Comparative Analysis on the Measures and Programs for Age Equality of OECD Countries (OECD 국가의 연령차별 완화대책 및 프로그램 비교연구: 노동시장에서의 연령차별금지법을 중심으로)

  • The purpose of this study was to bring together evidence of the operation and impact of legislation to prohibit age discrimination in those countries that have such laws. We identified 5 countries with extensive age discrimination legislation: the US, Canada, Australia, Finland and Republic of Ireland. The objectives and cultural context of age discrimination lesgislation, which plays a large part in each country determining what type of lesgislation is deemed to be appropriate. The effeciveness or impact of the legislation, in terms of progress towards these objectives. Some key issues where choices of emphasis will need to be made in the introduction of new legislation to reduce age discrimination.

Experience and Task of Public Guardianship Service Activity for the mentally disabled -in Perspectives of advocacy (정신장애인의 공공후견서비스 활동 경험과 과제 -권익옹호의 관점에서)

  • The purpose of this study is to explore the experiences and challenges of public guardianship services project for the mental disabled as a system of supporting the decision-making and the rights advocacy. For this purpose, interviews with 11 social workers who act as public guardians were conducted and a model of practice was suggested through analysis using the grounded theory of Strauss and Corbin(1998). As a results, the possibility of rights advocacy through public guardian services for the mentally disabled, the positive change of attitude of the facilities and the establishment of direction for the restoration of rights for the mentally disabled were derived. Public guardians experienced excessive empowerment of their guardians or difficulties in the process of their duties, but were also able to defend the rights of the mental disabled and support self-determination right. Through this study, expansion of budgets and expansion of beneficiaries for public guardianship services, establishment of infrastructure for integration in the community, set-up a support organization for public guardian services and Raising awareness of the mental disabled and public guardian services were suggested.

The Effects of Altruism and the Civil Right Consciousness on Ageism (이타주의와 시민권리의식이 연령주의(Ageism)에 미치는 영향)

  • The purpose of this study was to examine the effects of altruism and the civil right consciousness on the ageism against older people. Using data of 1,513 persons over 18 years old from the Korean General Social Survey(KGSS)(2011), this study applied descriptive analyses, t-test, ANOVA, correlation analysis and multi-regression with STATA14. According to results, the degree of ageism was slightly lower(2.43 out of 5). Compared to age groups, the results were followed: elderly, middle age, and young age group. Among them, the ageism level of the group to have experiences of discrimination was higher than one of the group not to have it. The degree of altruism was high(3.95 out of 5), followed by elderly, middle age, and young age group. The group experienced in discrimination had higher level of altruism than another. The degree of the civil right consciousness was high(5.83 out of 7) without differences among age groups. In the results of regression analysis, the ageism was negatively affected by altruism and the civil right consciousness. Based on the results, this study suggested practical and political opinions for reducing ageism.

The Development and Application of Practical Problem-based Lesson Plan on Consumer Choice of Genetically Modified Food - Focused on the 'Dietary Life' in High School Home Economics - (유전자변형식품 선택의 실천적문제중심 교수.학습 과정안 개발 및 적용 - 고등학교 식생활 영역 -)

  • The purpose of this study is to develop and evaluate the practical problem-based lesson plan for high school home economics class focusing on consumer choice of genetically modified(GM) food. The ADDIE instructional design model was applied. The first analysis step, practical problems were chosen based on the previous studies and the educational goal suggested in the 2007 revised curriculum. The next design and development steps, 4 hours of lesson plans were developed by reconstitution a chapter of Food Safety. Additional learning materials(17 student activity papers, 17 student reading materials, 3 teacher reading materials) were also developed. The implementation step, the lesson plans developed were applied to the S high school students in Bundang, Geyonggi-do. The last evaluation step, the perception change about GM food and the adequacy of teaching method were evaluated. As results, the studens' attitudes and minds towards the GM food were changed. The level of concern on GM food increased, and the ratio of students who would check whether GM food or not was increased. Also students showed high level of satisfaction on teaching method and materials.

  • To be a good government, it has to provide accurate information to citizens to help them understand reality well. Furthermore, the government has to provide an authority to the citizens so that they could access to the information system. The information must be shared equally between the government and the citizens. With sincere effort on the information disclosure and clarity of the administration, the government should accomplish good governance. This paper introduces the information disclosure cases to achieve good governance.

  • It was in the 1990s that the human rights of persons with disabilities began to be discussed in our society. Based on the Declaration on the Rights of Persons with Disabilities adopted by the UN General Assembly in 1975, the Charter on the Rights of Persons with Disabilities was adopted on December 8, 1988. The human rights of persons with disabilities explains the important meaning of not being discriminated against just because they are persons with disabilities, the basics of human rights that all human beings have. The human rights of persons with disabilities are universal values, a basic right, and a declaration to protect the socially disadvantaged. Human rights are an important ideology that deals with the dignity and worth of human beings. In our society, people with disabilities should not be discriminated against for any reason. Persons with disabilities should be the center in matters related to the Anti-Discrimination Act and Human Rights. In addition, it can be said that it is necessary to develop and operate a system suitable for the local government for the disabled in the local community.

Development of Practical Problem-Based Home Economics Teaching.Learning Process Plans by Blended Learning Strategy - Focusing on a Unit 'the Youth and Consumer Life' - (Blended Learning(BL) 전략을 활용한 실천적 문제 중심 가정과 교수 학습 과정안 개발 - '청소년과 소비생활' 단원을 중심으로 -)

  • The purpose of this study was to develop practical problem-based home economics teaching.learning process plans about a unit 'the youth and consumer life' of middle school eighth-grade Technology and Home Economics by applying blended learning(BL) strategy. According to ADDIE instructional design model, this study was conducted in the following procedure: analysis, design/development, implementation, and evaluation. In the stage of design and development, the selected unit was converted into a practical problem-based unit, and practical problem-based teaching. learning process plans were designed in detail by using BL strategy. An online study room for practical problem-based home economics instruction grounded in BL strategy was prepared by using Edunet(http://community.edunet4u.net/${\sim}$consumer2). Eight-session lesson plans were mapped out, and study aids for students and materials for teachers were prepared. In the implementation stage, the first-session teaching plans that dealt with a minor question 'what preparations should be made to become a wise consumer' were utilized when instruction was provided to 115 eighth graders who were in three different province, and the other one was in a middle school in the city of Daejeon. The experimental teaching was implemented for two weeks in the following procedure: preliminary program, pre-online learning, main instruction and post- online learning. The preliminary program was carried out in a session in the classroom, and pre-online learning was provided before the main instruction was given in a session in the classroom. After the main instruction was completed, post-online learning was offered. In the evaluation stage, a survey was conducted on all the learners and teachers to find out their opinions and suggestions.

The Analysis of Organizational Factors Affecting the Outcome of Federal FOIA Implementation for National Security (국가 안보를 위한 미국 정보 자유법 시행의 결과에 미치는 조직적 요인의 분석)

  • This article aims to identify organizational factors that influence the performance of implementation of the U.S. Freedom of Information Act (FOIA) and to investigate the strength and direction of their effects. Explanatory variables include administrative resources, organizational culture, litigation cost, and the complexity of FOIA requests. The study will analyze quantitative secondary data from official statistics of federal agencies and the 2006 Federal Human Capital Survey as well as qualitative data from semi-structured interviews of FOIA officers. The results of statistical analyses are as follows : FOIA funding significantly affects median processing time and number of requests pending. There is a significant relationship between bureaucratic culture and number of requests pending, but not between bureaucratic culture and number of requests pending. There exists a significant relationship between the cost of FOIA litigation to federal agencies and the performance of FOIA implementation. There exists a significant relationship between the complexity of FOIA requests and the performance of FOIA implementation. This study also has important implication in South Korea, which has been under a sharp confrontation with North Korea for more than 50 years. As illustrated by the conflict between people's right to know and national security during the investigation of recent Sinking of the ROKS Cheonan, efforts should be made to prepare legal and institutional mechanism for freedom of information policy which can maintain a balance between conflicting values as well as efficient information disclosure in Korea.

Expansion of Coffee Plantation and Institutionalization of Customary Land Ownership - Case study of Dak Lak Province in Vietnam (베트남 중부고원지대 커피재배지역의 확대와 토지소유관행의 제도화: 닥락성(省)을 사례로)

  • This paper aims to clarify the process of institutionalization of customary land ownership along with the expansion of coffee plantation in Dak Lak Province, Vietnam. Vietnam is the second-largest coffee exporter in the world. Most of the coffee areas are concentrated in Dak Lak-a province of commercial agricultural production. The expansion of coffee plantation in Dak Lak have brought a severe competition of land resources, and resulted in the transition of land ownership scheme from customary commons by ethnic minorities to those of exculsive private assets which is secured by the state. Institutionalization of customary land ownership in Dak Lak, however, was differently happened according to the geography from the center of state power as well as the value of land resources. In this paper, the authors argue that institutionalization of customary land ownership in Dak Lak was a result of compromising between statemaking process in the frontiers and "everyday resistance" of ethnic minorities, comparing 3 geographically different ethnic minorities' communities.

Exploring Elementary Students' Positioning in a Context of Socio-scientific Issues (SSI) Education: Focus on an Action-oriented Climate Change Club Activity (과학 관련 사회적 문제 (SSI) 교육 맥락에서 초등학생의 위치짓기 양상 -실천 지향 기후변화 동아리 활동을 중심으로-)

  • In the present age, when the development of science and technology is leading the changes, this study supports the view that students should possess the literacy to participate democratically and critically in socio-scientific issues, and should be positioned as agentic and participatory citizens. Accordingly, we implemented a club activity that emphasize climate social action for elementary students, and explored how students were positioned in relation to climate change. In this study, position is defined as a complex cluster of rights and duties that students have in relation to climate change. The club activity was implemented throughout 46 sessions from March to July, 2019 for 11 sixth graders of 'H elementary School' in Seoul, and transcripts of video and interviews were analyzed by means of a constant comparison method. In the course of the activity consisting of three steps, the students exhibited different positioning and they are as follows: In the global warming modeling activity for Step 1, students were positioned as 'active learners', but at the same time, they showed a contradiction in being positioned as 'apprentice'. In the student-led research activities inherent to Step 2, they were positioned as 'scientists who design and conduct research' and 'bystanders' due to the controversial nature of SSI knowledge. As students participate in the social actions involved in Step 3, the position changed from 'elementary school students facing difficulty in making a change' to 'participatory citizens creating changes.' This study is significant because it shows students' potential to promote participatory and democratic citizenship through action-oriented SSI activities. In addition, pedagogical approaches were discussed dealing with the contradictions and limitations of positioning.
