국제수역사무국(Office International des Epizooties;OIE)의 제64차 국제위원회 총회가 지난 5월 20일부터 24일까지 프랑스 파리시내 12rue de Prony에 소재하고 있는 국제수역사무국 본부에서 개최된 바 있다. 한편, 동회의기간중 세계수의사회(World Veterinary Association;WVA) 제 48차 총회 및 관련 각 위원회 또한 국제수역사무국 본부에서 개최된 바 있다. 국제수역사무국은 지난 1924년도에, 국제적 협력이 필요한 가축전염병의 병인과 방제대책에 관련된 실험 또는 연구업무의 증진과, 회원국 정부 및 각국 수의관련 부서로부터 가축질병과 방역대책에 관련된 전반적인 관심사항에 대한 모든 사실과 기록을 수집하여 주의를 환기시키고, 전염병 방역규정에 관한 국제적 협정초안을 검토하고 서명 당사국 정부에 시행 감독권한을 부여하거나 조정을 목적으로, 프랑스 정부의 주도하에 창립멤버 28개국 정부의 조인을 받아 국제협약에 의하여 설치되어 금년에 창립 72주년을 맞이하였으며, 금년 5월 현재의 정식가입 회원국수는 143개국이 되었다. 본편에서는, 제1장에서 국제수역사무국에 대한 연혁과 조직 기능, 역할과 업무활동, 향후 활동 발전방향 등에 대하여 간략히 해설하고, 제2장에서는 금년 (1996년도) 제64차 총회의 의사일정과 주요 협의사항, 각 위원회별 보고사항 등을 소개하고자 하며, 마지막으로 제3장에서는 금년 총회의 기술의제와 관련하여 우리나라의 보고사항을 기록해 두고자 한다.

The automotive supply chain is increasingly complex as automakers seek more profitable solutions with global out-sourcing and manufacturing strategies. In the automotive industry, using returnable plastic containers (RPCs) is very common for domestic operations, but for internationally, it has not been considered by many companies because of issues such as overall distance and difficulty of control. The results of this simulation can help to analyze the interactive and coherent behavior of packaging and supply chain systems. The data obtained from the model can be applied to make substantial decisions for choosing the most profitable packaging types, at the same time as it can lead to designing an optimum supply chain for RPCs used in international supply chains.

This study is to establish the direction to produce owner's basic specifications (English version) necessary for producing project specifications available internationally in the projects to develop water resources. The principal conclusions of this study are as follows; (1) The original text necessary for producing the international owner's basic specifications should be specifications of one part between northern America and Europe. (2) The work break down structure of the international owner's basic specifications shall be conform to the international break down structure of specifications, and the MasterFormat(2004) of CSI is recommended. (3) The construction management methods, for example, as to standards, laws, and etc. in the international owner's basic specifications should be available internationally.

Through literary research, this study aims to study chinese characters in the Chosun Dynasty from the perspective of international exchange. While sorting out the historical materials, it investigates the implementation organ, educational content and main characteristics of Chinese education in the Chosun Dynasty, its influence on the Korean peninsula at that time and Its enlightenment to today's Chinese international education. The results show that the Chinese language education institutions in the Chosun Dynasty mainly played the role of Chinese language education in the Si service academy and the Sheng Wen Academy. The contents of Chinese language education mainly include the development of oral Chinese teaching materials, the publication of rhymes and other reference books, the compilation of dictionaries and the training of Chinese translators. Through the in-depth study of Chinese rhymes, the Korean Peninsula created its own Korean national character in 1443, getting rid of the will of Chinese characters. The invention of Korean language has greatly encouraged the political, economic and cultural development of the Korean peninsula. In addition, the Chinese language education in the Chosun Dynasty provides a good experience for today's Chinese international education in China.

세계화의 진전으로 사실상 국가간 장벽이 없어짐에 따라, 전문직 자격에 있어서도 각국이 공통으로 적용할 수 있는 국제적 기준이 필요하게 되었고, 이에 따라 UIA는 건축사자격에 대한 국제 기준이랄 수 있는 '건축실무에 있어서의 전문성에 관한 국제기준 권장안(UIA Accord on Recommended International Standards for Professionalism in Architectural Practice, 1999)'을 발표하였다. 때마침 WTO에 의한 전문서비스분야의 시장개방문화와 함께 우리나라의 건축사제도에도 일대 변혁이 불가피하게 된 것이다. 이에 우리 협회에서는 현안에 대한 신속한 대처를 위하여 UIA와의 관계정립이 필요하다는 판단하에 UIA 회원단체로서의 가입을 추진하는 한편, 구체적인 대안마련을 위한 연구를 진행하여 '건축사자격 상호인정에 따른 대응방안(1999.9)'을 발표하였고, '한중일 건축사협의회'를 설립, 3국의 공동대처방안을 모색하는 등 지속적인 노력을 기울여 왔다. 협회 뿐만 아니라 학회를 중심으로 한 건축학교과과정의 모델연구, 건교부와 건축3단체가 참여한 '건축사자격제도 개선방안에 대한 대응방안연구(2002.12)'등을 통하여 이미 5년이상의 건축학 교육과정이 신설되었고, 건축교육인증을 위한 인증원 설립준비가 진행되고 있다. 이러한 변화는 비단 세계화 혹은 무역자유화라는 현안에 대한 대응의 필요성 뿐 아니라 궁극적으로는 우리나라 건축교육의 질을 높이고 국제기준과 동등한 건축사제도를 갖춤으로써 건축사의 자질을 향상시켜 국제경쟁력을 강화하고자 하는데 목적이 있다 하겠다. 나라마다 건축사제도의 성립 과정과 배경이 다르지만, 대부분의 나라에서 건축사제도는 건축사단체에 의하여 운영되고 있다. 우리 협회도 최근에 진행되고 있는 인증원 설립을 위한 연구에 적극적으로 참여하여 주도적 역할을 담당하고 있기에, 관련 내용을 소개하여 회원여러분의 이해를 돕고자 한다.

It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.

최근 국제우주정거장에서 화재안전에 관한 중요성의 인식으로 화재의 감지/소화의 메커니즘을 구체적으로 이해하기 위한 다양한 연구들이 시도되고 있다. 본 연구에서는 국제우주정거장에서 각종 실험과 연구를 진행하는 가압모듈을 대상으로 환기, 연기거동 및 감지에 관한 수치모델링을 수행하였다. 수치모델링은 NIST에서 개발된 FDS (Fire Dynamic Simulator)가 사용되었다. 국제우주정거장 내부는 마이크로중력환경으로 부력이 존재하지 않아 화재 발생 시 화염 및 연기거동은 지상에서의 현상들과 큰 차이를 보이게 된다. 따라서 현재 가압모듈에서 적용되고 있는 환기조건의 변화에 따른 연기거동 및 감지특성에 대한 연구는 향후 국내의 국제 우주정거장 실험 참여를 위한 기초적인 정보를 제공할 것으로 기대된다.

This paper aims to study international political orders and aviational orders since the second World War, to investigate the influences between the two orders, to connect them with the air transportation service agreement between Korea and USA, and to prospect international aviation orders in the future. The first international aviation order after the second World War is built up by international public goods under hegemonic stability theory in the realistic international order. Second order is a kind of cooperation system through the international institutions under the neo-liberalistic international order from the late of 1970s. Third order is the multiple cooperation through the shared epistemology, understanding, and knowledge under the international social constructivism from the 1990s. This paper prospects that international aviation order in the future will be developed through the multiple channels for the civilian users' conveniences and the openness for the users.

세계 해양환경의 보전을 위하여 설립된 UN 기구인 국제해사기구(IMO)에서는 해양환경 오염물질 등에 대한 규제강화를 위하여 최근 새로운 해양환경협약의 채택 및 발효를 강력히 추진해 오고 있다. IMO의 국제협약은 선박이라는 효과적인 제어수단을 통하여 가장 강력한 통제력을 갖는 협약으로 세계 모든 해양국의 해양환경에 관한 국제법의 성격을 띄고 있다. 구속력이 강력한 만큼 변화되는 국제협약에 의해 새롭게 창출되는 해양환경시장의 규모가 엄청나므로 당사국들이 서로 자국의 이익을 위해 올인하는 전형적인 그린라운드의 양상을 띄고 있는 현실이다. 우리나라는 국제해사기구의 A그룹 이사국이며 아울러 세계 제일의 조선대국, 또한 세계 6위의 해양대국으로서의 국제적인 위상을 감안할 때 해양환경 보호를 위하여 현재 발효되고 추진 중에 있는 협약에 대한 연구와 효과적 대처를 하여야 함은 물론 우리나라 조선, 해양산업이 보호되고 나아가 이익이 창출될 수 있는 방향으로 모든 국제협약이 이루어지게 노력해야할 것이다. 이 논문은 해양관련 환경규제 협약인 Marpol 73/78 협약, 선박의 유해방오도료 사용규제협약, 평형수 배출규제협약, 선박으로부터 오수에 의한 오염방지를 위한 협약, 대기오염방지협약 등의 주요 현안을 파악하고 분석하여 이에 따른 현실적인 대응책을 제시하고자 한다.

공정거래위원회는 산업연구원(KIET)과 공동으로 지난 9월 3일(수) 대한상공회의소에서 300여명의 학계, 업계 및 관계부처 공무원들이 참석한 가운데$\lceil$카르텔 국제규범화의 영향 및 대응$\rfloor$이라는 주제로 $\lceil$제2회 국제경쟁정책 세미나$\rfloor$를 개최하였다. 동 세미나는 내년 4월에 확정될 카르텔관련 OECD 정책권고에서 각국의 경성카르텔(가격 고정, 생산량 제한, 시장분할 등) 금지원칙의 확립과, 적용제외 카르텔의 축소 및 제거 등을 통해 효과적인 경쟁법 집행체제를 확립하고, 회원국 양자 또는 다자협정을 통해 비밀정보를 공유하는 등 카르텔에서의 국제 협력의 강화, 특히 경성카르텔에 대한 국제적 공조조사 등의 법집행을 강화한다는 내용이 담길 것으로 예상됨에 따라, 경쟁정책 국제규범화(소위 경쟁라운드:CR)에 대한 정부와 기업의 적절한 대응방안 모색을 위한 방향을 제시하는 데 있다. 동 세미나에는 경쟁정책 분야의 세계적인 권위자인 하버드대 프레드릭 쉬어러(F.M. Scherer) 교수의 기조연설에 이어 테리 윈슬로(Terry Winslow) OECD 사무국 자문관과 KDI의 신광식 연구위원 등 4명의 국내외 전문가들의 주제발표와 지정 및 자유토론이 이루어졌다.
