작년 7월 29일로 국제원자력기구(IAEA)는 창립 30주년을 맞이하였다. 다음은 IAEA Bulletin Vol.29, No.3에 게재된 내용을 중심으로 그동안 IAEA가 세계의 원자력 평화이용 증진에 기여한 업적과 활동 및 앞으로의 전망 등을 기술하였다.

천연 및 저농축 우라늄 가공시설은 취급하는 핵 물질의 민감도가 고농축 우라늄이나 플루토늄에 비하여 상대적으로 낮기 때문에 원자력발전소, 연구용 원자로 등과 같은 시설보다 국제원자력기구의 보장조치 적용 방법이 단순하다고 생각하기 쉽다. 그러나 가공시설은 취급되는 핵 물질이 UF6, 우라늄 분말, 소결체 등과 같이 계량하기 쉽지 않는 형태로 존재하는 중량시설(bulk handling facility)이기 때문에 오히려 핵연료집합체 만이 존재하는 계수시설( item facility) 보다 더 다양하고 정밀한 계량방법이 적용되고 있다. 이 때문에 국제원자력기구에서는 일반 원자력발전소의 4-5배에 달하는 사찰량을 가공시설에 투입하고 있으며, 동 시설에 대한 보다 효과적이고 효율적인 사찰방법을 개발하고 있다.

경제협력개발기구$\cdot$원자력기관(OECD/NEA)과 국제원자력기구(IAEA)는 ${\ulcorner}$우라늄자원-생산과 수급${\lrcorner}$에 관한 보고서를 발표하였다. 중앙경제계획권이외(WOCA)의 국가에서는 전년도에 이어 계속해서 우라늄의 생산이 수요를 하회했음이 밝혀졌다. 다음은 동 보고서의 수급전망을 소개한 것이다.

Korea's experiences in the use and development of nuclear energy are recognized as a successful model as a developing country in the international nuclear community. With these experiences, Korea is able to contribute to the progress of Korean nuclear industry and international society as a nuclear advanced country. This paper reviews and analyzes the current situation and major issues in securing the international legal status of RCA Regional Office hosted by Korean Government since 2002. In this connection, major political environments and relevant issues in facilitating the revision of RCA Agreement and securing legal status of the RCARO are also investigated. It is essential to amend the 1987 RCA Agreement or to conclude the its supplementary agreement for the securing of the international legal status of RCA Regional Office at the RCA policy meeting prior to extension of the agreement in 2017 and after. It is recommended for the Korean Government to establish and operate the inter-ministry governmental task force teams to facilitate and support the required actions in the national and diplomatic actions in the regional level for the sustainable development of the RCA and RCA Regional Office.

국제원자력기구(International Atomic Energy Agency, IAEA) 는 80년대 초반부터 전세계적인 원자력 안전 분야 주요 활동을 분석$\cdot$정리하여 배포하고 있다. 1990년대 중반부터 현재와 같은 체제로 작성$\cdot$배포 되기 시작한 $\ulcorner$원자력 안전(Nuclear Safety Review)$\lrcorner$ 은 전세계적인 원자력 안전 동향, 주요 행사 및 현안사항, IAEA 및 회원국들의 주요 안전 관련 활동, 주요 안전 관련 사항에 대한 전망 등으로 구성되어 있으며, 통상 차기 연도 3월 및 6월 IAEA 이사회에서 내용을 검토$\cdot$확정하여 9월 말의 IAEA 정기 총회 기간중에 회원국들에게 배포되고 있다. $\ulcorner$ 원자력 안전 1998$\lrcorner$은 4개의 장으로 구성되어 있다. 1장은 국제적으로 중요하고 장기적인 영향력을 가진 사건 및 현안 사항, 2장은 원자력$\cdot$방사선$\cdot$폐기물 안전 분야에서 수행된 IAEA활동, 3장은 회원국에서의 원자력$\cdot$방사선$\cdot$폐기물 안전 분야 주요 활동 및 정보, 4장은 앞으로의 주요 사건 및 안전 관련 현안 사항에 대한 전망을 기술하고 있다.
