In international armed conflict, 'the contraband of war' under 'the law of neutrality' was developed to balance the interests of belligerents' belligerent rights and neutrals' economic interests and it began to change and evolve with the development of trade in the 19th century. The scope of material control expanded during the First and Second World Wars and continues to this day. In particular, a trend toward preventing the military use of 'conditional contraband' that could be used for both military and civilian purposes. In the process, the law regulating contraband of war expanded conceptually to become an 'international export control system' led by international organizations. Today, the contraband of war is still in effect, but there are no laws or guidelines related to the contraband of war in Korea in case of an emergency for the Korean Peninsula. Considering that it is an international practice to create and publicize a list of the contraband of war, it is necessary for Korea to prepare for it. Therefore, this paper examines the historical origins and development of the law regulating of war under the law of neutrality and examines the state practice of the contraband of war control over time. In doing so, this paper will examine the implications of the law regulating contraband of war for the Korean Peninsula through changing in the law regulating contraband of war and state practice.

선원의 건강과 질병예방 대책의 가장 일차적 접근은 선원의 건강검진제도이다. 현행의 우리나라 선원건강검진제도는 검진항목과 검진판정기준에 있어 외국의 선원건강검진제도와 국제협약 권고기준과 비교해 볼 때 부족한 부분이 많은 실정이다. 따라서 본 연구는 선원과 유관기관을 대상으로 건강검진제도 실태에 인식도를 조사하여 선원의 건강검진제도 개선을 위한 기초자료를 제공하기 위한 목적으로 수행하였다.

The right to the spectrum frequency and orbit is required for the broadcasting by satellite, whether the broadcaster might be given any license or authorization for the broadcasting. The reason is that the ITU Convention and Radio Regulation provide very specific and detailed rules regarding the utilization of the frequency spectrum and orbit. Outstanding issue arises as to the implementation process of the rules of international character. Domestic implementation of the Radio Regulation, in the way of letter to letter should be discouraged when the competitiveness of domestic industry vis-a-vis foreign competitor is taken into account.

As greenhouse gas (hereinafter GHGs) emissions have been increasing, the world's climate is also rapidly changed. $CO_2$ is the most important artificial GHGs and the annual emissions amount was increased approximately 80% between 1970 and 2004. After suggesting Kyoto Protocol, EU is the second largest emissions embodiment in the world, set the emissions trading scheme (hereinafter EU-ETS) and is trying to reduce $CO_2$ emissions aggressively. This study focuses on the EU-ETS and EU-ETS market to examine their emissions reduction policy and review the result of their efforts. EU-ETS which is composed of 2-step phases had already completed the first phase and is running on the second phase in 2008. Up to now EU-ETS has been proceeding successfully and the amount of $CO_2$ emissions has been decreased. To prepare for their coming events, countries excluded from Kyoto Protocol fulfillment need to have some implication from EU and have to make up their own plans.

For global companies that are going to raise funds from international capital markets or to which lots of foreign investment are being given, it is necessary to prepare consolidated financial statements. This study provides the results of some analyses in accordance with the system of consolidated financial statements disclosure. First, disclosing those statements with audit opinion reflected would provide useful reliable and financial information. Second, such disclosure as foresaid would meet international standards that consolidated financial statements are used as main financial statements and separate financial statements as auxiliary ones. The disclosure system would make it possible for domestic corporations to introduce international accounting standards earlier, especially from 2009, in accordance with the road map of those standards. Third, the system of consolidated financial statements disclosure would play an important role in promoting the implementation of consolidated taxation systems under which corporate tax is levied in accordance with consolidated balance sheet.
