미디어 환경은 방송과 통신의 융합으로 모든 미디어는 언제(Anytime), 어디서나(Anywhere), 어느 단말기기(Anydevice)로도 원하는 콘텐츠를 자유롭게 이용할 수 있는 방향으로 발전하고 있다. 국내 미디어 정책의 주요 변화가 있었을 때는 1995년 케이블방송 도입, 2002년 위성방송 도입, 2008년 IPTV 도입, 2013년 OTT의 등장이다. 국내의 경우 2012년 지상파TV의 디지털 전환도 큰 정책변화 중의 하나였다. 그러나 국내 미디어 정책 및 제도는 미디어 환경변화와는 무관하게 여전히 매체별 접근에 기반한 미디어 산업 균형발전 논리를 추구하고 있다. 미디어 정책변화에 따른 지상파 차세대 TV방송(ATSC 3.0) 활성화에 대한 현안 사항을 쟁점별로 분석하여 정책방안을 제언하면 첫째, 아날로그 시대부터 유지되어온 국내 방송정책 및 법제의 플랫폼별 칸막이 규제를 풀어 지상파 플랫폼 규제를 완화하여야 한다. 둘째, 정부의 지상파 ATSC 3.0 부가서비스(이동)부터 규제 완화와 지원이 필요한 시점이다. 셋째, 지상파 차세대 ATSC 3.0에 대한 재난매체 지정이 필요하다. 마지막으로 기술중립적 서비스 허가체계인 Negative 규제방식을 도입하여 사업자의 기술결합과 기술혁신에 대한 유인 독려가 필요하다.

At present, Ganghwa County and Ongjin County of Incheon Metropolitan City are under the application of a different land use regulation like military regulations, etc. due to distinct characteristics of a border area; moreover, these two Counties have degenerated into the deepening area of economic backwardness and decline with the overlapping application of various land use regulations on the ground that these areas belong to a metropolitan area in view of an administrative district. In addition, different support is also implemented for border areas, such as 'the Special Act on Border Area Support' for the border areas, and development projects for special situation areas, etc.; however, realities are that the border areas are not free from regulations as yet due to the problems of unreality of support projects, and hierarchy of ordinances, etc. Accordingly, this study implemented this research under the judgment that it's about time to mitigate overlapping regulations on regional characteristics of the border areas of Incheon Metropolitan City, i.e. different land use regulation as a border area. It is required that general land use regulations should be mitigated through f lexible deregulation & management of the military regulation on the border areas of Incheon-si, mitigation of regulations under the Metropolitan Area Readjustment Planning Act, and relaxation of the preservation area of cultural properties; particularly, it's necessary to minimize the damage to border areas of Incheon-si caused by overlapping regulations on the areas by exempting the areas from the range of a metropolitan area through acknowledgment of the difference between the distinct characteristics of the border areas and regional, cultural conditions of a metropolitan area.

This paper deals with the future role of Korean National Assembly in regulatory policy making, Implementation, and evaluation. For this purpose, the author developed the logic for NA's intervention to the regulatory policy making by the executive branch and presidency. Five models of regulatory initiative between National Assembly and the executive branch are also developed by the author. Lastly, new organizational alternatives for the National Assembly to initiate, to participate and to evaluate national regulatory reform policies.

Purpose: In this paper, we have dealt with problems and the improvement proposals of FTC (FAIR TRADE COMMISSION) report which insist on relaxed entry regulation for an optical shop. Methods: We analyzed each content of the FTC (FAIR TRADE COMMISSION) report which argue relaxed entry regulation for an optical shop. Results: At present, the supply of optician and optical shop are already saturated, the overseas cases cited would not be in accord with our reality. The reform of policy must take precedence in order to carry out the policy. A delicate balancing act is needed in order to satisfy both the government's and optician's needs. Conclusions: At this point, it is premature to carry out the relaxed entry regulation, this policy should be looked from a long-term point of view.
