A Study on the Derivation of Items for Development of Data Quality Standard for 3D Building Data in National Digital Twin (디지털 트윈국토 건물 데이터 품질 표준 개발을 위한 항목 도출에 관한 연구)

  • This study presents the plans to derive quality items for develop the data quality standard for ensuring the quality of 3D building geospatial data in NDT(National Digital Twin). This paper is organized as follows. The first section briefly examines various factors that impact the quality of 3D geospatial data, and proposes the role and necessity of the data quality standard as a means of addressing the data errors properly and also meeting the minimum requirements of stakeholders. The second section analyzes the relationship between the standards - building data model for NDT and ISO 19157: Geospatial data quality - in order to consider directly relevant standards. Finally, we suggest three plans on developing NDT data quality standard: (1) the scope for evaluating data quality, (2) additional quality elements(geometric integrity, geometric fidelity, positional accuracy and semantic classification accuracy), and (3) NDT data quality items model based on ISO 19157. The plans reveled through the study would contribute to establish a way for the national standard on NDT data quality as well as the other standards associated with NDT over the coming years.

A Patent Analysis and Strategies for Customized Geospatial Information Technologies (맞춤형 국토정보 제공기술 관련특허동향 및 향후 대응전략)

  • For the ubiquitous web environment internet, as an one of the R&D projects by Korean Land Spatialization Group, the project for platform technologies was initiated to provide customized land information and geospatial service. The platform technologies can be categorized for streaming, mashup and geosearch. More specifically, the 2D/3D hybrid streaming engine, mashup engine for u-GIS service and next generation search engine for land information have been developed. In this context, the patent analyses are required to propose the strategies for efficient development and use of these technologies. This study searches the related patents in Korea, US and EU, analyzes the trend of them for customized spatial information technologies, and finally proposes proper strategies.

  • This study examines and proposes standardization approaches to address the heterogeneous issues of metadata in drone imagery within the agricultural sector. Image metadata comes in various formats depending on different camera manufacturers, with most utilizing EXIF and XMP. The metadata of cameras used in fixed-wing and rotary-wing platforms, along with the metadata requirements in image alignment software, were analyzed for sensors like DJI XT2, MicaSense RedEdge-M, and Sentera Double4K. In the agricultural domain, multispectral imagery is crucial for vegetation analysis, making the provision of such imagery essential. Based on Pix4D SW, a comparative analysis of metadata attributes was performed, and necessary elements were compiled and presented as a proposed standardization (draft) in the form of tag information.

  • The Korea Planning Support Systems (KOPSS) represent Korean style national policy and planning support systems using the GIS-based spatial analysis methods. The KOPSS refers to a kind of the spatial decision support systems (SDSS) or the planning support systems (PSS) for stakeholders' spatial decision-making. The KOPSS uses the existing individual databases obtained from the Architecture Information Systems (AIS) and Land Management Information Systems (LMIS) that have been constructed by information projects since the mid 1990s. The purpose of this paper is to suggest the development strategies and establish the theoretical frameworks of the KOPSS by considering the comprehensive basic composites of the GIS-based SDSS or PSS. For this, it deals with the basic concepts, the development strategies, the base environment strategies, and the promotion strategies of the KOPSS.

Strategies for Cyber Territory Construction (사이버국토 구축전략에 관한 연구)

  • Due to the rapid development in information technology, countries of advanced information technology and multi-national information communication industries have expanding their invesment in constructing a cyber territory or a cyber city, and even a cyber globe that combines the real world with the cyber world. As such, in order to keep up with the competition with other countries to secure the Invisible Continent, Korea cannot afford to fall behind in the preparation and efforts to construct a cyber territory. Therefore in preparation for the inevitable establishment of a cyber territory, this study defined the concept of a cyber territory clearly and proposed a promotional strategy needed by the government for the establishment of a cyber territory. A cyber territory is 'the dynamic second territory that realizes various values in various aspects through organically combining innumerable active bodies in a surreal space and that are created by systematically and optimally connecting the physical topographical space and activity of the first nation to the cyberspace'. To explain further, a cyber territory is defined as another simulated space not only to manage the land systematically and deal with administrative services far the greater population, but also to contain economic activities of corporations and the citizens' everyday lives in a virtual reality by digitizing the entire territory including even the sea. In order to establish such cyber territory, it is necessary to revise related laws and policies, to foster related technology and industry as a main engine for national development, to promote public awareness, and to train related human resources.

  • Since 1995 the Korean Government has implemented the Master Plan for the National Geographic Information System(NGIS) to build up the National Spatial Data Infrastructure. This paper aims to evaluate the NGIS on the scope of National Land Use Policy and Urban Planning and to suggest the way to solve the current problems of National Land Use.

  • In this study, it aims to research for unified system of "the surveying and geospatial information management" and new National geoSpatial Information Infrastructure(NSDI) as new paradigm against the strategy of "global geospatial information management". The country's existing NGIS projects and the policies of spatial information were examined in this paper, then it was defined newly by modification of NSDI's data coverage with bottom-up method. The new NSDI strategy is based on large scale digital map which was influenced by the local and global trend such as open data, e-Government, Earth observation, etc. (refer to Fig. 1). It was also suggested with new concept of NSDI model that the public-private sharing data can be added to digital map on equal term with spatial core data. (refer to Fig. 2) It is proposed the institutional model of MOLIT(Ministry of Land, Infrastructure and Transport) as new concept of NSDI which was applied(refer to Fig. 4). The new model is improving localization and reinforcing cooperation system with not only the other departments within the MOLIT but also the other ministries(forestry, environment, agriculture, heritage, etc.) from independent operation system as a part informatization of land, infrastructure and transport. At the new SDI institutional model of the MOLIT, the spatial information is reorganized as common data infrastructure for all applications, Goverment 3.0 can be feasible according to common data related to government agencies and local government's data vertically or horizontally. And then, it can be practical strategy model to integrate and link all the map and the register which are managed by the laws and institutions if this unified system as a common data can include all spatial core data(digital map), such as base map data of NGA(national gespatial agency), land data and facility data of local government.

  • The u-GIS national land information providing technology is the technology which maximizes the application of u- GIS data through the national land information platform technique of the next generation web and provides a user with the on-demand national land information in the ubiquitous environment. Recently, as the environment emphasizing the web as a platform 'Web 2.0' emerges, the where 2.0 which is paradigm is diffused in the spatial information area. And the Geo-spatial Web technology develops in a center. Moreover, it is changed to the open platform of the user participation trend. And the consumer of the geo-spatial information is changed to the end-user center from the public institution. The geo-spatial technique is technologically faced with the new challenge. In this paper, we analyze the technical tendency about a paradigm, And we present the u-GIS national land information platform technique, the u-GIS national land information visualization technology, the u-GIS national land information GeoDRM integrative technique, and the u-GIS national land information mobile application technology as the essential elemental technology for overcoming this.

U-City Service Space Realization Strategies in Digital Convergence Era (디지털융합시대의 U-City서비스 공간화 방안)

  • It is possible to evaluate hi-tech spatial services such as U-City services as part of the visible results from more than 10 years of public efforts and budgets on Korea National Digitalization. The U-City services are mainly based on ICT(Information and Communication Technology), but in the aspect of giving intelligence to the existing physical space, in principle, they are to be inter-connected with both spatial information and spatial plan. But, still there are few shared concepts for linking U-City services with spatial information and spatial plan. Therefore, under the proposition of the realization of Ubiquitous National Territory in the Digital Convergence Era, the purpose of the current study is to facilitate the balanced development among U-City services, national spatial data and spatial plan by proposing a new concept of Digital Convergence Space. Then, for its realization, regarding laws and policy arrangements are suggested.

Study on the Development of Open Interfaced Geospatial Information Service Platform (개방형 인터페이스 기반 국토정보 서비스 플랫폼 개발 연구)

  • Recently many of earlier GIS services are changing to the form of user-participated dynamic geoweb service like many new impressive web 2.0 services substitute for earlier old-fashioned web 1.0 services. Many relevant technologies are necessary to be developed so as to integrate a number of geospatial data and functions all around into the useful geoweb services. It is also necessary to make the integration easy and to cope with the rapid changes in geoweb environment. In this study, the trend of relevant geoweb technologies were reviewed before, and the development of open geospatial service platform were carried out. As a result, open 2D/3D map service engine, user-participated mashup engine, Open API search engine and so on were im plemented as the core components of that platform. The platform will be able to be used as the common platform among a number of applications in the fields such as public/private GIS integration, u-city projects and GIS/LBS services etc.
