Various basic information is required to scientifically and rationally utilize and manage national territory. For this, a variety of informatization projects have on developed from public sectors. However, there are a lot of problems including weak linkage between individual information systems and databases and lack of the coordinating function in promoting national territorial informatization projects. This study aims to provide policy alternatives on the integration and linkage of basic information within national territorial planning system. These results will be applied to the planned utilization and environmental friendly management of national territory.

This study suggests two kinds of policies to strengthen the national land education in Korea. One is the substantiality of school education on the national land. Korea Should take the national land education by the way of teaching the national and worldwide geography in schools, so that Korea can get to the place of advanced countries like Germany, France, England, and the USA. The other is the strengtheness of citizens education on the national land. We can have the thorough knowledge of the natinal land by the three methods, including the establishment of the Citizens University of the National Land, the arrangement of Various national land events, and the book publication and portal site management of the national land.

국토해양부의 국토지반정보 DB구축사업은 건설현장에서 발생하는 지반조사성과를 전산화하여 재활용할 수 있도록 DB구축, 시스템 보급, 센터 운영 등을 주요수행사업으로 '00년부터 현재까지 10년 이상 지속적으로 추진되고 있다. '07년부터 "지반조사성과전산화및활용에관한지침"이 국토해양부 훈령으로 제정 시행되면서 건설현장에서 발생하는 지반조사성과에 대한 전산화는 건설사가 직접 입력 제출하고 있다. 지침 시행과 함께 국토해양부에서는 국토지반정보 통합DB센터(한국건설기술연구원) 중심으로 지반정보 유통프로세스를 확립하고 지반정보 생산을 위한 지반정보 입력시스템, 검수 등록을 위한 검수등록시스템, 지반정보 유통을 위한 웹유통시스템으로 구성된 국토지반정보 유통시스템을 구축 운영하고 있다. 보급 활용 중인 국토지반정보 유통시스템에 대하여 지반정보 생산자 및 활용자들의 지속적인 개선요구사항들을 수렴하고 있으며, '11년도 사업을 통하여 사용자 중심의 국토지반정보 유통시스템으로 개선 및 추가개발을 추진하였다. 본 연구에서는 건설현장의 의견을 수렴하여 사용자 중심으로 개선한 국토지반정보 유통시스템의 주요 연구내용을 소개한다.

Recently, the importance of systematic Land-monitoring has been emphasized. The existing Law does not include any definitions or regulations of monitoring. Although there exist laws regarding examining and measuring the current status of region, utilization, distribution, share, security and management of the data need to be improved. In order to upgrade the Land-monitoring system, several tasks such as terms, building cycle, forms, scope, management team should be well-defined. In this study, problems of the Land-monitoring is investigated by understanding the legislation in the land planning system and its operating system. The setting of the land-monitoring concept in Framework Act on the National Land and revision of specific laws in this field were introduced. Finally, new Land-monitoring legislation covering the improvement of the data-acquisition and co-utilization were suggested.

This study aims at defining the concept of a cyber-geospace and proposing how to establish a cyber-geospace fir the entire country in detail. The study defined the cyber-geospace as 'the dynamic second territory of Korea not only to manage the land systematicality and deal with administrative services for the people in aspect of public sector, but also to contain economic activities of corporations and the citizen's everyday lives in aspect of private sector, in a 3D virtual reality made by digitizing various facilities and buildings as well as the entire toterritory including ground, underground and even sea'. In order to establish such a cyber-geospace, the project should be pursued on the national level fir around ten-year period.

국토이용정보체계는 국가에서 구축한 DB와 응용시스템, 지자체 보유 DB와 응용시스템은 물론, 이들을 활용하기 위한 연계시스템 등을 포함하고 있으며, 국토와 도시의 계획적 이용과 관리를 실현하는 데 기여할 수 있다고 판단된다. 본 연구에서는 계획과 관리의 대상이자 보다 효율적이고 체계적이며 지속가능한 이용이 보장되어야 하는 국토공간의 미래지향적 계획 방안에 대해 국토이용정보체계를 중심으로 연구방향을 모색한다. 이를 위해 전략적 발전을 위한 공간계획의 이론, 핵심 기술 및 응용 시스템 개발측면에서의 향후 기술과 방법론의 발전을 충분히 수용할 수 있는 전략적 로드맵이 필요하다. 이를 중심으로 미래 변화에 능동적으로 대응 가능한 국토이용정보체계가 될 수 있어야 한다. 또한 지식정보화 사회의 요구를 수용하고 이를 선도하기 위해서는 현재 진행되고 있는 국토이용정보체계를 미래지향적 공간계획의 핵심이 되며, 공간의사결정지원시스템으로 발전될 수 있도록 점진적으로 개선시키되, 수혜자가 업무 담당자는 물론 시민이 될 수 있도록 초점을 맞추어야 한다.
