This paper aims to study international political orders and aviational orders since the second World War, to investigate the influences between the two orders, to connect them with the air transportation service agreement between Korea and USA, and to prospect international aviation orders in the future. The first international aviation order after the second World War is built up by international public goods under hegemonic stability theory in the realistic international order. Second order is a kind of cooperation system through the international institutions under the neo-liberalistic international order from the late of 1970s. Third order is the multiple cooperation through the shared epistemology, understanding, and knowledge under the international social constructivism from the 1990s. This paper prospects that international aviation order in the future will be developed through the multiple channels for the civilian users' conveniences and the openness for the users.

Discussion of Economic Community in East Asia are active. This trend began in the late 20th from the EU and North America's regional economic integration is in response to the movement. East Asia in the late 1990s to the actual for the FTA, it was not very active. As East Asian Economic Community became one of agendas for ASEAN+3 Leaders' meeting since 2004. Japan has been positioned itself as a leading country in East Asia. However, the emergence of China in the East Asian economic community have been changes. Moreover, East Asian countries began concerns over regional economic community with frequent conclusions of FTAs and China is leading the discussion on strengthening economic cooperation in the region. Some of it in terms of economic community in East Asia will not be smooth. First, East Asian countries do not have a common goal. Second, East Asian countries have a lot of diversity. Third, China and Japan are expected to compete in the championship. Therefore, East Asian economic community should be approached in the long-term perspective.

Electronic Commerce (EC) is a relatively new and has been attracting a considerable amount of attention. Even though it is still in an introductory stage, growth rates are impressively high and its economic importance will continue to grow. Electronic Commerce is born to be global because its connectivity using the Internet is universal. As Electronic Commerce accelerates the globalization, it will also increase both the interdependence of national economies in different countries and the need for international cooperation and coordination. Electronic Commerce is really a global challenge that requires global solutions. For this reason, Electronic Commerce becomes an important agenda in major international cooperative organizations including APEC, OECD, and G7 (G8). However, current international discussions on Global Electronic Commerce are initiated mostly by the United States and European Union (EU). The objective of this paper is to raise awareness creation activities in which the international cooperation is needed for promoting the global electronic marketplace in Asia. For this purpose, this paper reviews the approaches of U.S. and European countries (or European Union), and suggests an development framework on the basis of the reviews. The framework is used to analyze current issues around Electronic Commerce, and identify some fields which require coherent work among researchers in different countries.

In this article, we explored the value of interculturalism in developing the discourses of international cooperation in science education. By doing so, we interviewed four teachers who had an experience in teaching science in developing countries, and analyzed their experiences and perceptions in the lens of interculturalism and dialogue. Our analysis of teacher narratives shows the transition in the teachers' perspectives from volunteering and transmission to collaboration and learning. The transition from volunteering to collaboration occurred as the teachers learned how to meet 'the others' as themselves being strangers in the foreign context. Through intervening and colliding, teachers were able to reposition their identities as teachers. Furthermore, their science teaching practices show how the teachers tried to negotiate between the universal or idealistic value of science education and the heterogeneities formed by the country's cultural and specific situation of science education. Through these experiences, the teachers began to understand the importance of the culturally specific 'need' for science education. In conclusion, we proposed a discourse of science education collaboration based on interculturalism in terms of the diversity and complexity of science education practices in developing countries, teacher professionalism, culturally relevant pedagogy and sustainable policy.

하천의 관리 및 활용을 위해서는 하천의 유량, 수심, 유속과 같은 수리량을 측정하고 모니터링하는 것은 매우 중요하다. 이러한 수리량은 측정하는 방법은 직접 측정하는 방법과 구조물을 이용하여 측정하는 방법이 있으며, 직접 측정하는 방법도 지점 유속을 측정하여 도섭법으로 측정하는 방법, 초음파 방식 도플러 유속계를 이용한 횡단 측정방법 및 특정 수심에서 측정한 유속을 이용하여 지표유속법으로 유량을 산정하는 방법 등이 있다. 또한 '수자원의 조사·계획 및 관리에 관한 법률' 제11조제1항에 따르면 수문조사의 방법·기준 및 수문조사 자료의 처리·활용 방법 등은 표준화해야 한다고 명시되어 있다. 정부에서는 WTO의 TBT협정 등 국제규범에 대응하기 위하여 국제표준인 ISO, IEC 등에 부합하는 국가표준운영체계를 유지하기 위하여 여러 분야의 국제 표준에 대한 대응을 수행하고, 국가표준을 관리하고 있다. 그 중 유량측정과 관련된 국가 및 국제 표준은 2018년부터 환경부 국립환경과학원에서 총괄하고, 한국건설기술연구원과 한국수자원공사에서 표준관리를 위한 표준개발협력기관과 국제표준 대응협력을 위한 ISO 국내 간사기관으로 운영되고 있다. 국가표준의 유량분야(TC 113)는 4개의 세부분과위원회(SC)로 구성되어 있고, 하천에서 수행되는 유량, 수심, 유속 측정 및 측정장비의 검정, 강수량 측정기기 등에 대한 39종이 제정되고 관리하고 있다. 한국건설기술연구원에서는 유량분야의 일반사항, 하천에서의 유량측정방법 및 유량측정기기에 관한 표준을 담당하고 있으며, 유량분야의 국제표준의 개발에 관한 과업을 수행하고 있다. 본 발표에서는 한국건설기술연구원에서 관리하는 유량분야 국가표준 및 국제표준의 종류 및 현업에서 수행중인 하천의 유량 측정과 국가표준의 관계에 대하여 설명하고자 한다.

극지연구소가 최근 바쁘게 돌아가고 있다. 남극 세종기지에 이어 본격적인 남극연구가 수행될 남극 장보고과학기지가 남극대륙 남단에 세워지고 있다. 한국 최초의 쇄빙연구선 아라온호는 지금 남북극을 항해하면서 다국적인 국제협력 연구가 한창이다. 송도국제도시에는 3만5천여$m^2$의 부지에 신청사가 세워지고 있다. 이 모든 움직임 뒤에는 사업을 진두진휘하고 있는 이홍금 소장이 있다. 극지연구소의 새 비전을 제시하고 있는 이 소장을 만나 보았다.

The purpose of this study is to analyze research trends in international development and cooperation on education and to suggest directions for the Korean teachers and teacher education to achieve 'Sustainable Development Goals (SDGs).' The examination of 8 databases resulted in the identification of 2,945 studies, and 6 of these references met the inclusion criteria for systemic review. Major findings revealed that pre- and in-service teachers recognized the necessity of international development education but had a low degree of teacher efficacy. The teachers who participated in ODA education programs have experienced difficulties due to insufficient understanding of local sites and role performance. Then, a couple of studies of mathematics and early childhood education compared the Korean national curriculum and education system with developing countries'. Lastly, it is important to have a sustainable system which promotes all teachers, including retired ones, in global development and cooperation on education. For the successful achievement of SDGs, Korean teachers should develop their expertise, a deep understanding of partner countries, and stable quality education for the underprivileged.

SME have typically different financial constraints. However, small company need technological innovation in order to survive. The Purpose of this paper is to strengthen their technology innovation of Korean SMEs through international technological cooperation with the EU. This study has six chapters. Section 2 deals with the innovation force about the theoretical background for SME and Chapter 3 is innovation force and international technical cooperation in SME. Chapter 4 consist of methods. And Chapter 5 is the case study of european SMES, which attain enhancing technical innovation through the EUREKA Project. Finally Chapter 6 is discussed conclusions and implications.

This research is for analyzing current situations related to u-City world market preoccupation and to suggest effective national strategies based on the analyzing result. It is predicted that u-City world market will grow fast and it is time to prepare effective strategies for u-City world market preoccupation. Therefore, this research reviewed current policies related to u-City world market, conducted a SWOT analysis based on reviewing results, and suggested four different strategies like followings: (1) grasping continuous current situations, (2) connection within/between internal and international network, (3) international development cooperation, and (4) core technology development. This research is conducted based on literature reviews and consultation with experts. And the research result can be used for the u-City comprehensive plan.
