The World Summit on the Information Society (WSIS) was held in two phases. The first phase took place in Geneva, December 2003, and the second phase took place in Tunis, November 2005. The objective of the WSIS was to establish the foundations for an Information Society for all, reflecting all the different interests at stake. In relation to, this article explore the vision and paradigm of WSIS. For this, this article review the historical context of International information order and International agreements, and examine the issues of WSIS. As a result, I recognize, It is valuable that the process of WSIS for Global governance was held among governments and other stakeholders, i.e. the private sector, civil society and international organization. In addition, developing countries's voice are deeply reflected on the WSIS. It is noticeable that ITU played key role as coordinator. However, we are anxious that WSIS's vision for Information society have a bias toward Technology determinism. Eventually, this article argue that WSIS discourse is the lack of any serious and critical structural analysis of the politico-economic context.

Nowadays, the international economic environment has been improved by the World Trade Organization based on UR trade negotiation. In such state, the international commerce cooperation, which means trade liberalization through relaxation or abolition of customs and noncustoms harrier, is necessary a country's policy for overseas strategy. To the view point of international commerce order, there co-exist the globalism represntatived by GATT/WTO and the regionalism operated by European Community including 15 countries, or North American Zone with canada, Maxico. The former expands the trade liberalization through the most favoured nation treatment of WTO among whole world nations and the latter takes the differential trade policy to other countries. For extreme dependence on foreign natural resources and raw materials, Our country should strengthen it' comming prospect for the world economy. To put it more concrete, We must enforce in advance the legal basis of convention and norm which in adopted by WTO. Also we are desirable to cooperate with Asia and pacific economy area or APEC. Finally, under the direction of international commerce environment and world economy, we must take the commerce cooperation in global order considering the tendency of regionalism and bloc economy.

정보기기의 사용이 늘면서 한편으로 통신규약 문제가 심각해지고 있다. 정보통신의 국제간은 물론 군내 질서, 그리고 기기 사용에 있어서 필수적인 표준 프로토콜 채택은 국내에서도 당면과제로 대두돼 있다. 최근 이에 따라 전산망 기술기준에 관한 규칙이 준비되고 있으며, 전산망 관련 표준화를 본격 추진하려는 움직임도 일고 있다. 표준화는 제정뿐 아니라 이해하고 받아들여져야 한다. 따라서 정보통신의 국제 표준 프로토콜 동향과 이에 접근하는 각국의 컴퓨터 메이커들의 움직임을 알아본다.

본고는 일본 ITU협회에서 발간하는 “국제전기통신연합과 일본” 7월호에 소개되어 있는 세계통신의 해 특집 "국제통신에있어서 통신Infrastructure의 현상과 문제점"을 편역한 것이다. 오늘날 세계의 정보화추세에 따라 전기통신의 비중이 더욱 증대되고 있음에 비추어 본고는 전기통신이 사희적 경제적 Infrastructure로서 중요한 역할을 수행해야 됨을 국제적인 면에 촛점을 맞추어 전개하고있다. 특히, 선진국과 개발도상국간의 전기통신과 정보의 격차와 불균형, 다시말해서 정보의 남북 편재현상이 심화되고 있는 오늘날 새로운 정보질서를 어떻게 꾀하여 갈 것인가를 언급하고 있으며 나아가서 선진국간에 있어서도 각 국의 전기통신 정책의 차이에 의하여 초래되고 있는 문제점을 지적하고 있다.

전자상거래의 과세문제 중 상당부분은 국제조세와 관련되어 있다. 그러나 국제조세체계는 우리의 의지만으로 되는 것이 아니며, 기존의 상거래 분야에서의 강국이었던 미국이 전 세계경제질서에 막대한 영향을 미쳤듯이 전자상거래 분야에서도 마찬가지이다. 세계경제질서를 실질적으로 주도하고 있는 미국은 힘의 우위를 바탕으로 on-line 거래는 물론 off-line 거래 분야에서도 점진적으로 무관세를 주장하는 입장이다. 자본의 순수출국과 순수입국의 중간자적 입장에 있는 우리가 대처할 방안으로는 미국만이 내세우는 분야가 있으면, 이를 전략적으로 OECD회원국들과 공동적인 보조를 맞춰 나가고, 반대로 우리의 국익에 도움이 되는 분야는 이를 적극 주장하여 다른 회원국들의 이해를 구하는 협상력이 필요할 것이다. 전자상거래와 관련한 조세문제에 대하여 가장 핵심적인 전제는, 전자기술의 진보 국제적인 합의 및 납세자의 협력이라고 할 수 있다. 제반 분야가 조성될 수 있도록 정부당국은 세심한 검토와 지원이 있어야 할 것이다. 그리고 국내 전자상거래 시장이 비약적으로 확대 발전하고 있으므로 과세제도 측면에서 보완해야 할 점을 찾아내어 과세누락을 최소화하여야 하며, 다른 한편으로는 전자상거래를 활성화시키고 촉진시키기 위해 세제 및 세정상 지원방안도 강구해야 할 것이다.

지적데이터가 기초지방자치단체에 구축되고 많은 예산과 인력을 투입 하여 유지 관리 되고 있으며, 이를 기본도로 이용한 GIS의 구축이 활성화 되고 있다. 이에 따라 지적데이터의 유통도 급속히 늘어나고 있으나, 이를 관장하는 지적법에 관련된 규정의 보완되지 않고 있으며 이에 대한 연구가 충분히 되고 있지 않다. 지적데이터 특성상 공공재로서 인식과 비교적 간단하게 복제되어 활용할 수 있기 때문에 공식 인증 되지 않은 지적데이터의 불법 유통으로 많은 문제점이 발생 되고 있다. 본 연구는 이러한 문제점을 보완하기 위하여 지적데이터의 지적재산권을 보호하여 유통 질서를 바로 잡음으로서 지적데이터의 신뢰성을 확보하고, 유통을 증진 시키고자 하였다. 연구를 진행하기 위하여 지적재산권과 관련된 국제적 동향 및 지적재산권 관련 법률 검토와 이와 관련된 판결을 분석하여 지적데이터의 지적재산권 보호의 법률적 타당성을 검토하였다. 그리고 이해당사자들의 인식 조사를 통하여 지적데이터의 지적재산권 보호에 대한 인식을 바탕으로 지적재산권 보호 방안을 제시 하고 지적데이터의 유통 질서를 마련하고자 하였다.

이데올로기로 양분됐던 동서구도가 무너지면서 과학기술이 새로운 국제질서로 부상하고 있다. 과학기술 개발의 변화는 한바탕 격동기임을 실감케 한다. 정보통신기술은 국가정책으로 두드러진 성장세를 보이고 인체게놈계획에 따른 생물기술의 관심이 활성화될 전망이다.

국제통화량의 중대와 함께 국가간의 트래픽 불균형도 심화되어 발신통화량이 많은 선진국의 정산적자가 누적되고 있는 가운데 정산료의 수준이 원가와 괴리되어 높게 책정됨으로써 정산료를 둘러싼 선진국과 후진국의 입장이 첨예하게 대립하고 있다. 선진국은 높은 정산료를 통하여 자국의 이용자가 후진국의 이용자를 보조하는 불합리한 현상이 발생하므로 원가에 근접하는 수준으로 정산료를 인하해야 한다고 주장하고 있는 반면 정산수입국인 후진국들은 불충분한 통신 인프라의 확충을 위해 높은 국제전화 요금을 통한 내부 보조의 방법을 사용해야 한다고 주장하고 있다. 이와 같이 현행 국제정산체제는 국가간의 트래픽 불균형 심화, 국가간의 협상력 차이, 기술 발전으로 인한 국제전화 원가의 하락 및 대체 서비스의 등장 둥으로 새로운 정산체제로의 개혁이 필요한 시점이다. 따라서 본고는 최근 국제전화정산시스템의 변화와 동향을 분석하고 올바른 정책방향을 조명해봄으로서 국내 통신시장의 질서를 확립하고 한국 통신사업자의 국제경쟁력을 제고할 수 있는 정책수단을 개발하는데 그 목적이 있다.

This study tried to examine the internal mechanism in selecting, sorting, and producing international news coming from foreign country. With a perspective of media economists, this study hypothesized a relationship between the type of newspaper(regional vs. national), based on news markets, and the type of international news(sensational vs. public affairs), between the type of country(the First vs. Third world) and the type of news, and between the type of news market and the type of nation). The results indicated a signifiant relationship between the type of press and the type of news, with some internal inconsistency on the number of article and the amount of coverage. Further, this study revealed there was still an imbalance between the First and the Third country in terms of rho quality and quantity of international news. Also a significant relationship was found between the type of newspaper and the type of country.
