The Latest Agenda Trends of IMO and the Activities of ROK in IMO (IMO 최근 의제 동향 및 한국의 IMO 활동현황)

  • IMO is treating various and numerous agenda with time, and the contents of agenda have been tending to achieve international standardization for details of technology, for example GBS(Goal based new ship construction standards), PSPC(Performance Standards of Protective Coating), LRIT(Long-Range Identification and Tracking of Ships), etc. This paper presents the latest agenda trend of IMO committees and analyzes the ROK's activities in response to IMO committees. In the result of analysis, ROK lacks in performance ability as a A-category council member as well as infrastructure to support the government activities in IMO continuously. Therefore, ROK should be conscious of policy approaches to international maritime tendency and needs to complete the internal/external infrastructure which leads the international maritime policy.

  • For the application of fuel cell systems on ship which is future eco-friendly ship technology, it is need that the modification of relevant laws and regulations with relevant technical development. This paper reviews the trend of fuel cell development, SOLAS and IACS UR/UI as a international regulations, international standardization trend such as IMO MEPC, IMO BLG and major classification rules, the consideration for the standard development of ship fuel cell systems, the implications for application of fuel cell systems on ships in Korea. The IGF Code which is developing in the IMO included fuel cell, and thus Korean government and related company should participate in the codification. The analysis of development of IMO's relevant regulations also needed for the preparations.

  • Bans on TBT based antifouling paints have been drafted since 1998 by meetings 42, 43, 45 and 46 for the MEPC (Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of IMO in October 2001. It was a key issue that there should be a global prohibition on the application of organo-tin compounds as biocides in Anti-fouling systems by Jan. 2003, and a complete prohibition on the presence of organo-tin compounds on ships by 1 Jan. 2008. This paper suggests a method to design International Anti-fouling system cretificate, Record of anti-fouling system, Endorsement of the Records, Declaration on Anti-fouling System, Port State Control and reform(legislative) associated a law.

Development of a Novel Treatment System for TBT Paint Waste from Ship (TBT 방오폐인트 폐기물의 최적 처리시스템 연구)

It was a key issue that there should be a global prohibition on the presence of organo-tin compounds in ships by 1 Jan. 2008. TBT Paint Waste from ship happens by vast quantity since 2003. This paper suggests a method to design Treatment System for TBT Paint Waste from Ship. The result of measurement in pyrolysis system were removal rate on 99%. at hight temperature in 1000$^{\circ}C$ and reaction time 1hr. TBT removal was more that 99%.
