우리나라는 2000년 수원국에서 공여국으로 전환 후 ODA 규모를 지속적으로 확대해 왔으며, 2018년 ODA 예산 규모는 약 3조 482억원으로 OECD DAC(개발원조위원회) 회원국 중 총액 기준 15위 규모로 성장했다. 우리나라의 국민총소득(GNI) 대비 ODA 비율은 0.15%(2018년)로, 우리나라는 2030년까지 GNI 대비 0.3%까지 ODA 예산규모를 확대하는 것을 목표로 하고 있다. 우리나라 하천·수자원 관련 국제개발협력 사업은 2007년 '라오스 메콩강변 종합관리사업'을 시작으로 현재까지 약 40건의 사업이 시행되었다. 시행된 사업중 90%(36건)가 중점협력국가(2016-2020)와의 협력사업이었으며, 24개의 중점협력국 중 물관리가 중점협력분야로 들어가 있는 국가는 17개국이나 그 중 8개국에서만 국제개발협력사업이 시행되었다. 라오스, 인도네시아, 캄보디아가 각각 6건, 필리핀 5건 등으로 일부 국가에 편중되어 국제개발협력사업이 추진되고 있음을 확인할 수 있었다. 이는 그동안 하천·수자원 분야 국제협력사업이 전담기관 없이, 일부 공공기관이나 민간기업의 각각의 네트워크와 노하우에 의존하여 발굴되고 있기 때문이다. 사업을 추진하는 공공기관 및 민간기업이 각자의 네트워크를 활용하여 사업의 발굴부터 시행까지 추진함에 따라 사업추진에 따른 네트워크가 지속되지 않고 단발성으로 끝나는 경우가 많고, 해당 국가에 우선적으로 필요한 사업이 선정되는 것이 아닌 사업을 추진하는 기관의 특성에 맞게 발굴된 사업이 선정되어 왔다. 국제개발협력사업 발굴에서 가장 핵심적인 부분은 상대국가와의 네트워크를 구축하고, 지속적인 교류를 통해 해당 국가에 어떤 하천 및 수자원 관련 문제가 있는지 파악해서 우선적으로 필요한 사업을 제안하는 것이 중요하다. 또한 사업제안서를 수원국이 자체적으로 작성할 수 있는 역량이 부족한 경우가 대부분이기 때문에 우리나라의 사업을 추진하는 기관이 사업제안서를 작성해주고 수원국에서 검토하는 방식으로 사업제안서를 작성해야하는 한계점이 있다. 따라서, 하천분야 국제 협력 네트워크의 지속적인 관리 및 정기적인 하천사업 수요조사 및 구원국의 사업제안서 작성 지원을 위한 전담기관을 선정하여 국제협력사업 추진을 위탁함으로써 네트워크 및 노하우의 누적을 통한 해외사업의 발굴 및 지속가능성을 강화하는 것이 필요하다고 생각된다.

한.산유국 국제협력사업이 2006년에 처음으로 실시되었다. 정부는 에너지가 우리경제에서 차지하는 중요한 역할과 원유.가스 등 주요 에너지의 안정적 공급기반 구축, 에너지연관 산업의 해외진출 활성화의 중요성을 감안, 주요 산유국과의 긴밀한 협력채널 구축이 필수적이라는 판단아래‘한-산유국 국제협력사업’을 시작하게 된 것이다. 이하에서는 2006년도 동 사업의 성과와 의미를 알아보고, 향후 발전방향에 대해서 언급하고자 한다.

This study conducted the international evaluation of the APEC educational cooperation projects initiated by the Korean government and drew out strategies and tasks for their sustainable implementation. To this end, eight projects implemented by the Institute of APEC Collaborative Education were selected for the evaluation which examined participants' awareness of and the degree of participation in the eight projects as well as contribution to the intended outcomes of the projects. An online survey was conducted to participants of the eight projects and 283 experts and participants from 18 economies responded. The descriptive analysis found that the participants of ALCoB Cooperation Project reported the most positive perception of the awareness while the participants of the ALCoB Internet Volunteers showed the lowest degree of participation in and contribution to the intended outcomes of the project. Based on the results, several suggestions for further progress in Korea's APEC educational cooperation were made.

우리나라는 원조를 받는 수원국에서 원조를 주는 공여국로 성장한 최초의 국가이며, 경제력 신장에 따라 국제사회에서의 국가 위상 역시 크게 높아 졌다. 한국에 대한 국제사회의 기여요구가 증가함에 따라, 우리나라는 2009년 경제협력개발기구(OECD) 개발원조위원회(DAC)에 가입하여 국제사회에서의 영향력을 확대하고 있다. 한국의 국제개발원조는 한국국제협력단(KOICA)을 통해 대부분 이루어지고 있으나, 그 범위가 넓어 실질적으로 농업부분의 원조는 2009년의 경우 250억 내외로 전체 지원금의 6.8-8.8% 미비한 실정이다. 따라서 농림수산식품부는 농업부문에 특성화된 국제협력사업을 추진함으로써, 첫째, 수혜국의 농업 농촌개발과 농가소득 증대에 따른 빈곤문제 해결은 물론, 둘째, 아국의 해외농업개발 및 해외농업자원 개발에 힘쓰고 있다. 이러한 기본방향은 우리정부가 해외농업개발 및 농업자원 확보의 중요성을 인식하여, 적극적인 민간참여하에 기업, 대학, 연구소 등의 컨소심엄 구성에 의한 사업추진을 유도함으로써 지원국과 수혜국 등 양국 모두의 이익을 추구하는데 목적이 있다. 따라서 동국대학교 ODA사업은 아시아 중점 협력국인 베트남의 달랏 (Dalat)지역을 대상으로 농업시설 및 기술지원 사업을 수행하고 있다. 베트남은 외국과의 경제협력에 노력을 기울이고 있으나, 현재까지 도 농간 심각한 경제적 불균형과 농촌빈곤 문제를 해결하지 못하고 있다. 그러나 베트남 달랏은 농업 환경여건이 원예 특용작물 생산에 적합한 지역이므로, 고부가가치 농산업의 특성화를 통한 베트남 농업 개선사업의 모델을 제시할 수 있는 적지이다. 본 사업은 베트남의 특성화된 고부가가치 작물 연구 및 생산지원, 한국 농기업과 연계한 베트남 원예 특용 농업유전자원의 지속적 확보와 이용, 국내 농산업관련기업의 해외시장 개발 등을 목표로 하고 있다. 이러한 협력과 지원으로 베트남의 경제적 기술적 발전과 경제구조의 회복을 유도하고, 도 농간의 균형발전을 통한 저개발국가의 경제발전모델을 제시할 수 있을 것으로 기대된다. 또한 한국의 해외 농업유전자원의 지속적 확보 및 이용, 대외 이미지 제고와 외교력 강화, 경제협력 강화와 국내 농산업 관련기업의 발전 및 해외 진출 확대, 국제회의 및 협상에서의 아국의 입지강화 등에 기여할 수 있을 것으로 기대된다.

In an era of global competition, international cooperation in science and technology plays a key role in determining a nation's competitiveness. In fact, without international cooperation, it is almost impossible to keep in touch with the fast-changing technology. In regard to this, the Korean government put much efforts into building a strong base for global R&D networking. As a result, the environment for international cooperation has improved a lot. However, the outputs of international cooperation are still poor and fall short of expectations. With the importance of international cooperation in science and technology rising more and more, it is meaningful to examine the current situation of international cooperation in S&T and analyse the outputs of the cooperation activities to review our past and present international cooperation activities. Therefore, this paper focuses on analyzing the outputs of the MEST's international S&T cooperation programs in various ways and recommends ways to improve the outputs of the international cooperation in science and technology.

The purpose of this study is to analyze the demand for the science park development as a regional innovation hub to strengthen the internationalization capacity of local governments and to promote international exchange and cooperation based on public - private partnerships. For this, i)the main areas of interest and expectation for international exchange and cooperation, ii)preference for major projects, and iii)demand for development cooperation projects were identified, and it was figured out iv)what the core program is for cities of developing countries through network analysis using the UCINET program. Through these analysis, it was found that cities in developing countries wanted exchange and cooperation projects for the development of industrial and economic sectors. Especially, they wanted to develop industrial infrastructures and transfer advanced systems to foster regional strategic industries. In addition, the demand for the development of science park as a development cooperation project was found to be significant. Therefore it could be inferred that cities in developing countries want to develop a science park as a platform for regional development and industrial development, and to acquire development experience of advanced cities through continuous exchange and cooperation.

본 연구는 국제 합작투자사업 참여 기업들을 대상으로 국제합작투자 사업에서의 합작사업 파트너 기업 간 통제가 합작투자사업참여 파트너간 지식공유 및 협력과 합작사업성과에 어떠한 영향을 주는지를 살펴보고자 하는 실증연구이다. 본 연구에서는 국제합작사업 참여기업간 통제를 과정통제와 산출통제로 구분하여 통제유형별로 분석하고자 한다. 이를 위해 본 연구에서는 구조방정식을 이용하여 합작투자사업 참여 파트너간 통제유형별로 지식공유와 협력 및 합작사업성과에 어떠한 유의한 영향을 미치는지 실증분석을 통하여 알아보고자 한다.

This study aims to examine the International Development Cooperations (IDCs) of Daesoon Jinrihoe and discuss the future prospects of these programs in terms of Daesoon Thought. The international community calls for the active participation of various donors, and this is not limited to only traditional donors such as governments, public institutions, and multilateral organizations. In this regard, the role of Faith-Based Organizations (FBOs) and Non-Governmental Organizations (NGOs) for religious communities is recognized as important. Daesoon Jinrihoe has systematized its IDCs by expanding its overseas services to implement the three major works with the official establishment of the Daejin International Volunteers Association (DIVA) in 2013. In addition to these activities, Daesoon Jinrihoe was selected by Korea International Cooperation Agency (KOICA) in 2022. As a new religion, Daesoon Jinrihoe does not provide as much support via FBOs when compared to other traditional religions (Christianity, Buddhism, Catholicism, etc.), but it is able to conduct strategic IDCs by utilizing its expertise and capabilities (education, healthcare, etc.). In fact, the nature and content of the projects carried out by these FBOs and Daesoon Jinrihoe are similar, and the results have been remarkable considering that these programs are still in their infancy. Above all, Daesoon Jinrihoe's foreign aid is more meaningful because it does not have a religious purpose such as missionary work, and it is funded by donations from believers. In carrying out IDCs, it is necessary to promote the professionalism of IDCs based on the strategic linkage of the three major works (charity aid, social welfare, and education). It is also necessary to recognize the value and spirit of IDCs for peace and coexistence based on mutual beneficence.

국제원자력기구(IAEA : International Atomic Energy Agency)에서는 원자력의 평화적 이용을 지원하기 위한 주요수단으로 기술협력사업 (Technical Cooperation Project)을 수행하고 있다. IAEA는 동 사업을 통하여 회원국들의 원자력의 평화적 이용 과정에서 당면하게 되는 기술적 장애요인을 자체 재정지원으로 해결하고 있다. 기술협력사업 내용은 회원국의 요청에 근거하여 IAEA 이사회에서 승인되며 2년 주기로 갱신된다. 승인된 기술협력사업은 동 사업을 통하여 달성하고자 하는 뚜렷한 목표를 가지며 구체적 예산이 지원된다. IAEA의 기술협력사업에 참여하게 되는 주된 배경은 동 사업을 통한 기술전수 (technology transfer)가 국가의 과학기술발전, 특히 원자력기술의 발전에 도움이 된다고 판단하기 때문이다. 그러나 궁극적으로는 기술전수의 수혜자가 아닌 공여자의 입장으로 전환하여야 할 것이다.

17,508개의 도서로 이루어진 군도국가 인도네시아의 지리적 기후적 특징을 소개하고 그와 관련된 현지 인도네시아의 해사안전체계 현황과 실태를 설명하고 있다. 최근 인도네시아 정부는 호주 및 일본과의 해상운송분야의 안전성 제고를 위한 국제협력사업을 수행중이거나 수행하였으나 아직까지 해사안전관리 체계가 국제적 표준에 미치지 못하는 실정임에 따라 이를 보완하기 위한 노력의 일환으로 IMO협약 비준을 통한 해사안전규정의 강화와 아울러 Navigation Aids 설치 확대 및 전자해도개발 등 해사안전관리체계의 선진화를 시도함과 동시에 선진국을 상대로 자금지원과 선진화된 기술이전을 위한 국제협력의 문을 개방하고 있다. 이에 부응하여 조선 및 해운분야의 선진국인 우리나라가 인도네시아 정부와 해사안전분야의 활발한 국제협력을 통하여 우리나라 조선 및 관련 기자재 산업의 인도네시아 진출을 위한 새로운 계기를 만들어야 할 것이다.
