현재 우리나라 국토공간자료의 이용은 자료에 대한 낮은 접근성, 분석방법의 일관성 유지의 곤란, 결과의 미공유에 따른 중복작업, 자료의 분산에 따른 즉각적인 의사결정의 지연 등의 문제를 지니고 있다. 이를 위하여 다양한 국토모니터링 정보를 통합, 처리하여 효율적으로 제공하는 시스템 개발이 요구되고 있다. 이 연구에서는 현재까지 구축된 국토모니터링과 관련된 공간정보시스템의 사례를 조사하고, 특성을 정리하여 국토모니터링을 위한 통합된 공간정보시스템이 갖추어야할 내용과 설계전략을 제시하였다.

Currently different local governments and research institutes have established and using DB for each purposes on the heterogeneous database. Normally physical unification method is used in order to unify this geospatial database, but this takes too much time and resources and require periodic renewal and synchronization. Therefore, this research would like to present a logical integrated unification method based on attribute information of heterogeneous database, and a system design and construction method, in order to subjugate inefficiencies from the physical unification method. Through this a system that could supply user customized geospatial database was established and verified the functionality using the road data of an actual region.

Various basic information is required to scientifically and rationally utilize and manage national territory. For this, a variety of informatization projects have on developed from public sectors. However, there are a lot of problems including weak linkage between individual information systems and databases and lack of the coordinating function in promoting national territorial informatization projects. This study aims to provide policy alternatives on the integration and linkage of basic information within national territorial planning system. These results will be applied to the planned utilization and environmental friendly management of national territory.

정부는 기술을 활용한 통합 토지 데이터베이스 구축하고 GIS 초고속국가망을 통한 전국적인 네트워크를 활용하여 토지관련 자료들을 정확하고 효율적으로 유지관리하고 토지행정 업무의 생산성을 높이며 토지정책의 적시성 및 과학성을 도모하고, 대국민 민원서비스의 획기적인 향상시키기 위해 한국토지정보시스템을 개발하여, 운영 중에 있다. 한국토지정보시스템은 1998년 개발이 시작되어 전국의 지방자치단체로 단계적으로 보급되었으며 2006년 전국 250개의 지방자치단체에 확산이 완료되어 현재 약 80%의 민원서류가 전산으로 발급되고 있으며 현재 고도화 사업이 진행 중에 있다. 또한 정부는 국토이용 관련 대국민 정보 서비스 개선과 국토정보의 효율적 관리 및 유비쿼터스 시대의 다양한 서비스를 충족하기 위해서 한국토지정보시스템을 기반으로 하는 국토통합정보시스템 구축 추진을 계획하고 있다. 본 연구에서는 한국토지정보시스템의 현황 분석과 개선사항 도출을 기반으로 국토통합정보 시스템을 구현하기 위한 전략 방향과 추진 과제를 제시하고자 한다.

In this study, it aims to research for unified system of "the surveying and geospatial information management" and new National geoSpatial Information Infrastructure(NSDI) as new paradigm against the strategy of "global geospatial information management". The country's existing NGIS projects and the policies of spatial information were examined in this paper, then it was defined newly by modification of NSDI's data coverage with bottom-up method. The new NSDI strategy is based on large scale digital map which was influenced by the local and global trend such as open data, e-Government, Earth observation, etc. (refer to Fig. 1). It was also suggested with new concept of NSDI model that the public-private sharing data can be added to digital map on equal term with spatial core data. (refer to Fig. 2) It is proposed the institutional model of MOLIT(Ministry of Land, Infrastructure and Transport) as new concept of NSDI which was applied(refer to Fig. 4). The new model is improving localization and reinforcing cooperation system with not only the other departments within the MOLIT but also the other ministries(forestry, environment, agriculture, heritage, etc.) from independent operation system as a part informatization of land, infrastructure and transport. At the new SDI institutional model of the MOLIT, the spatial information is reorganized as common data infrastructure for all applications, Goverment 3.0 can be feasible according to common data related to government agencies and local government's data vertically or horizontally. And then, it can be practical strategy model to integrate and link all the map and the register which are managed by the laws and institutions if this unified system as a common data can include all spatial core data(digital map), such as base map data of NGA(national gespatial agency), land data and facility data of local government.

Recently many of earlier GIS services are changing to the form of user-participated dynamic geoweb service like many new impressive web 2.0 services substitute for earlier old-fashioned web 1.0 services. Many relevant technologies are necessary to be developed so as to integrate a number of geospatial data and functions all around into the useful geoweb services. It is also necessary to make the integration easy and to cope with the rapid changes in geoweb environment. In this study, the trend of relevant geoweb technologies were reviewed before, and the development of open geospatial service platform were carried out. As a result, open 2D/3D map service engine, user-participated mashup engine, Open API search engine and so on were im plemented as the core components of that platform. The platform will be able to be used as the common platform among a number of applications in the fields such as public/private GIS integration, u-city projects and GIS/LBS services etc.

This study is to suggests the vision and policy issues on National Geographic Information System in Korea. Firstly, this study is to describe the current situation and problems of national geographic information. ${\ulcorner}$The Second national geographic information plan${\lrcorner}$ consist of 47 projects include national level. For the purpose of third NGIS plan, diverse problems suggested on spatial information computierization, application, distribution. Secondly, we conducts an analysis of national geographic information demand. According to the analysis results 'cyber geospace' is the key issues in near future. In order to construct the ${\ulcorner}$Integrated Digital Territory${\lrcorner}$ in the 21st Century, the current promoted project for the national geographic information constuction needs to be more developed. In this regard, it is necessary to implement ${\ulcorner}$Integrated Digital Territory${\lrcorner}$, enhancing the usability of NGIS, creating the 'cyber geospace' and intelligent territory.

Land information and building information have highest utilization and importance in real estate and city administration area. However, providing integrated information service was difficult because conflation and integrative utilization was not easy. In this study, necessity of integrated information system, direction of integration, method of conflation and design of integrated system for land and building information are presented. In addition, the prototype system is developed and possibility of application of integrated information is proposed. For this purpose, current situation of management of land and building information was analyzed. Based on the analysis, matching and conflation processes among spatial and attribute data were applied to land and building information. Using integrated land building information DB, integrated information system and functions were designed and the prototype system was constructed. At last, information service examples in real estate and city administration area were suggested through system operation by LX.

The types of national land monitoring data have been changed from the static to the dynamic including the real time and streaming data. So, it would be needed to integrate these national land monitoring data based on the efficient system. In this paper, some cases on the system design for the data distribution were investigated. And also, system design strategies were considered.

For the ubiquitous web environment internet, as an one of the R&D projects by Korean Land Spatialization Group, the project for platform technologies was initiated to provide customized land information and geospatial service. The platform technologies can be categorized for streaming, mashup and geosearch. More specifically, the 2D/3D hybrid streaming engine, mashup engine for u-GIS service and next generation search engine for land information have been developed. In this context, the patent analyses are required to propose the strategies for efficient development and use of these technologies. This study searches the related patents in Korea, US and EU, analyzes the trend of them for customized spatial information technologies, and finally proposes proper strategies.
