose the Web-based coordination system for daily work report between contractor and sub-contractors

안전행정부가 지방 중소기업의 입찰참가 기회를 확대와 하도급업체 보호 강화를 주요내용으로 하는 "지방자치단체 입찰시 낙찰자 결정기준"과 "지방자치단체 입찰 및 계약집행기준" 예규를 개정하고 7월 1일부터 시행에 들어갔다. 개정된 예규에 따르면 중소기업 지원과 입찰 참여 확대를 위해 5억원 미만 주계약자공동도급 공사에 접근성 평가를 도입해 지역 중소업체의 입찰 참가를 확대하도록 했으며, 하도급업체 보호를 위한 방안으로 원도급자가 하도급계약을 체결하면서 지나치게 하도급금액을 낮추거나 하도급 표준계약서를 사용하지 않거나 하도급 내용을 부당하게 변경하는 등의 사례를 방지하기 위해 공사 적격심사기준을 강화했다.

공정거래위원회는 상생협력 문화 확산을 위해 지난 1월 1일 "대 중소기업 공정거래 및 동반성장 협약 절차 지원등에 관한 기준"을 개정했다. 개정된 이 기준은 공정거래질서 확립을 위해 해외건설현장에서 이뤄지는 국내 업체와의 하도급계약에도 표준하도급계약서 사용을 적용토록 했으며, 표준하도급계약서 항목 배점도 확대했다. 또한 현금성결제율 제고 및 대금지급기일 단축 등 하도급대금지급조건 관련 항목 배점도 상향 조정해 하도급대금지금 여건을 개선했다.

서울시는 앞으로 제휴 금융기관을 통해 모든 공사대금을 원도급(종합건설업체)대금과 하도급(전문건설업체)대금으로 분리해서 지급한다. 또 공사대금 지급상황을 실시간으로 확인할 수 있는 시스템을 구축, 하도급대금 미지급이나 지연지급, 현금수령 후 어음지급 등 부정, 부당행위를 예방키로 했다. 서울시는 지난 1월 19일 금융기관 2곳과 연계한 '하도급 대금지급 실시간 확인시스템'(hado.eseoul.go.kr) 구축을 완료하고 본격 시행에 들어간다고 밝혔다.

우리나라의 중소기업은 우리 경제의 중추세력으로, 중소하도급업체의 경쟁력 향상은 국민소득 2만불 달성을 위한 관건이라고 볼 수 있다. 공정거래위원회는 그 동안 계약체결과정에 대한 실태조사 실시, 하도급 관련 전문가의 의견 수렴 및 관계부처와 대책을 협의하는 등 자동차, 조선, 전자, 건설 등 주요 업종의 중소하도급업체 현장을 방문하여 애로사항을 파악해 왔다. 공정위는 경제상황이 어려울수록 거래상지위가 취약한 중소하도급업체들은 더욱 어려움을 겪게 되는 점을 고려, $\lceil$투명하고 공정한 하드급거래기반 구축방안거래기반 구축방안$\rfloor$을 마련하여 추진할 계획이다.
