Currently, there is no bill about Maternal Inference and the Family Law about surrogate birth in Korea. Also, Problems of surrogate mother were reported by media socially, but these discussions did not discuss continuously. Early in the course that establishing process of Bioethics and Safety Act, there was a discussion. But it cannot acceptance as Act, it issued legally and ethically. Despite the difficult of legal interpretation and ethical problem, the surrogate birth practiced covertly and frequently. And about this, our law just declared its invalidity because it is contrary to public order and good moral until recently. Therefore, if it leaves as invalidation, the problem about right of surrogate mother and the baby from her it may occur a serious social problem. From now, about the issue of surrogacy contracts the legal and medical countermeasures to be taken. Therefore, to solve many problems about surrogacy contract, consider the problem of surrogacy contract, also suggest legislative study about Korean surrogate mother based on legislative cases of foreign countries.

In knowledge-based society, various forms of visible and invisible works are produced and published. As production and distribution of those works are increased, importance and value of copyright are gradually emerged. In the light of importance, students must learn and understand the concept and the right use of copyright as early as possible. Scales that students experience in the introduction stage of the class take the role of Advance Organizer. Through these scales, students can combine concept of copyright into their existing recognition structure and are interested in study contents. According to test results, it is concluded that the proposed system is very useful to enhance copyright consciousness for students.

기술 패러다임의 변화는 전체 산업구조를 변화시킬 뿐 아니라 새로운 산업 분야를 만들어내고 현존하는 산업분야 내의 기술을 변화시킨다. 기술혁신의 산업별 유형에 관한 Paviit의 연구는 이러한 산업분야 별 기술적 특성의 다양성, 즉 기술 패러다임 변화에 토대를 두고 있으며 그의 산업분류는 많은 후행 연구에서 인용되어 왔다. 그럼에도 불구하고 Paviit의 연구는 분석이 특정 시기에 국한되고, 정량적 분석이나 시간의 흐름을 고려한 동적 분석이 부족하며 일부 산업분야의 데이터가 미흡하다는 점 등, 데이터 분석과 관련된 몇 가지 한계점을 가지고 있다. 따라서 본 논문에서는 Paviit 연구의 한계점을 극복하고자 1975년과 1999년 사이에 미국특허청(USPTO)에 등록된 특허에 대한 자료 및 특허인용에 대한 자료를 이용하여 실험적인 분석을 실시하였다. 산업구조의 변화를 고려하여 Pavitt이 제시한 4개의 산업 유형은 1)공급자 지배형(Supplier dominated), 2)규모 집약형(Scale intensive), 3)전문 공급자형 (Specialized suppliers), 4)화학 기반형(Chemical science based), 5)생명과학 기반형(Bio-science based), 6)정보과학 기반형 (Information science based)의 6개로 확장되었다. 이와 같이 도출된 각 산업 유형 별로 A)특허 네트워크(Patent Network), B)기술 궤적 (Technology Trajectory) 두 가지 측면에서 분석을 실시하였다. 우선 특허 네트워크 분석은 기술발달 과정에서의 지식 흐름을 연구하기 위한 분석으로, 산업 내 분석으로는 각 산업에 속한 특허들의 관계의 측면에서 긴밀성을 나타내는 네트워크 밀도와 기술 지식의 집중 정도를 나타내는 네트워크 중심도를 산출하였고 산업간 분석으로는 산업간 지식 흐름의 양상을 살펴보았다. 또한, 기술 궤적 분석에서는 각 산업별 기술의 특성을 분석하는 것으로, 특정 기술 지식의 활용 기간을 통해 기술 주기를 도출하고, 산업 내 평균 권리 청구 항목 수를 이용하여 각 산업의 기술 범위를 비교하였다. 각각의 동적 분석을 통해 시간에 따른 변화 양상이 관찰하였고, ANOVA 분석을 이용하여 통계적 유의성을 검증하였다. 본 연구는 현재의 기술 패러다임 내에서 Pavitt이 제시한 산업 분류의 근거를 보충 설명하였고 특허 정보를 이용하여 기술혁신의 산업별 유형에 대한 폭넓은 분석방법을 제시하였다.

This study is about the copyright policies by Korean government and the revision of the article 31 library exemption provision in the Copyright Act of Korea for noncommercial scholarly works considering through cases of copyright disputes occurred in Korea during the $2005{\sim}2007$. This study proposes that works not for sale including thesis should be exempted from the copyright compensation in the article 31(5) in the Copyright Act of Korea based on the properties of noncommercial scholarly works and the regulations on works for not for sale in the current Korean copyright act. Also, this study reports that the copyright trust of scholarly articles by the copyright trust management agency is illegal in part and the government which has a duty to direct it has to control the illegal actions. Finally, this study proposes that noncommercial scholarly works such as thesis and scientific articles are to be open access and Korean government should develop open policies for them.

There occur various crimes in cyber space hiding behind anonymity to avoid punishment by criminal law. One of the most serious crimes committed in cyber space is defamation against others under the cloak of freedom of expression. The infringements by defamations in cyber space are made all of a certain and widespread that the victims have no time to react, and for that reason, the shocks by the defamation are much serious and severe compared with that committed in off line. However, press and publication shouldn't infringe on other's honors, right, public order or social ethics in liberal democrat society which values much the human dignities and values as stipulated in Article 21 section 4 of the Constitution. Protection of personal honor is also the basic rights guaranteed by the Constitution as much as the freedom of expression, and by extension, such harmful behaviour shouldn't be included in the freedom of expression area. In this way, slander can be considered as the minimum limitation of the freedom of expression.

This study on the exposed the viewers diversity as a basic cable television service. Diversity is the most basic goal of broadcasting policy has important implications. But still, such as cable and pay-media research on the viewing diversity has made a limited basis. SO much to offer for the cable offers viewers receive the number of channels available to compare the diversity of the field was verified. Price rises of analysis for the cable the more the number of channels offered to supply the channel has increased the diversity of the field. SO granted in accordance with the results of a market strategy, but for a variety of channels to be provided by a policy perspective, the price depending on the choice of a variety of audiences can be quite limited means. That is a wide range of viewers watching the channel had a right to be limited. These phenomena to improve the pay television service and the need to manage the Product channel diversity index was raised.

This study aims to examine how practices in beats have changed before and after the opening of press rooms and the operation of the briefing system. This research conducted in-depth interviews with 19 beat reporters and government officials. In conclusion, results showed that the Participation Government's press policy had a significant influence on practices in the press room. The opening of the press room and the operation of the briefing system contributed to the improvement of several bad practices in beats. However, some negative aspects of the briefing system were found in the research. Beat reporters' interviews were limited, thus threatening citizens' rights to know.

Subway is a future-oriented means of transportation that can be safely and quickly mass transport many passengers than buses and taxis. Congestion growth due to the increase of the metro users is one of the factors that hinder citizens' rights to comfortably use the subway. Accordingly, congestion prediction in the subway is one of the ways to maximize the use of passenger convenience and comfort. In this paper, we monitor the level of congestion in real time via the existing congestion on the metro using multiple regression analysis and big data processing, as well as their departure station and arrival station information More information about the transfer stations offer a personalized congestion prediction system. The accuracy of the predicted congestion shows about 81% accuracy, which is compared to the real congestion. In this paper, the proposed prediction and recommendation application will be a help to prediction of subway congestion and user convenience.

This paper introduces the process in which the Center for Freedom of Information, founded for the public's right to know by disseminating public information, was created . Building archives with scarce resources and capacities has resulted in a number of troubles and frustrations, and the need for reorientation. However, through the contributions of many people empathizing with the unique needs and meanings of citizen-led archives, difficulties were overcome, and archives were built. This paper summarizes the specific difficulties and capabilities required in this process, especially the knowledge and assistance needed in the field of records management. Although much research is necessary, the archives serve as an example of remembering and reconstructing the past when the 1997 Crisis Archives had shaken all the foundations of people's lives, and a tool to guide decision-making.

Channel of distribution of contents of digitalised multimedia contents is changing in form passed directly to consumer from manufacturer through digital network of high speed. Together, diffusion of various digital equipment that do is changing Past multimedia consumption structure with the wonderful speed so that can consume easily digital contents. Specially, Multimedia Personal Computer and fast diffusion of a digital television are acting role such as catalyst that promote easy purchase and consumption of multimedia contents of good qualify. However, this system is no method that can sell digital contents and express right that original owner for the contents can insist nothing but consume. Because consumer can distribute to another person copying contents that buy because of and user can distribute producing ashes again according to necessary field by oneself as well as, can lose meaning for original contents. In this paper, Text editing system for XrML (extensible Rights Markup Language) that describe about integrity of message and entity authentication in addition to necessary rights, fees, condition etc. and this to do fetters XML (eXtensible Markup Language) for copyright protection for digital contents in treatise that see hereupon and use digital contents design and embody.
