블록체인 기반 NFT 서비스 효율적 운영 방안 연구

  • 블록체인 기반 NFT(Non-Fungible Token)는 자산 디지털화 및 소유권을 위한 독특한 기회를 제공하면서 디지털 경제를 변화시키는 원동력으로 등장했다. 블록체인 생태계 내에서 NFT의 급속한 출현은 디지털 자산 관리 및 소유권에 있어 중요한 발전을 의미한다. 본 연구는 기술 혁신, 시장 역학 및 규제 프레임워크의 역할을 강조하면서 블록체인 기반 NFT 서비스의 운영 전략을 검토하였다. 본 연구는 기술과 시장 역학의 교차점을 강조하면서 이더리움 블록체인에서 NFT의 기술적 토대, 확장성과 상호 운용성의 과제, 다양한 시장 관행의 의미를 연구한다. 디지털 경제에서 기능을 향상하는 것에 중점을 두고 NFT 표준화, 확장성 및 사용자 참여의 과제와 기회를 조사하여 다양한 시장 애플리케이션에 맞게 NFT 플랫폼을 최적화하는 데 대한 통찰력을 제공하는 것을 목표로 한다.

Measurement of Specific Radioactivity for Clearance of Waste Contaminated with Re-186 for Medical Application (의료용 Re-186 오염폐기물의 규제해제를 위한 방사능측정)

  • The amount of radioactive waste has been rapidly increased with development of radiation treatment in medical field. Recently, it has been a common practice to use I-131 for thyroid cancer, F-18 for PET/CT and Tc-99m for diagnosis of nuclear medicine. All the wastes concerned have been disposed of by means of the self-disposal method, for example incineration, after storage enough to decay less than clearance level. IAEA proposed criteria for clearance level of waste which depends on the individual ($10{\mu}Sv/y$) and collective dose (1 man-Sv/y), and concentration of each nuclide (IAEA Safety Series No 111-P-1.1, 1992 and IAEA RS-G-1.7, 2004). In this study, specific radioactivity of radioactive waste contaminated with Re-186 was measured to confirm whether it meets the clearance level. Re-186 has long half life of 3.8 days relatively and emits beta and gamma radiation, therefore it can be applied in treatment and imaging purposes. The specific radioactivity of contaminated gloves weared by radiation workers was measured by MCA(Multi-channel Analyzer) which was calibrated by reference materials in accordance with the measuring procedure. As a result, comparison evaluation of decay storage period between the half-life which was calculated by attenuation curve based on real measurement and physical half-life was considered, and it is showed that the physical half-life is longer than induced half-life. Therefore, the storage period of radioactive waste for self-disposal may be curtailed in case of application of induced half-life. The result of this study will be proposed as ISO standard.

Psychiatry, Is It Now Okay? - Enlarging the Boundary of Psychiatry in the Neuroscience Era (정신의학, 이대로 좋은가?-신경과학 시대에서 정신의학의 영역 확대 방안)

  • The authors, in this paper, addressed a variety of problems and difficulties which Korean psychiatrists should cope with. The surprising development of neurosciences, splitting of neuropsychiatry into neurology and psychiatry, easygoing attitude of psychiatrists, changes in the delivery system of health care and ill-balanced education of psychiatry were listed as causes of or contributors to them. Social bias to psychiatry and regulations from outside are also considered as contributors. Psychiatric education, including medical school, residency training, continuing medical education and psychiatric textbooks, need to be changed in order to enlarge the boundary of psychiatry. Reestablishment of identity of psychiatry and psychiatrist is unavoidable, considering far-reaching new knowledge of neuroscience and gradually invisible borderzone between neurology and psychiatry. The other ways worth while to consider are : the expansion of psychiatrists' activities, development of medical behavioral science to a clinical specialty, creation of new psychiatric subspecialties, and additional training of psychiatric residencies in the primary medical care.

The Emergence of Green Chemistry: Triple-Helix for Environmental Science in United States (녹색화학의 출현: 미국 환경과학의 삼중나선)

  • Green chemistry is a new scientific field which focuses on the design, manufacture, and use of chemical processes that could prevent pollution and at the same time improve yield efficiency. The few who have written on the emergence of green chemistry have not shed light on the political and economic motivations of green chemistry. As a new study of the emergence of green chemistry, this paper focuses on the relationship among the triple helix of academia, industry, and government which has been critical in the emergence of green chemistry. This paper argues that academia, industry and government created a common ground during the emergence of green chemistry under the common goal of sustainable development since its creation in 1991. Green chemists produced the knowledge to improve the synthetic efficiency to prevent pollution, and the chemical industry used green chemistry research to increase the economic profitability of production system. This specific form of alliance was supported and maintained amid a changing national environmental policy toward pollution prevention and a self-regulatory framework.

Nature and Prospect of Complexity Paradigm (복잡계 패러다임의 특성과 전망)

  • Complexity paradigm is a scientific amalgam that aims to unite a range of theoretical perspectives and research agendas across natural and social sciences. Proponents of complexity paradigm lay claims to an increasing number of areas of study, including artificial life, interpersonal networks, internal/international patterning of organizations, mapping of cyberspace, etc. All of those can be subsumed under the title, 'complexity turn.' Owing to the idea of open system, complexity paradigm has developed a number of new concepts/themes/perspectives that help to account for the complex mechanism of living and non-living creatures. A complex system comprises a number of properties such as disequilibrium, nonlinearity, dissipative structure, self-organization fractal geometry, autopoiesis, coevolution. Following a brief introduction to theoretical development, those properties are succinctly discussed. The complexity turn has provided a wealth of insights that enable to analyze system operations of any kind. It contributes a lot to illuminating the working of social system as well. The most remarkable attempt may be Niklas Luhmann's 'neofunctional system theory.' Merits and shortcomings of complexity paradigm were examined and its future prospect were assessed with the conclusion that complexity paradigm would continue to be useful both as effective transdisciplinary framework and powerful analytical tool.

Evaluation of Water Quality Characteristics in Gul-po Stream using Flow-Loading Equation and Correlation Analysis (유량-부하량 관계식과 상관관계 분석을 이용한 굴포천의 수질특성 평가)

  • 하천 및 호소수역에 대한 수질오염원이 지속적으로 증가하는 경우에는 일반적인 농도규제 방식으로는 수질개선에 한계가 나타난다. 이를 해결하기 위해 목표 수질 한도 내에서 유역 배출원의 오염물질총량 관리를 목적으로 하는 수질오염총량관리제 개념이 도입되어 단위유역 지자체별 배출부하량을 관리하고 있지만, 지역의 오염원 배출 특성을 고려하지 않은 저감계획은 오히려 유역 내 새로운 오염원으로 전락하여 수질 개선 효과가 나타나지 않을 수 있다. 따라서 효율적인 총량 관리를 위해서는 수계 내 오염원 파악이 필수적이다. 본 연구에서는 수질오염총량제 대상 하천인 굴포천의 수질 오염원 분석을 위해 2016년, 2017년 굴포천 유역 토지이용 자료를 활용하여 수질항목과의 상관성을 파악하고 2016년부터 2020년까지 최근 5년 동안 총량측정망을 통해 측정된 유량 및 수질 자료를 이용해 상류, 중류, 하류 각각의 유량-부하량 관계식을 도출하여 지점별 수질 오염원 특성을 분석하였다. 상관분석 결과, 강우 시 밭과 BOD, SS, T-P는 양의 상관성을 보였고, T-N은 강우, 비 강우 시 관계없이 밭, 논에서 높은 양의 상관성을 보였다. 유량-부하량 관계식 도출 결과, 상류의 경우 BOD, COD, T-P, TOC, SS는 유량이 증가함에 따라 농도가 감소하는 특성을 나타내었는데 이는 2019년 4월 이후 오존처리 재이용수 방류에 따른 유량 증가의 영향이라고 사료 된다. 반면 T-N은 유량이 증가함에 따라 농도가 증가하는 특성을 나타내었는데 이는 오존처리 재이용수의 T-N 농도가 하천의 T-N 농도 보다 높아 발생한 것으로 보인다. 중류와 하류의 경우 BOD, COD, T-P, TOC, SS는 유량이 증가함에 따라 농도가 증가하는 특성을 나타내어 강우 시 비점오염원의 영향이 있는 것으로 보인다. 특히, 하류의 경우 유량이 증가함에 따라 수질 농도가 급격히 증가하여 중류에 비해 비점오염원 영향이 더 큰 것으로 나타났다.

  • Nuclear materials such as uranium are used as fuel for nuclear power generation, but there is a high possibility that they will be used for non-peaceful purposes, so international inspections and regulations are being conducted. Isotope analysis data of fine particulate obtained from nuclear facilities can provide important information on the origin and concentration method of nuclear material, so it is widely used in the field of nuclear safety and nuclear forensics. In this study we describe the analytical method that can directly identify nuclear particles and measure their isotopic ratios for fine samples using a large-geometry secondary ion mass spectrometer and introduce its preliminary results. Using the U-200 standard material, the location of fine particles was identified and the results consistent with the standard value were obtained through microbeam analysis.

A Study on the Principles and Applications of Environmental Planning Towards Sustainable Science Parks : A Case Study for Developing Osong Bio-Health Science Technopolis (지속가능한 과학단지 환경계획의 원리와 적용 : 오송생명과학단지 개발사업을 사례로)

  • This study aims to show a model of environmental planning towards sustainable science parks. For the purpose of this study, an analysis of the environment of green space at sustainable science parks as pertaining to environmental soundness, ecological stability and landscape aesthetics is applied as a case study to Osong Bio-Health Science Technopolis, a developmental promoted district. Considering the factors resulting from Habitat Agenda(II) and other preceding studies, this study derives fifteen elements of environmental planning for sustainable science parks. A questionnaire/survey was conducted with relation to these fifteen elements to officials who would be moved to Osong Bio-Health Science Technopolis. From this survey, it is shown that respondents have a strong awareness that for the sustainable environment of a science park, the park should preserve as much green space as possible, and that the park should be in harmony with the surrounding natural environment. The practice of forestation at sustainable science parks not only develops a healthy environment that promotes an image of green, but also promotes a stable ecological system. As such, this study suggests alternatives to environmental planning from the perspective of landscape ecology by assessing the project of developing Osong Bio-Health Science Technopolis. To continuously maintain landscape aesthetics, one needs to control the height of buildings, lest the forests should be hidden by the buildings.

A study on the development of phthalate plasticizers CRM in ABS resin (ABS 중 phthalates 가소제 CRM 개발에 대한 연구)

  • Phthalate plasticizers are regulated by RoHS, REACH and CPSC as hazardous substances. Responding to these international environmental restrictions, we developed ABS certified reference material (CRM) for determination of phthalate plasticizers such as DMP, DEP, DBP, BBP, DEHP and DnOP. The candidate material has been made with ABS resin widely used in electric and electronic products and 6 kinds of phthalate plasticizers. The making of the material involved a series of processes like extruding, cooling, pelletizing, and drying using twin screw extruder. Then it has been certified according to ISO Guide 35. Using isotope dilution-gas chromatography/mass spectrometry (ID-GC/MS), homogeneity, short-term stability, and long-term stability were evaluated. The certified values were determined by using primary reference material (PRM) of KRISS for traceability. From now on, we will provide ABS CRM to national and international companies and research institutes after certification as certified reference material and registering on COMAR (code of reference material).

  • The representative example of the business model on internet environment, the business of the Naver, Empas and Google which provides information retrieval service is the internet portal. The portal sites provide information retrieval service which provides users information what they want to find, that is a huge social contribution. The portal site which provides a search service leads much problems. Consequently, the regulation against information retrieval is asserted powerfully in spite of the public interest. Namely, the regulation regarding the search business owner is tried. Finally, portal business owner puts the social responsibility as OSP. But, there is a doubt that portal business owner who has much problem which occurred on the portal site indirectly has responsibility directly. That is duty on portal site owner the censorship on the contents transferred. So, this thesis researches on the social critical opinion relating with a information retrieval from the legal side against the problem of the Internet.
