유엔에서 협약한 국제거래법규는 국가간의 물품매매 계약시에 지대한 영향을 행사하며 앞으로의 국제거래법에서 중요한 표준규범이 되리라 전망된다. 특히 국제거래법규는 영미법의 표준거래규범과 유사한 점이 많지만 세부적으로 살펴보면 상이점 또한 지대하다고 하겠다. 본 연구는 국제거래법규의 형성과정을 영미법을 근간으로 하고 있는 표준거래규범의 측면과 대륙법적 측면에 대한 이론적 구성을 계약형성과정을 통하여 세부적으로 검토하고자 한다. 아울러 국제거래법규의 입법취지의 이해를 돕고자 유엔에서 협약했던 유사한 국제거래규범들의 입법에 관한 역사를 연대순으로 정리하였다. 본 연구의 결론은 계약형성과정에서의 이론적 구성이 대륙법적 측면보다 영미법의 표준거래규범 측면에 있다는 것이다. 그러므로 본 연구는 영미법의 표준거래규범(U.C.C)과 더불어서 물품거래 계약시에 지대한 영향을 미치는 국제거래법규(CISG)에 대해서 근접적인 접근방식으로 고찰하였다.

국제전기통신연합(ITU)은 UN 산하 정보통신기술에 대한 전문 국제표준화기구이다. 193개 회원국, 약 900개 기업 및 학교 멤버 등으로 구성되어 있으며, 산하에 전기통신표준화부문(ITU-T), 전기통신개발부문(ITU-D), 그리고 전파통신 부문(ITU-R) 등 3개의 부문으로 구성되어 있다[1]. ITU-T는 역할과 임무에 따라 11개의 연구반 (SG, study group)으로 구성되며, 각 업무에 맞는 선도 그룹(Lead Study Group)을 지정하여 국제표준을 개발하고 있다. 정보보호 국제표준은 ITU-T SG17(보안)에서 담당하고 있다[2]. ITU-T 국제표준화 조직은 4년 주기의 연구회기(Study Period)로 연구반 구조조정, 의장단 선출 및 표준화 추진 방향을 WTSA(World Telecommunication Standardization Assembly) 총회에서 결정한다. 2020년 11월에도 WTSA-20 총회가 개최될 예정이었으나, 코로나19로 총회가 2022.3월로 연기되었다. 본 논문에서는 WTSA-20 총회가 연기됨에 따라 기존 연구회기(2017.1-2020.12)의 연장인 추가 연구회기(2020.11-2022.2) 동안에 ITU-T SG17 의장단과 연구반 내에 구조조정 결과에 대해 정리하고, SG17 국제표준화 현황을 다룬다.

국제표준화기구 ITU-T에서는 SG17 WP3 그룹이 ID 관리 기술에 관한 표준화를 리드하는 연구그룹으로, 산하 6개의연구과제(Question)를 구성하여 관련 국제표준을 개발하고 있다. 이 연구과제들 중 Q.10에서는 ID 관리 기술의 구조와 프레임워크에 대하여 정보통신 환경에서 다양하게 응용될 수 있는 국제표준들의 개발을 담당하고 있다. 현재, Q.10에서는 앞서 언급된 분야로 총 4건의 국제표준을 제정하였으며, 총 12건의 표준초안들이 개발중에 있다. 본 논문에서는 Q.10에서 개발한 국제표준들과 개발 중에 있는 표준초안들에 대해 간단히 소개하고, 향후 추진방향을 제시하고자 한다.

This study is analysed about institutional change of international refugee regime with advent of supernational periods in 21 century. Especially the contents was focused on how the EU countries managed their refugee people and system compared to the Asian counterparts. In the international society, especially EU, the British and German preside the refugee policy and laws very positively so as to enter easily from other countries, however, the Asian countries do not as well like the European countries. In terms of this result, that is based on largely their basic comsiouness and values and norm of world citizenships. This research will be conduceived to erect the new international refugee regime which is related to world citizenships. And this will more help to perform a general international regime than in the past. To conclusion, the research was showed a new refugee paradigm forward between many countries as well.

"중재제도를 보완하고 중재의 공신력을 향상하며" 국제상사중재의 현대화 및 국제화를 강화하는 것은 새로운 시기에서 중국 중재사업의 발전방향이자 ""일대일로" 국제상사분쟁 해결시스템 및 기관의 설립에 관한 의견"의 필연적 요구이다. 다원적 분쟁해결시스템의 중요한 구성부분으로서, 국제상사중재는 독보적인 편의성, 종국성, 전문성 및 결과집행의 용이성 등 여러 장점으로 인해 상사거래에서 이를 선택하는 상사주체들이 점점 많아지고 있다. 유효한 중재합의는 중재절차 개시의 전제이지만 국제상사중재안건 중에서 서로 다른 국가 또는 지역의 분쟁주체들은 종종 각기 다른 국적으로 인하여 중재안건의 법률적용이 다르게 됨에 따라 법률효과가 크게 달라지는 경우를 직면하게 된다. 이런 경우, 중재분쟁의 효과적인 해결은 보증하기 어렵다. 본 논고는 중재합의의 효력문제를 연구대상으로 하고 중국 국제상사중재합의의 법률적용문제에서 출발하여 중국 국제상사중재합의와 관련한 법률규정과 사법실무를 결합하여 지금 중국 국제상사중재합의의 효력에 대한 인정에서 존재하고 있는 문제점들을 분석하고 상응한 건의를 제기함으로서 중국 중재법의 개정과 보완에 합리적이고 가능한 방향을 제시하고자 한다.

Recently the portion of international collaborative research in national R&D is being on the increase. But the management system of products from the international collaborative research is not sufficient. Not only the internal management system of public research institute, universities or government support R&D centers, are not enough, but also the legislations in government level are not established. In this paper, the problems and situations of product management system in international collaborative research are investigated and analyzed, and the methodology of improvement of them are presented.

This study presents an analysis of a total of 101 papers on the theme of international research cooperation by nation, gathered from Web of Science. The findings of this study show that 20 nations published papers on the theme of international research cooperation with the ranking of U.K.(27 papers, 26.7%), the Netherlands(20 papers, 19.8%), U.S.(19 papers, 18.8%), Brazil and Spain(5 papers, 5.0%), Russia(4 papers, 4.0%), etc. South Korea was found to be in the lower ranking group(2 papers, 2.0%), suggesting that it still has a lower level of international research cooperation. Thus, particularly, researchers at universities by institution and humanities by discipline should activate the publication of papers on international research cooperation by expanding relevant projects so that the international research capabilities of South Korea should be bolstered.

고도 정보화 시대를 향한 세계 전기통신 분야의 눈부신 발전과 함께 전기통신 부문의 국내 표준화의 국제 표준화를 실현하고 첨단기술분야의 연구개발을 촉진하여 선진각국 기술수준으로 향상시키기 위한 전기통신 국제 표준화 조사 연구를 실시해 온 ITU 국내 연구단이 지난 1월 12일에서 13일 이틀에 걸쳐 삼성동 한국 종합전시장 회의실에서 ''92년도 ITU국내 연구단 연구 발표회를 갖고 ''92활동 결과를 마무리 지었다. 이와 함께 국제회의 참가 보고회도 갖고 각종 정보를 서로 교환하는 한편 국제회의 전문가 육성이 시급하다는 데 인식을 같이 했다. 특히 올해부터 세계전기통신 표준화 부문으로 통합$\cdot$이전되는 ITU의 구조개편과 더불어 CCIR과 CCITT로 구분하는 것으로서는 마지막 연구 발표회이기에 그 의미가 자못 크다 하겠다. 이 후에도 전기통신 국제 표준화 조사연구활동이 더욱 더 왕성하고 활발하게 이루어 질 것을 기대하며 지면의 제약으로 인해 전문 게재치 못함을 널리 양해해 주시기 바라면서 이날 발표된 내용 가운데 주요 내용만을 하이라이트로 묶어 보았다.

최근 증가하고 있는 글로벌 이슈의 해결을 위해 국제 공동연구를 통한 글로벌 협력체계 강화에 대한 중요성이 커지고 있다. 이러한 흐름에 따라 한국 정부에서도 2024년 국제 공동연구 관련 R&D 예산 규모를 약 3배 가량 늘릴 것으로 발표하였다. 이에 본 연구에서는 2018년부터 2021년 동안의 정부 R&D 사업의 국제 공동연구 투자 현황을 살펴보고, 이를 향후 국제 공동연구에 대한 예산 계획을 수립하고, 국제 공동연구를 활성화하기 위한 전략 수립의 근거로 활용할 수 있을 것으로 기대한다.

EUREKA is one of the most important international technological cooperations in politics for the EU. Until now, most research examined horizontal business relationships. This paper attempted to discover the factors of vertical business relationships throughout international technological cooperation, specifically EUREKA. The results of this paper found that the supplier in a vertical relationship business could have more power through EUREKA cooperation.
