The Effects of Port Decentralization on Port Management and Port Development : The Mediating Effect of Port Site Centrality (항만 분권이 항만경영 및 항만개발에 미치는 영향 : 항만 현장 중심성의 매개효과)

  • This study was intended to analyze the effect of port decentralization on port management and port development, analyze whether port site centrality has mediated effect in relation between port decentralization and port management and port development. This study surveyed public officials and researchers who plan and execute port policies, and analyzed the influence relationship of variables and the mediating effect using multiple regression analysis. Results are as follows, First, it was analyzed that the port authority decentralization and regional-centered port policy have a positive influence on the port site centrality, and the port authority decentralization has a positive influence on port management and port development. Second, the port site centrality was confirmed to have a positive influence on port management and port development. Third, port site centrality was shown to mediate the relationship between port decentralization and port management and port development. This study suggested the positive effect of port decentralization to local government on efficient port management and port development, and the need to draw up port site-oriented policies.

The Effects of COVID-19 Diffusion in the Korean Economy: Using SIR-based Macro-Epidemiological Model (코로나19 확산이 거시경제에 미치는 영향 분석: SIR 기반의 거시역학 모형을 중심으로)

  • We extend and modify the canonical epidemiology model of Eichenbaum, Rebelo and Trabandt (2020) to investigate the general equilibrium effects of COVID-19 spread in the Korean economy when vaccine, treatment and social distancing are available. Particularly, we develop a SIR-macro model which considers possibility of moral inattention of the overconfident agents through which people is more likely to be infected. Our model implies that people's decision to cut back on consumption and work reduces the severity of the epidemic and thus exacerbate the size of the economic recession caused by the epidemic. Another finding is that the average 13 weeks to develop the vaccine and treatment will lead to 2% drop of consumption.

  • The global economic crisis made most of governments to overcome the economic depression as well as the challenging tasks for global warming. It is not easy political vision to harmonize these two rabbits race, and thus it needs to be developed new paradigm for the sustainable development. Unfortunately, the traditional cost-approach based productivity could not resolve this trade-off relation. Therefore, the paper is aimed to develop new approach on the green productivity index with the DEA models in the 1st stage, and then based on these green productivity scores, the paper is analyzed the determinants of these green productivity in the 2nd stage among the G 20 countries. The empirical result shows that the effect of GDP, carbon intensity, and capital and labor intensity toward the green growth is positive on the green productivity, while the level of government efforts is not significant on the green productivity.

  • Recently China's economy has been entered a new normal state with mid-speed growth. Along with the new normal state, Chinese government presented new development strategies. Among them, Beijing-Tianjin-Hebei Integration Strategy(BTH) has become the primary policy on the list of national economic development plan, and the BTH is expected to be the new model of regional development in China. With this background, this article firstly explains the concept and development process of the BTH, secondly presents the state of regional economies, lastly introduces some challenges ahead in the process of the BTH. The challenges, including industry structure adjustment problem, poverty belt in Hebei, environment problem and the distribution of functions of Beijing as a capital, are difficult to solve in a short period. It is needed more cooperative measures between central and local governments to cope with the challenges.

  • Applying the shift-share analysis, this paper decomposes FDI inflow into Korea for the period of 2003-2006. The paper finds that Korea has been lagging behind the world average in absorbing inward FDI, thereby recording negative aggregate industry-mix effects and negative aggregate competitive effects as well. However, the following industries have recorded positive competitive effect: electrical and electronic equipment, motor vehicles and other transport equipment, hotels and restaurants, transport, storage and communications, finance, and business services. In a nutshell, Korea is revealed to have competitive advantage in absorbing inward FDI in a few manufacturing industries and most of service industries. Government policies should accordingly be focused on these industries to encourage more inward FDIs.

Effects of Non-aeronautical Revenue on Airport Charges: Moderation of Private Ownership (비항공수익이 공항사용료에 미치는 영향: 민간지분의 조절효과를 중심으로)

  • This study started with the question of whether the percentage of non-aeronautical revenues at Incheon airport was extremely high when compared with other international airports. Although aeronautical revenues for the airport based on the traditional business model have the limits to grow due to various regulations, stakeholders concerned about improving the competitiveness recently have been interested in increasing non-aeronautical revenues. This study deals with the effect of non-aeronautical revenues at international airports on airport charges as the extent of airport privatization get stronger. To examine hypotheses, we collected international data from trustful sources. Finally, we conducted an empirical analysis of 178 airports worldwide. As a result, the higher the percentage of non-aeronautical revenues at international airports, the lower the airport charges were. Besides, the private equity ratio positively moderated the relationship between the percentage of non-aeronautical revenues and airport charges. Privatization of airports may offset the effects of reduced airport charges through increased commercial activity. Graphical display for moderation effect is offered to facilitate comprehension.

Recent Trends in OECD Guidelines for Multinational Enterprises and their Implications: Focusing on Korea NCP's Countermeasures Strategy for Peer Review (OECD 다국적기업 가이드라인의 국제적 동향과 시사점: 한국 NCP의 동료평가(Peer Review) 대응방안을 중심으로)

  • OECD MNE Guidelines ('OECD Guidelines') was set forth in 1976 as a form of annex to the OECD Declaration on International Investment and Multinational Enterprises. The objective of the OECD Guidelines is to fulfill the implementation and adoption of the Responsible Business Conduct ('RBC') among the adhering states. To further the effectiveness of the OECD Guidelines, OECD, specifically the Investment Committee of OECD, has utilized National Contact Point ('NCP') structure. According to the Procedural Guidance annexed to the OECD Guidelines, peer learning is prescribed as an important tool for promoting and facilitating the implementation procedures of the OECD Guidelines. This paper, inter alia, is mainly focusing on the peer review mechanism applicable to NCPs because negative assessments by peers are likely to harm Korea's state image and entail international criticisms even though such reviews are conducted voluntarily. In addition, the Working Party on Responsible Business Conduct ('WPRBC') decided to have a peer review of Korean NCP in 2019. This paper first outlines the meaning and current applications of the peer review mechanism, and then analyzes specific peer review cases conducted in Denmark and Belgium in 2015, and in 2016, respectively. Lastly, based on the issues handled in the peer review reports on the above states, this paper makes a few recommendations for Korean government to prepare the peer review scheduled in 2019.

Efficiency Analysis of Credit Guarantee Institutions in North-eastern Asian Countries and Its Implication : Comparison Analysis of Credit Guarantee Corporations of Japan, Taiwan, and Korea (동북아시아지역 신용보증기관의 효율성 분석과 정책적 함의: 일본, 대만, 한국 신용보증기관의 비교분석)

  • Credit Guarantee scheme is one of the most effective tools for the small business policy. The performance analysis on domestic institution level is relevant in terms of various factors of assisting tools factor. This study measured comparative global efficiency by DEA model and Super-efficiency model among 70 credit guarantee institutions in Japan, Taiwan, and Korea who are operating the schemes. At the result of the analysis, Korean credit guarantee institutions are comparatively efficient than Japanese institutions, and the DMU shows moderate in operation efficiency. The Super-efficiency ranked by Hiroshima, Taiwan SMEG, Pusan, Chiba, Shizuoka, Ulsan, and KOTEC. Most of the Credit Guarantee Institutions showed increasing returns to scale, and it indicates increasing input strategy. The statistical difference of efficiency level in Japan and Korea shows very meaning numbers. This research suggest that (1)Periodical Analysis are needed on Japanese Schemes, (2)The analysis on the impact of credit guarantee scale to the national economy and SME policy, (3) Analysis on the conclusive factors of the efficiency, (4)The policy direction has to be made by inefficient factor analysis, (5) The measurement tools of efficiency of the schemes in various aspects.

An Empirical Study on the Evaluation of Chile Goods After Korea-Chile FTA is Signed (한.칠레 FTA 체결 후 칠레제품 평가에 관한 실증적 연구)

  • The Korea-Chile FTA talks began in December 1999 and concluded in October 2002, with official endorsement in April 2004. This FTA of a first for Korea, went into effect on April 1 in 2004. The purpose of this study to measure the Chile product evaluation in the Korean consumer after Korea-Chile FTA signed. The major result of article can be summarized as the follows: This paper investigates the determinants of 'product attitude', 'quality recognition', 'price recognition', 'use safety', 'use convenience', and 'design(appearance)'. There are 500 sended samples and 487 returns, 476 of them are analyzed for a entry competitiveness. In the analysis result of the article, The first, multiple regression result shows that the Chile goods evaluation are positively affected by the 'product attitude', 'price recognition', 'use safety', 'use convenience', and 'design(appearance)'. However, The 'quality recognition' factor do not affect in Chile goods evaluation.

A Two-level Game Theoretic Approach to the Successful Korea-China FTA Negotiations (2단계 게임이론에 의한 우려나라의 한.중 FTA협상 성공전략)

  • The study analyzes the optimum Korea-China FTA negotiations by utilizing the Putnam's two- level game theoretic approach. According to the Putnam's theory, the size of the win-set depends on the strategies of the Level 1 negotiators. The size of the win-set depends also on the level 2 political institutions and the distribution of power, preferences, and possible conditions among Level 2 constituents. The basic principles for the successful future Korea-China FTA negotiations should be based on comprehensiveness, substantial liberalization and gradual liberalization with consideration of sensitive sectors. This study concludes that mid-level FTA strategy with comprehensive but low tariff reduction would be of best strategy for Korea. This study also suggests the utilization of the EHP(Early Harvest Program) for the successful Korea-China FTA negotiations.
