A Study on IT Outsourcing Policy Based on Operational Risks of Financial Industries (금융보안 리스크 기반의 IT도급 정책 연구)

  • For the continuous financial incidents occurred in 2011, Korean government has announced the amendment on electronic finance supervision regulation including human resources, organization and budget. The major part of the regulation is mainly focused on human resources and budget. It states that company has to employ at least 5 percent of IT staff out of total staff, and at least 5 percent of security staff in IT staff employment number. Budget for security should be at least 7 percent of total IT budgets. This paper studies IT outsourcing policy based on operational risks of financial industries caused by amendment of regulation. This paper provides the policy decision procedure for resolving the 3rd party problems and suggests the effective operation policy to 3rd party for the program quality improvement and case studies at the IT task classification.

A Study on security policy for vitalizing financial company cloud (금융회사 클라우드 활성화를 위한 보안 정책 연구)

  • As cloud computing can utilize the proper allocation of system resources, it can be expected to have great benefits in terms of maintaining availability and reducing costs when a cloud is applied to a financial company's computer system. Although some provisions of the Financial Supervisory Regulation were revised in October 2016, this is limited to non-critical information processing systems, limits are remain whitch the application of cloud computing to the whole computer system of financial companies including electronic financial systems. In this paper, cloud security requirements are studied for the application of financial company's computational infrastructure system.

The Effectiveness of Fiscal Policy in Korea during the Global Financial Crisis (금융위기에 대응한 확장적 재정정책의 효과성 분석)

  • This study outlines measures related to fiscal policies aimed at responding to the financial crisis according to the timing of commencement and then examines impacts of expansionary fiscal policies on macro variables so as to extract policy implications. The size of expansionary fiscal policy to respond to the financial crisis is found to total 59.8 trillion won (6.1% of GDP in 2007), among which a total of 30.5 trillion won was the increased fiscal expenditure made by the 2008 supplementary budget, the 2009 revised budget and the 2009 supplementary budget. In addition, tax reductions are found to be a total of 29.3 trillion won, mainly driven by the tax reforms in 2008 and 2009. Examining dynamic changes in macro variables caused by the temporary increase in fiscal expenditure and the tax reductions reveals that the increase effect of the real GDP growth rate brought by a temporary rise in fiscal expenditure excluding tax reduction effects turned out to be 1.1%p in 2009 and 0.3%p in 2010, compared to the period without the increase in fiscal expenditure. Meanwhile, when taking into account the effect of expansionary fiscal policies including tax reduction effects, the increase effect of real GDP turns out to be much higher. In the case of 2009, the real GDP rose additionally by 1.9%p, in which 1.1%p by the increase in fiscal expenditure and 0.8%p by tax reduction. Based on these results, the expansionary fiscal policy conducted during the financial crisis since the second half of 2008 can be seen to have played a significant role in helping the Korean economy post a higher-than-anticipated recovery pace from the economic slowdown triggered by the crisis.

Which Factors Could Affect Financial Consumer Problems Experience? - Convergence Approach of both Technical Information and Subjective Competency (금융소비자의 문제경험 요인의 탐색을 위한 융복합적 접근 연구 - 기술적 정보특성과 주관적 역량을 중심으로)

  • In the modern society, as development innovative technology consumers could access various information. It make consumers empower in the market, and information asymmetry problem were solving more and more. In the technical information, however, there are still information asymmetry because technical information is very difficult to understand, and those are related with professional knowledge such as financial information. This study used the dataset which was collected to track Korean consumers consumption index by KCA(Korea Consumer Agency) which included consumer's problem experience at financial field. The results are followings. Firstly, consumers want to get exact and important information to decide purchase or not and comparative information in technical information area. Secondly, age is the influence variable to experience more problems in technical information section. Thirdly, consumer's subjective financial competency is major influence factor to reduce problem experience.
