근대건축물은 현재까지 우리의 역사와 함께 해 온 문화유산이다. 이런 문화유산을 보존하기 위한 수단으로 기록화를 들 수 있다. 기록은 보존의 마지막 수단이 되기 때문이다. 근대건축물 기록화로 생산된 사진, 실측도면, 보고서 등은 일반 대중에게 근대건축물의 정보를 제공하고, 연구자들에게 연구 자료를 제공해 줄 수 있다. 이 뿐만 아니라 화재나 다른 재난에 대비해서 문화재 수리, 복원 자료 등으로 활용 될 수 있다. 본 연구에서 미국 국립공원관리청의 문화유산 기록화 프로그램 중 역사적 건축물 조사를 분석하였다. 이 분석을 토대로 문화재청에서 시행하고 있는 근대건축물 기록화에 대한 세 가지 측면의 개선방안을 제시하였다. 첫 번째, 문화재청의 근대건축물 기록화 사업은 법적인 의무로 시행되고 있지 않아 모든 근대건축물이 기록화의 대상이 되고 있지 않다. 근대건축물 기록화가 법적인 의무로 시행될 수 있도록 법 제도의 구체적인 규정이 필요하다. 두 번째, 기록화가 한번으로 끝나는 것이 아닌 근대건축물의 외 내부 변경사항에 대한 지속적인 기록화가 시행되어야 한다. 마지막으로 컬렉션 구축을 통해 일반 대중들을 위한 정보제공 서비스가 이루어져야 할 것이다.

Recently our country highly evaluate cultural value of modern construction. Before and after Japanese imperial period, diplomatic equipment, commerce equipment and brand-new modern construction of Japan and Western came into our country coercively. Especially, modern construction placed in center of the city, as previously stated, was a construction field of historical disgrace. So it leaves alone or transforms to high technology because of well located. Selctive reception of the past makes difficult to know about rightful modem, furthermore it is difficult to expect rightful future. Accordingly, I write this. paper for the purpose of presenting the space application blueprint of 'Jung Myung Jeon' of modern construction designated as the cultural properties in Seoul. According to the project, 'Jung Myung Jeon' will do a role as the keyword which is important connects a past and a present time it presents. Then modern construction 'Jung Myung Jeon' which has a culture value will develop continuous with the city.

대전의 원도심은 인구감소 건물의 공동화 현상으로 옛 중심시가지를 비롯하여 인근 도시공간의 쇠퇴가 현저하게 진행 되어왔다. 이러한 문제를 해결하기 위해서는 개성을 살린 활성화 방안이 필요하지만, 어떤 한 시점을 기준으로 파악할 수 있는 역사와 문화적 자원을 활용하여 지역사회의 재생공간을 만들 수 있는 방안 마련도 중요하다. 대전의 원도심은 일단 그 공간을 지탱 해 온 산업에 대한 건축물 등, 지역의 건축적 문화유산이 다수 존재하고 있으며, 그 대부분은 보편적 가치를 가지고 있음에도 불구하고 아무런 활용방안이 마련하지 못한 채 피폐해져가는 실정이다. 이에 역사적으로 지역의 발전에 초석이 된 역사자원으로써 근대산업유산에 중요성과 가치를 평가하기 위한 기준을 알아보고, 활용사례를 통해 근대도시 대전의 발전에 근간이 되어온 산업유산에 가치와 활용을 재검토하는 의미로 근대 산업유산의 보존 및 대상을 활용한 도시재생 방안에 필요성을 알아보고자 하였다. 또한 행정적인 노력에 한계점을 인식하고, 이에 따른 해결방안을 모색하여 지방자치단체와 민간 등 폭넓은 사람들에 일체적 노력의 필요성을 다루고자하였다. 이는 결과적으로 지역 활성화에 있어서 역사적 근대산업유산을 활용을 통해 도시 사용자 간의 커뮤니케이션과 공동체 문화공간으로 재생되도록 정책의 연구와 산업유산을 포함하는 경관적 범위의 보존, 사회단체나 사회적 기업과 연계된 보존을 전제로 한 능동적이고 개방적인 문화재 활용정책을 마련하고, 이를 위해 소유자간의 조정 등에 노력이 전제한 정책이 필요하다는 것을 제언하고자 한다.

Knowing in a view of legislation, we are able to use modernly the interior of registered cultural property with its preservation and its use freely in the limit of not changing the outer appearance. And on investigation, many building registered as cultural property has been used continuously with the function kept or changed. It means that modern building must keep their function at kept to survive in a change of city construction. Likewise, even Jae cheon leaf tobacco receipt agency lose the original function, there will be great possibilities that the agency may be changed or disappeared if we don't preserve it or give it a new function by making out the meaning of preservation. So, if Jae Cheon leaf tobacco receipt agency is restored as mentioned above in close cooperation with related organization, Jae Cheon area will demonstrate the meaning as a representative producing district of leaf tobacco with its cultural value in Korean modern ages.

Since the idea of registering architectural heritage from the early 20th century was introduced as part of the code in the Cultural Heritage Protection Law in July, 2001, more systematic and flexible application the code has been in great demand. It is the aim of this thesis that we preserve modern buildings and then use this research data what find our modern history. So we should find connection of modem and tradition with the overcome of the feeling of being victimized. Accordingly, based on preservation cases and finding of modern house heritage, it is the aim of this thesis that we find the way of the best use. The purpose of this research is to establish a more comprehensive and commonsensical guideline for the preservation of modern architecture satisfying both the government and the registering party, based on more thorough architectural analysis of residential edifices. The results of this study were as follows: (1) It is necessary for application and conservation by point, area and network method. (2) It is needed that periodically check and record central system for the purpose of the management of those. (3) It's consider that develop of conservation method on co-ownership with citizen by house personality.

도시는 다양한 역사적 경험과 기억을 간직한 공간이다. 이러한 공간에서 간직해온 다양한 사회 문화적 환경을 통해 지역발전을 위한 일련의 활성화 정책들이 등장하기 시작하고 이 과정에서 지역들이 갖고 있는 고유의 역사와 문화는 훌륭한 핵심수단으로 인식되기 시작했다. 도시가 경쟁력을 갖기 위해 그 도심만의 유 무형의 자원을 개발하여 이를 매력적인 자산으로 활용하는 것이 그 출발점이라 할 수 있다. 그 지역이 갖는 도시정체성을 확립하고 이를 위해 특별한 장소 만들기를 위한 계기가 필요하다. 이러한 도시 정체성은 그 도시가 지금까지 지내온 시간을 바탕으로 한다. 이러한 역사적인 요소를 통해 지역의 문화적 역사적 도시 이미지를 제고시키는 전략을 개발하여 대외적인 홍보방안 수립을 위한 도시 마케팅적 프로그램을 제안하고 한다. 대전시를 비롯하여 국내외에 존재하는 문화적 요소인 근대 역사물의 보존과 활용을 통해 지역의 매력적인 도시로서 이미지를 제고 시키고 도시 정체성에 대한 포지셔닝을 구축하고, 지속가능한 도시 재생을 통한 도시 마케팅 활용에 대한 시사점을 제공하고자 한다.
