  • 지난해 건설기술관리법 시행령 이 개정됨에 따라 지난 3월 1일부터 특급건설기술자는 기술사만 가능하고 학· 경력기술자는 초급까지만 인정되는 등 건설기술자 경력제도가 대폭 개선되었다. 이에 따라 건설교통부는 개정된 경력신고 제도를 건설기술자가 제대로 이해하지 못해 불이익을 받는 일이 없도록 하기 위하여“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 발간했다. 이 홍보 책자는 이제 막 입문하는 초급기술자부터 특급기술자에 이르기까지 전체 57만여명의 건설기술자 누구 나 쉽게 경력관리가 가능하도록 건설기술자의 경력신고 절차, 교육훈련, 각종 통계자료 및 주요 유권해석 등을 알기 쉽게 매뉴얼 형식으로 정리하였다. 이 책자에 따르면 건설기술자가 개정 전의 규정에 의한 기술등급을 받기 위하여 반드시 숙지해야 할 사항으로 는 오는 8월 31일까지 자신의 학력·자격·경력 등을 한국건설기술인협회 등 경력관리수탁기관에 신고하여야 하고 내년 2월 29일까지 1주의 전문교육을 이수하여야 한다. 또한 건설기술자가 근무처 경력신고시 종전의 국민연금 등 4대 보험 자료 원본을 제출하던 것을 해당 공단 홈 페이지 출력물로 대체가 가능, 경력신고가 훨씬 간편해졌다. 참고로 건설기술자의 경력관리 자료는 설계 등 용역업자의 사업수행능력(PQ) 평가시 수행경력 확인, 건설관련 업체 등록시 기술능력 확인, 건설기술자 현장배치시 적정여부 확인 등에 활용되고 있다. 본지는 건교부가 발간한“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 3회에 걸쳐 게재한다.

The Study on Welfare bureaucrats' Discretion (사회복지전담공무원의 재량행사에 관한 연구: 동사무소 사회복지전담공무원을 중심으로)

  • The purpose of this study is to examine variation and result of welfare bureaucrats' discretion. To achieve this research purpose, ten welfare bureaucrats participated depth interview. The major findings of this study are as follows. welfare bureaucrats exercised high degree of discretion in the process of implementing public welfare programs. As a result they influenced recipient selection process and the recipients' allowance level. These results suggest that welfare bureaucrats' professional accountability is as important as public welfare programs' institutional standardizations and monitoring to approve the quality of public welfare service. And limitations and implications of this study were discussed with respect to further studies.

Influence that Wage Satisfaction of the private Security Guards has on Devotion Organization (민간경비원의 임금만족이 조직몰입에 미치는 영향)

  • As the society changes, the Private Security has developed highly in a short time. However, it has brought about various problems. The best urgent problem of those problems is the wage problem. This study is examining into the difference with the wage satisfaction and devotion to organization, and analyzing influence that wage satisfaction has on devotion to organization. According to this research, the first, women appeared higher numerical value than men in satisfaction with a wage level, wage disparity, wage system and the welfare system and the highest age group is over 26 year-old. While the college graduates appeared high satisfaction with a wage level and wage disparity, the university graduates is high satisfaction with wage system and the welfare. This shows that as the scholarship is high, they think they must be getting wages higher and higher as their work result or produce. The second, in devotion to his(her) organization, the men is higher than the women. The third, the men show the high emotional devotion because the men devote to his work on his own initiative while the women show the high continuos service devotion because they are passively. The fourth, over the 26-year old group appeared high level in devotion to his(her) organization, the university graduate group appeared high level both the emotional devotion and the continuous service devotion. The long-term employed person showed the satisfaction with job position, pay grade, and career and also appeared high in devotion to his(her) organization. The fifth, as the scholarship is low, they were concerned about a wage level and wage disparity but, as the scholarship is high, they were concerned about the wage system and the welfare. The wage satisfaction has influence on the scholarship, job position and career therefore, the long-term employed persons showed high wage satisfaction and devotion to his(her) organization. In conclusion, for the development of Private Security and high devotion to organization, the wage level of private security guards must be systematize and the quality of the welfare must be improved. And the many factors about the wage and welfare must be studied and analyzed to occupy as one of the skill lists through the educational-industrial collaboration.

Analysis to Determine the Employment Status of Married Women's on the Social Factors Associated (기혼여성의 고용지위 결정요인에 관련한 사회변인 분석)

  • After industrialization, the labor force participation rates of women, especially married women is drastically increasing. So, this study was designed to analyze the determinants of married women's employment status considered. For this, the determinants of married women's employment status were divided into individual-related, children-related, household-related and job-related variables to establish the research models. Based on this, the following results were drawn from a multinominal logistic regression analysis of the determinants of married women's employment status. First, an analysis of individual-related variable showed that married women had the employment status of labor wages with residence in the center of the city and high academic background. Second, an analysis of children-related variable showed that they had the employment status of labor wages with many their children and no their children under the age of six. Third, an analysis of household-related variable showed that they had the self-employment status of labor wages with nuclear family and few income earners of family members. Finally, an analysis of job-related variable showed that they had the employment status of labor wages when they got a job before they got married, their husband didn't get a job, and their husband worked in a professional field. As for findings stated above, as there was a difference in the determinants of married women's employment status, the ways for improvement in the married women's employment status would be suggested as follows. First, married women with young children have the low employment status, basically, requiring problem-solving ways for this because the housekeeping and child-rearing burden caused by marriage and childbirth are factors that continue to obstruct a job. For this, the flexible working hours system, which housekeeping and child-rearing can harmonize with economic activities like developed countries, needs to be activated. But the activation of such flexible working system will produce actual results under institutional protection, such as a related-protection law. Second, the Leave of Child Care System is debated as one of the most representatively systems that housekeeping can harmonize with economic activities. Now, although the System is legislated, the use is very poor.

  • This paper explores whether there is significant difference or not in the empowerment of social workers, e.g. individual's business-oriented, business relationship, and compensation system, according to the organizational culture types of social welfare facilities such as community culture, development culture, hierarchical culture, and reasonableness culture. By means of survey, this research targeted the social workers of social welfare facilities. The culture types that social workers recognize are sorted into community culture, development culture, hierarchy culture, and reasonableness culture according to the division of Kimberly and Quinn (1984). This study shows that there is significant difference in individual’s business-oriented, business relationship, and compensation system according to the type of organization culture.

  • Small vessels of less then 20 tonnage and leisure boots such as motor boots, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea As a result, these small vessels and leisure boots have remained within the blind area of maritime safety and environment protection Among these vessels and boots, some leisure boots such as motor boots of 20 horse power or more(excluding motor boots equipped with engine inside the vehicles), water motorcycles and robber boots of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

  • IPP (Industry Professional Practice) is an educational model that combines academic study and industrial work through university-industry cooperation. Students would decide suitable career based on their IPP experience, that will lead a university graduate to improve their recruitment potential. IPP could also be a key to solve national employment problems as well as a chronic manpower supply and demand mismatch issue between university and industry. This paper discusses about an academic program operation for the IPP implementation, that includes operation plan for semester-based quarter system, a guideline for new curriculum, an academic credit allocation, evaluation guideline, a capstone design class operation, and interim measures.

Complex impact of Patient Safety and Medical Quality on Hospital Management Activities due to Healthcare Accreditation Adoption (의료기관인증제 도입에 따른 환자안전과 의료의 질이 병원경영활동에 미치는 복합영향)

  • The purpose of this study was to confirm the complex relationship between patient safety-medical quality and hospital management activities to observe the mediating effect of organizational culture in the relationship due to healthcare accreditation adoption. For this, we conducted a 4 weeks survey, from September 22, 2014 to October 17, 2014 to the employees of 6 hospitals that could accommodate less than 300 patients or more than 300 patients located in Daegu and Gyeongbuk. The study includes 377 participants who have worked for more than one year in the hospital. All of hospital with less than 300-beds or more than 300-beds, such as patient safety-medical quality, organizational culture, hospital management activities found a positive correlation among variables. The mediating effect of organizational culture in the relationship between patient safety-medical quality and hospital management activities was shown by the partial mediating effect and high causal effect. Therefore, these study suggest that patient safety-medical quality due to healthcare accreditation adoption has the potential to improve hospital management activities.

The Influence of Fringe Benefits on Relational Contract through Superior's Support and Organizational Support (복리후생제도 시행수준과 관계적계약과의 관계에서 상사지원 및 조직지원의 이중매개 효과)

  • This study aims to analyze the influence relationship between the level of fringe benefits and relational contract among social workers in the non-profit organization. Under this relationship, we explored the dual mediating effect of perceived superior's support and perceived organizational support. A total of 371 self-administered questionnaires were distributed to social workers in Gwangju, South Korea, and 271 questionnaires (73.0%) were used for study analysis after excluding incomplete and unreliable responses. This study performed structural equation modeling, the results are as follows. Perceived superior's support and perceived organizational support both have a positive (+) influence on relational contract. Furthermore, perceived superior's support and perceived organizational support were found to mediate effect between fringe benefits and relational contract. Therefore, these results contribute to provide academic meaning that the range of future studies by identifying the dual mediated effect of the fringe benefits and social worker 's relational contract.
