  • For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.

  • Identifying warships contacted at sea is important to prepare for threats. It is necessary to obtain a basis to identify warships. In this study, we propose a 2-step model that acquires the warship's type and hullnumber with identification information from the warship images. The model classifies the warship's type and detects its hullnumber area by applying object detection, then recognizes hullnumber through text recognition algorithms. Proposed model achieved high performance by using state-of-the-art deep learning algorithms.

  • 예나 지금이나 해적으로 인한 피해는 끊이지 않고 있다. 이 때문에 해적은 ‘인류의 공적’으로 간주되어 어떤 나라의 군함이라도 해적선에 대해서는 나포와 함께 자국의 국내법에 의거하여 처벌할 수 있도록 국제법에 규정하고 있다. 더구나 해적들이 빈번하게 출몰하는 수역 인접국가들이 해적퇴치를 위해 수색활동을 강화하면서 해적피해건수는 다소 줄고 있으나, 해적들의 약탈행위는 더욱 대담해지고 흉포화하는 양상을 보이고 있어 이에 대한 대책마련이 시급한 실정이다. (편집자 주).

  • The ROK Navy operates many war ships despite its short history. Various types of war ships, such as submarines, destroyers, frigates, corvette etc., use suitable propulsion systems for the operational requirements of each war ship. A hybrid propulsion system was introduced to change from the current mechanical propulsion system to an electric propulsion system according to the changing patterns of naval warfare, and it is expected that an integrated electric propulsion system will also be introduced. Therefore, this paper investigates the propulsion system of major ships operated by the Korean Navy, predicts the changes in future naval warfare, and proposes a propulsion system for future ships.

The Legal Status of Military Aircraft in the High Seas

  • The main subject of this article focused on the legal status of the military aircraft in the high seas. For this the legal status of the military aircraft, the freedom of overflight, the right of hot pursuit, the right of visit and Air Defense Identification Zone (ADIZ) were dealt. The 1944 Chicago Convention neither explicitly nor implicitly negated the customary norms affecting the legal status of military aircraft as initially codified within the 1919 Paris Convention. So the status of military aircraft was not redefined with the Chicago Convention and remains, as stated in the 1919 Paris Convention, as a norm of customary international law. The analyses on the legal status of the military aircraft in the high seas are found as follows; According to the Article 95 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military aircraft in the high seas have also complete immunity from the jurisdiction of any State other than the flag State. According to the Article 111 (5) of the UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised by military aircraft. According to the Article 110 of the UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an unauthorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. As for Air Defence Identification Zone (ADIZ) it is established and declared unilaterally by the air force of a state for the national security. However, there are no articles dealing with it in the 1944 Chicago Convention and there are no international standards to recognize or prohibit the establishment of ADIZs. ADIZ is not interpreted as the expansion of territorial airspace.

  • In this paper, it is predicted that the tendency of planning and genre films to produce high - quality films will continue, but it is necessary to have high value and meaningful films and solid storytelling. From the blockbuster warships to arts and low-budget films, the movie genre is centered around fiction and storytelling. However, in the case of Princess Deokhye, it is difficult to recognize any categories of entertainment or artistic due to the fact that it is highly visually and has a high historical status and low awareness.   • 지휘관 및 병사 공히 새로운 기술을 받아들이는데 신중하고 너무 늦었던 예가 역사상에 많이 있다. 우리들은 규로 전자공학에 기초를 두고 기술혁신을 체험하고 있다. 이들은 통신, 자기위치측정, 적대적, 목표위치판정, 정보축적의 분야로 나날이 변화하고 있다. 또한 이들의 성능을 개발하는데 따라 정보자료수집을 위한 기술로 개발되어 사용된다. 전자공학기술은 개발되고 있으나 지휘관이나 병사는 "이러한 장비를 여하히 사용하겠는가" "이러한 기술을 전술에 여하히 연결시키는가" 를 교육하기 위한 훈련체계의 부족이 중요한 문제가 되고 있다. 비스마르크함상에 레이다탐지기를 설치하였으나 레이다로 군함을 보호할 수가 없었다. 지휘관이 레이다에 탐지되지 않았던 시에 상대에게 탐지되었다고 믿었기 때문이다.

  • 인터넷 사용, 전자자료교환(EDI) 활용 필요성의 예를 미 육해공군에서 들어보면 다음과 같다. 육군의 M1A1 전차는 전개를 지원하는데 4만 페이지 이상의 기술교범이 필요하다. 해군의 이지스함은 주 갑판 위에 23.5톤의 기술교범을 싣고 항해한다. 만약 이 교범들이 폐기된다면, 군함은 아마도 물에서 3인치 상승할 것이다. 공군은 기술명령(TO)당 평균 100-150페이지나 되는 15만개의 기술명령서를 보유하고 있다. 그러나 B-1 폭격기와 같은 단일 시스템은 35,000개의 새로운 기술명령서를 생성할 수 있다.
