'건축공간연구원(auri)'은 2007년 대통령 지시로 설립된 최초의 건축·도시 분야 정부 출연 연구기관(건축도시공간연구소)으로 출발, 2020년 국무총리실 산하 국토연구원 부설기관에서 독립법인화를 거쳐 '건축공간연구원(이하 아우리)'으로 새롭게 출범했다. 우리나라 건축·도시분야 정책 현안과 중장기 비전 수립 연구 역할을 하고 있으며, 그런 까닭에 국내 모든 건축, 도시정책 배경에 아우리의 연구활동이 뒷받침돼 있다 해도 과언이 아니다. 아우리는 앞으로 건축 도시공간분야 대표 국책연구기관으로서의 체질 개선과 역할에 대한 중장기 계획을 마련하고, 그에 따른 정책연구 방향 수립 및 연구원 구성원 참여에 기반한 연구관리와 경영체계 모니터링을 지속 실행하겠다는 계획이다. 월간 <건축사>가 지난 2021년 12월 13일 이영범 도시건축공간연구원장을 직접 만나 이야기를 나눴다.

The relocation project of the US military base in South Korea is a large-scale national project aimed at ensuring a stable presence of US troops stationed in South Korea and strengthening the future-oriented Korea-US Alliance by relocating the US military base scattered across the country to Pyeongtaek. The purpose of this study is to examine the classification of records produced by various agencies involved in the relocation project, including the MND USFK Base Relocation Office that is the main body of the project, and provide basic data for systematic records management in the future. This study aims to ensure the people's right to know and achieve the objective of the transmission of the military documentary heritage at a macro level.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

한국 전자통신연구원(ETRI)은 지난 1976년 창립 이래 25년간 전전자식교환기(TDX), 초고집적 반도체(DRAM), 슈퍼미니컴퓨터(TiCOM), 디지털이동통신시스템(CDMA)등 경쟁력 있는 정보통신 기술개발을 성공적으로 수행하여 우리나라가 정보통신 강국으로 발돋움하는 데 획기적인 기여를 해 온 국내 최대의 종합 정보통신 국책 연구기관이다. 21세기는 지식과 정보가 컴퓨터나 통신기능과 결합해 훨씬 높은 효율로 활용되는 지식기반사회가 될 것이다. 이러한 21세기를 맞이하여 한국전자통신연구원은 세계 최고의 정보통신연구기관이 되기 위하여 ‘세계적인 지적 재산권 다수 보유’, ‘세계적인 우수 인력 확보’, ‘세계 최고의 1인당 기술료 실현’의 발전비전을 수립, 이의 실현을 위해 최선의 노력을 기울이고 있다. 또한 우리나라 산업경쟁력 향상뿐 만 아니라 인류복지를 지향하는 정보통신기술의 선도자이자 Global Leader가 되기 위하여 일신경영 ∙ 품질경영 ∙ 지식경영을 바탕으로 하여 경영혁신을 중점적으로 추진해 나가고 있다. 연구원은 21세기 정보통신 산업구조와 기술동향을 예측, 시대의 요구에 부응하는 새로운 지식과 기술을 창조하여 새 천년에는 세계를 선도하는 전자∙정보통신분야 종합연구기관으로 거듭 태어나도록 최선을 다해 나가고 있다.

Established in 1989, Korea Aerospace Research Institute is a national research institute that is highly sensitive about the security management of research records given the nature of the research areas. As a result, procedures for security and confidential records are already well established. On the contrary, there has not been enough discussion about the release or use of records. This page introduces some examples such as the access re-review and archives exhibition, and how institutions' perceptions of records management have changed.

화석연료의 점진적인 고갈과 그 사용에 따라 발생하는 환경오염 문제의 해결 및 에너지 안보 차원에서 세계 각국은 수소경제로의 이동을 준비 중이며 현재 기술개발을 통해 상업화의 시기를 앞당기는 노력을 하고 있다. 국내에서는 2003년부터 본격적으로 정부 주도의 기술개발 및 실용화 사업을 추진하고 있으며 민간 부문에서는 국내 대기업들을 위주로 해외 전문업체와의 제휴를 통해 차세대 수종 사업으로 수소 연료전치 기술개발을 추진 중이나, 아직까지 기술력이 세계수준에는 이르지 못하고 있는 실정이다. SK는 산업자원부와 에너지관리공단에서 주관하는 대체에너지 기술개발 사업 중 수소연료전지 분야의 '수소스테이션(Hydrogen Station) 국산화 기술개발' 사업의 주관 기관으로서, 독자 기술로 개발한 수소 발생 장치를 중심으로 하여 2007년 수소스테이션 건설을 목표로 연구를 수행하고 있다. 수소스테이션 국산화 기술 개발은 2004년부터 2009년까지 총 5년간에 걸쳐 진행되며, 주관 연구기관인 SK는 수소 발생 장치의 개발과 이를 중심으로 한 수소스테이션의 건설을 총괄하고 있으며, 3개 국책 연구 기관 및 4개 대학이 위탁연구 기관으로 참여하여, 수소 생산 신공정 개발, 촉매 개발, PSA개발 및 탈항 기술 개발 등에 대한 요소 기술의 국산화를 목표로 연구를 진행하고 있다. 본 고에는 2004년부터 현재까지의 주요 연구 결과 및 수소스테이션 건설 추진 현황을 소개하고자 한다.

본 챕터는 과거 50년 연구개발정책의 역사를 돌이켜보면서 한국 산업과 경제의 성장과정에서 연구개발정책이 어떤 역할을 수행했는가를 조명한다. 1960년 초 경제개발 5개년계획을 추진하기 시작하던 때부터 1970년 대 말까지 연구기반 구축기, 1981년부터 2000년까지 연구역량 축적기, 2001년부터 2020년 현재까지 연구개발 도약기 등 3단계로 나눠서 살펴본다. 연구기반 구축기간 중에는 연구개발 투자의 증가와 함께 본격적인 연구와 우수 연구인력을 양성하기 위하여 여러 국책연구기관을 설립하였으며 연구 단지를 조성하는 등 연구기반을 구축하는 정책을 추진하였다. 다양한 분야의 전문 연구기관의 설립 필요성이 제기되자 주요 분야 연구조직을 KIST 부설 형태로 발족한 후 독립 연구기관으로 분리하는 것이 주요 정책이었다. 연구역량 축적기에는 정부가 연구개발 사업을 기획하여 추진하였고 1990년대에 이르러서는 대학의 연구 잠재력을 조직화함으로써 연구역량을 축적하였다. 수출 고도화와 수출시장에서의 경쟁력을 향상해야 하는 기업들의 절박한 기술혁신의 필요성에 기인하여 기업의 연구개발 투자가 급속도로 증가했다. 2000년대에 이르러서는 우리나라 연구개발투자가 절대규모에서도 세계 5위국으로 부상했고, GDP대비 연구개발투자 비중에서는 세계 최고 수준에 도달했다. 이렇듯 연구기반 구축기, 연구역량 축적기, 연구개발 도약기를 거치면서 우리나라는 매 20여년의 주기로 연구개발 시스템을 시대 상황에 맞도록 정책을 혁신하여 추진함으로써 오늘에 이르렀다. 과학기술의 혁신은 산업과 기업의 성장에 결정적인 기여를 하였다. 정부의 도전적인 연구개발 투자는 정밀한 정책 기획과 추진이 병행되면서 그 효과가 발휘되었고 산업과 기업의 성장을 견인할 수 있었다.

In this paper, I summarized the history and current state of korean aircraft industry. The Korean aircraft industry, beginning from maintenance business after Korean War, has been industrialized from 1976. From that time, aircraft industry in Korea has been steadily developed through big scale national projects usually military related. The current relationship of aircraft industry, government projects, policies in Korea is also summarized in this paper. By the big scale military projects, like KTX, KFP, KHA, etc., Korean aircraft industry has accumulated and developed essential technologies of the aircraft industry, and recently tries to develop even more by participating in the world civil aircraft market, which asks Korea of the harmonious effort of government, industry, and R&D sector. Considering that aircraft industry is not the optional but the essential for the national development in 21st century, the more harmonious and intensive effort of Korean aircraft industry will be absolutely needed.

지난 4월 25일 종합과학기술심의회에서 국책사업으로 "다목적 실용위성 개발사업"의 기본계획, 개발체계, 정부부처간 역할분담 등 세부계획이 심의.의결을 거쳐 확정되었다. 이 사업은 오는 97년까지 정부지원 1천4백15억원 민간출연 2백35억원을 포함 총 1천6백50억원을 투입하여 해양탐사.환경관측.과학실험 등에 활용할 수 있는 지구저궤도용 다목적 실용위성을 개발 발사하는 것을 목표로 추진되고 있다. 다목적 실용위성 개발사업은 추진 체계 및 일정이 최종 확정됨에 따라 항공우주연구소를 사업총괄 주관기관으로 오는 9월부터 본격적으로 착수될 전망이다. 인공위성연구센터가 우리별 1호와 2호를 성공적으로 발사하여 우리나라 위성분야의 새로운 장을 열어 놓은데 이어 다목적 실용위성 개발사업이 구체화 됨에 따라 사업의 총괄 주관기관으로 선정된 항공우주연구소를 탐방하여 홍재학소장과 대담을 통하여 구체적인 사업추진 계획과 전망을 조명함은 물론 우주 첨단과학 기술의 산실인 항공우주연구소의 활동상황과 앞으로의 포부를 들어 보았다.
