새로운 금융기술을 활용한 중소기업 금융접근성 제고 사례

  • 최근 국내 외를 불문하고 IT기술의 비약적인 발전에 따라 금융분야에서도 금융과 기술이 결합된 새로운 형태의 금융서비스가 다양하게 개발되고 있다. 그러나, 개인금융시장의 비약적 발전에도 불구하고, 기업금융시장에서의 핀테크 활용은 아직까지 미미한 실정이다. 기업 신용평가는 재무제표 위주의 정태적(static) 과거 정보 위주로 이루어지고 있어 업력이 짧고 규모가 영세한 중소기업의 금융접근에 제약이 존재한다. 또한, 중소기업의 인력이 부족한 상황에서 모든 거래를 일일이 금융기관을 방문하여 처리해야 하는 불편함도 애로사항으로 파악되었다. 이러한 한계를 해소하기 위해 신용보증기금은 빅데이터 활용과 비대면 채널에 주목하였다. 본 보고서는 신용보증기금이 빅데이터와 비대면 채널을 활용하여 중소기업의 금융접근성을 향상시킨 사례에 대하여 소개하고자 한다. 첫 번째로, 신보는 기존에 활용되지 못한 동태적(dynamic) 빅데이터를 활용하여 기업의 현재 새로운 신용평가모형을 개발하였다. 두 번째로, 신보는 중소기업의 금융거래 편의성 향상을 위해 비대면 금융업무 플랫폼을 도입하였다. 신보는 이를, 데이터 수집이 체계적이고 정교해야 하며, 중소기업 관련 데이터가 공유되어야 한다는 정책적 시사점을 발견하였다. 이러한 정책적 시사점을 바탕으로 신보는 이제 기업 데이터 뱅크(Data Bank)로서의 역할을 도모하고 있으며, 더 나은 기업정보 생태계를 구현하고자 한다. 이를 통해 신보의 신기술을 활용한 중소기업 금융접근성 제고 사례가 핀테크를 활용한 공공기관의 금융정책 수립에 유용한 사례가 될 수 있을 것으로 기대한다.

Korean Style System Model of Financial ADR (한국형 금융ADR의 제도모델)

  • "Financial ADR" system in South Korea can be represented by so-called "Financial Dispute Resolution System", in which Financial Supervisory Service (FSS) and Financial Dispute Resolution Committee are the principal actors in operation of the system, and this is discussed as an "Administrative Financial ADR System". The system has over 10-year history since it was introduced in around 1999. Nonetheless, it was not until when financial consumer protection began to be highlighted after the 2008 financial crisis that Financial ADR system actually started to draw attention in Korea. This was because interest has been rising in "Alternative Dispute Resolution (ADR)" as an institutional measure to protect financial consumers damaged via financial transactions. However, the current discussion on the domestic Financial ADR system shows an aspect that it is confined to who is to be a principal actor for the operation of Financial ADR institution with main regards to reorganization of supervisory system. This article aims to embody these facts in an institutional model by recognizing them as a problem and analyzing the features of the Financial ADR system, thereby clarifying problems of the system and presenting the direction of improvement. The Korean Financial ADR system can be judged as "administrative model integrated model consensual model quasi-judicial model non-prepositive Internal Dispute Resolution (IDR) model". However, at the same time, it is confronted with a task to overcome the two problems; the system is not equipped with institutional basis for securing its validity in spite of the adopted quasi-judicial effect model; and a burden of operating an integrated ADR system is considerable. From this perspective, the article suggests improvement plans for security of validity in the current system and for expansion of industry-control ADR system, in particular, a system of prepositive IDR model. Amongst them, it suggests further plans for securing the validity of the system as follows; promotion to expand the number of internal persons and to differentiate mediation procedures and effect; a plan to keep a financial institution from filing a lawsuit before an agreement recommendation or a mediation proposal is advised; and a plan to grant suspension of extinctive prescription as well as that of procedures of the lawsuit.

  • 최근 정보 기술(IT)의 발전은 전자금융환경에 큰 영향을 주고 있으며, 전자금융 서비스 채널을 인터넷뱅킹, 스마트폰 뱅킹 등으로 다양하게 진화시켰다, 하지만 이러한 전자금융 서비스는 내부자로 인한 정보 유출뿐만 아니라 전문화된 악성코드의 대상이 되는 등 다양한 위협이 존재하고 있다. 본 논문에서는 전자금융 사고 분석을 통해서 다양한 전자금융 보안 위협에 대응할 수 있는 보안기술 연구 방향을 도출하고자 한다.

  • Most important to financial is to provide well designed and built services to the customers by accessing their core bank systems and affiliated systems in their partners. This will be essential to introduce new products and services and still be able to count on legacy and collaborative affiliated systems. Winning the war on such service competitions among financial institutions is attainable by seizing the 'e-bank' opportunities in B2Bi and CRM ( Customer Relationship Management ). Such application integrations among systems and 'e-bank' services need to be available in the new IT environment.

  • Financial Assets have various characteristics, the benefits from which create demands for the financial assets. Based on the financial benefits, this article analyzes the influential factors on Korean households' financial portfolios. Provided that profitability and safety remain constant, it shows that individuals' most preferred characteristics have a significant impact on their selection of financial assets. Main demographic variables and financial status can also be considered to be influential factors according to the financial asset categories. Additionally, a further study on the substitution between financial assets would be helpful for developing new financial instruments.

  • Unification means the change of the economic system from 'Planned Economy' of the North Korea to 'Market Economy' of the South Korea. Therefore, it may cause confusions and difficulties for North Koreans who have been under planned economy for ages. So, we need to take the perspective of behavioral economics for the effective education. First of all, it is about overall finance, which contains the record of financial transactions, effect of inflation, investors' bounded rationality, and choice difficulty of financial products. Second, it is about borrowings, which includes the credit management, interest rate of difference among financial institutions. Third, it is about investment on financial products, which includes the effect of cost on returns, difference between compound interest and simple interest, trade-off between expected return and risk, market and non-market risks, the importance of diversification, and passive & aggressive investments.

  • A financial institution operated by cooperatives, abiding by the principle set by the cooperative federation, is comprised of a numerous financial institutions. Most of these small institutions are operated within local areas, providing financial services for coop members. The Financial Supervisory Regulations that supervises security professionals, organizations, and budgets are established entirely based on commercial banks in which the application of these regulations on coop financial institutions may not be proper. This paper aims to provide an efficient IT security policy for nation-wide financial institutions operated by the Cooperative Federation by analyzing its security personnel managements and adequacy.

  • Today, banks offer banking services to a large number of customers by a branch network spread all over the nation. The quantity and quality of services are advanced by fierce competition in their field. So they are attracting customers based on high confidence in the financial industry. In spite of these developments, the retail bank market currently does not satisfy customers demands and various desires. In this research, the problems with banking services were observed. It was proposed that the banking services apply a franchise business model. First, this proposal will reduce the business expenses by collaborating profits with head office of banks and affiliates. Second, it will offer greater satisfaction to the customers. Through the mutual collaboration with head office of banks and affiliates in this proposal, it is anticipated that banks will reduce their business expenses and improve services for customers by offering convenient and fast banking services. It is also expected that the banks will expand and make up their weakness through increased profit and customers will be provided additional services.

  • Recently, the RPA (Robotic Process Automation) solution, which has been spreading in Korea and overseas, allows users to easily automate their tasks with the application GUI (Graphic User Interface), and the number of Korean financial companies which Implemented for automating their business is increasing now. However, as the major supervisory regulations that financial institutions must comply with are based on the existing traditional SDLC (Software Development Life Cycle), it is not proper to be directly applied to RPA that automates end-user works on the level of user's system interface. Therefore, in this paper, we organized the important financial supervisory rules and control items that should be considered for RPA implementation, then surveyed 24 financial companies which have implemented RPA for checking how they applied them. Finally, we would like to present the necessity of revision of related compliance.

  • It has already been a few years since the word Fintech in Korea started to attract attention. These days, they believed that Fintech was just a boom, but these days it is recognized as a catalyst for financial transformation. Large venture companies are also launching demonstration experiments by creating new organizations that can respond to Fintech. It feels like a big tide is coming to the cautious and conservative financial industry. Finance is made up of digital information. Fintech is an evolutionary process in which finance, expressed by digital information, is transformed into information technology (IT) and human economic activities are reorganized. It is FinTech. You won't be able to understand the real effects of Fintech by sticking to individual applications like remittance payments or household account book services. Fintech is an innovation that changes the structure of economic activity itself. In fact, it is from now on that a big impact will come. In other words, now is the time when we are thinking of a dream that we have not yet dreamed of. In this paper, I will examine how fintech originated, spread to Korea, and how it intends to change Korea's finance in the future. Financial institutions have used the fruits of information technology advances in the direction of pursuing stability and stability, without major changes in the way they work. However, the movement of Fintech that started in Silicon Valley in the United States shows that the fruit can be used in other directions. The fruit of technological progress is expected to expand year by year in the future. It is a request of the times to use it to improve user convenience and to pursue innovation that is beneficial to society. We expect the flow of Fintech to accelerate innovation in the Korean financial industry.
