  • 건설업계는 비즈니스의 특성상 원 사업자와 수많은 전문건설업체의 긴밀한 상호협력으로 운영된다. 국제적 경쟁력을 갖춘 건설업체가 되기 위해서는 우수한 협력업체를 확보하는 것이 중요한데 본 연구는 협력업체에 대한 과학적인 평가시스템을 구축하기 위하여 AHP기법을 응용, 평가항목에 대한 가중치를 산정하였다. 또한 최근의 평가 데이타를 근거로 새롭게 도입한 평가시스템에 대한 타당성을 검증하였다.

A Study on the Promotion of Inter-Korean Cooperation in Natural Environment Sector - Focusing on Identifying Potential Cooperation Projects Based on Case Studies and Expert Surveys - (자연환경 분야 남북협력 증진 방안 연구 - 사례분석 및 전문가 인식조사에 근거한 잠재 협력사업 발굴을 중심으로 -)

  • This study aims to construct an ecological community and lay the foundation for sustainable development in the Korean Peninsula by promoting cooperation between the South and North Korea in the non-political and no-military natural environment sector under the rapidly changing inter-Korean relations. It analyzed South Korea's aid and international cooperation projects in natural environmental sectors in North Korea and examined North Korea's national plan and the cooperation projects that North Korea proposed to the international community to identify potential cooperation projects. It selected 15 potential cooperation projects and 6 crucial factors to be considered in prioritizing the projects through case studies and the first expert survey (five persons). The six crucial factors were i) urgency, ⅱ) linkage between North and South Korea (ecological community in the Korean Peninsula), ⅲ) contribution to sustainable development (prosperity), i) North Korea's acceptability, ⅴ) cooperation conditions and budget, and ⅵ) project sustainability. The second expert survey (14 persons) focused on prioritizing the 15 potential inter-Korean cooperation projects in line with six crucial factors. The 15 potential inter-Korean cooperation projects in the natural environment were comprehensively reviewed and scored based on the six crucial factors. The resulting priority projects were identified as follow: i) Mt. Seorak - Mt. Keumgang International Peace Park, ⅱ) support and cooperation for agro-forestry, ⅲ) joint conservation projects for internationally important migratory birds (such as Black-faced Spoonbills and Cranes), iv) inter-Korean ecotourism linkage and promotion, and ⅴ) establishment of integrated information system on leading ecosystems and biodiversity in the Korean Peninsula. The priority cooperation projects presented in this study are based on the perception of experts engaged in inter-Korean natural environmental cooperation in consideration of existing cooperation cases and conditions. For the actual implementation of these potential projects, a systematic approach, including the formation of consensus between North and South Koreas and the creation of a cooperative network with suitable partners suitable for each project's characteristics, would be needed.

  • 본고는 미 일 원자력 협력의 구체적 사례 연구를 통해 일본이 미국으로부터 원자력의 신뢰성, 투명성 확보를 위해 어떠한 노력을 해왔는가를 살펴봄으로서, 한 미 원자력 협력에의 반면교사를 도출하는 것을 목적으로 하고 있다. 특히 핵무기 비보유국으로서는 유일하게 대규모 상업적 재처리시설을 가동 중인 일본이 어떠한 과정과 방법을 통해 로카쇼무라 재처리시설의 가동을 이루어 냈는가를 고찰하였다. 아울러 1990년대 이후 미국의 핵비확산 정책에 어떻게 대응하여 왔으며, 일본의 국제적 원자력 투명성 제고를 위해 어떠한 노력을 하고 있는지를 대미 원자력협력을 통해 살펴본다. 한 미 원자력협정 개정을 준비해야 하는 우리의 입장에서 일본의 경험은 매우 귀중한 연구 자료가 된다. 물론 일본의 원자력이 기반하고 있는 상황과 조건이 우리의 그것과는 상이하다 하더라도, 일본의 대미 원자력 협력의 상세, 일본이 미 일 원자력 협력을 통해 이루어 낸 성과 등은 우리에게 소중한 반면교사가 될 것은 분명하다. 이러한 관점에서 본고는 일본의 경험이 우리에게 주는 시사점을 결론적으로 도출하고 있다.

IMPLEMENTED PROJECTS IN MONGOLIAN ARCHIVAL SECTOR WITH FOREIGN CONTRIBUTION AND THEIR RESULTS (몽골 기록분야에서의 외국의 기여에 의한 프로젝트와 결과)

  • 외국 정부가 공여한 기록관리 프로젝트를 통해 몽골 기록분야가 발전했다. 이 글은 외국의 기여에 의한 기록프로젝트의 내용과 결과를 소개한다. 몽골은 20세기에 들어와서 마이크로 필름제작을 통한 기록보존 등 외국의 발달된 기록보존제도를 성공적으로 받아들였다. 몽골민주화 이전에는 러시아와 동독의 공헌이 있었으며, 민주화 이후 일본, 중국 등으로부터 기록보존 장비를 지원받았다. 1990년대 후반 이후 정보통신기술의 미비로 인한 곤란을 겪었으며, ICA와 EASTICA에 참여하는 국제협력활동을 통해 기록관리 선진 지식과 국제표준을 접하고 이를 번역하여 기록관리 업무에 활용했다. 2006년에 한국 KOICA로부터 지원받아 디지털아카이브즈 프로젝트를 수행했다. 이 KOICA 지원프로젝트는 주로 장비를 지원했으며 외국이 지원한 몽골기록관리분야의 최대 프로젝트였다. 2010년에는 KOICA의 의회기록프로젝트가 수행되었다. 내각기록은 터키정부의 협력으로 대규모 디지털화프로젝트가 수행되었다. 외국정부의 지원에 의한 기록프로젝트는 몽골정부의 기록관리 정보화 계획과 이행으로 이어지고 있다.

Exploring Countries Eligible for Official Development Assistance Towards Global Forest Conservation Focusing on Green ODA Criteria (Green ODA 요건에 따른 산림 분야 공적개발원조 대상국 탐색)

  • While deforestation and forest degradation has continued globally, global society has been making efforts to prevent deforestation towards sustainable development. Reforestation in developing countries is linked to Sustainable Development Goals (SDGs) such as climate change mitigation, conservation of biodiversity, eradication of poverty and upholding of human rights. Forest official development assistance (ODA) restores the global forest land, and increases the public benefit. Bilateral forest ODA projects of the Republic of Korea have gradually increased and most of those projects have currently been concentrated in Asian countries. Selecting recipient countries for forest ODA requires more comprehensive approach since the global goals for sustainable development has been widely adapted to ODA strategic plans. We proposed potentially promising countries that are eligible for receiving 'Green ODA' in perspective of economic, social and environment to implement reducing emissions from deforestation and degradation (REDD+), conserving biodiversity, and combating desertification. As a result, the study suggests that forestry cooperation could be expanded from Asian countries more toward South America and African countries. In addition, we emphasized the need to promote convergence and integration with green technology to fundamentally solve the negative impacts of deforestation such as food, energy, water resource shortages, and forest fires. We advocated expanding bilateral ODA in the forestry sector through diversification of project activities, financial sources, and participants. Our study can contribute to the provision of basic information for establishing long-term strategies to expand bilateral cooperation in the forestry sector.

Study on the Criminal Information System of Police Cooperation Organization between European Nations (유럽의 국가간 경찰협력기구의 범죄정보시스템에 관한 연구)

  • This study is about the criminal information system of police cooperation organization between European nations. The criminal information system of police cooperation organization between European nations is the organization created by the sign of the Europol convention in 26 July 1995 and the effectuation in 1 October 1998 for European nations' cooperative confrontation with frequent international terror, international organization crime, drug trafficking, illegal immigrant smuggling, and other critical crimes. From the beginning, this organization established the criminal information system for overcoming the working limits of previous international police organization. This system consists of information system, work file, and index system and enables every national unit or other law enforcement agents to collect, exchange, and utilize the information. Additionally, it try to keep in step with the rapidly change time, such as the integration with CMS, the establishment of correspondence system against cyber crime, and the introduction of biometric database. The criminal information system of the Europol gives important suggestions to the police cooperation organization between nations, besides prevention and suppression against the international crimes in Europe.

Designs for Self-Enforcing International Environmental Coordination (자기 강제적인 국제환경 협력을 위한 구상)

  • The paper presents game theoretic models for self-enforcing coalition formation in order to sustain effective international environmental agreements(IEAs). The model analyzes how the intrinsically strategic nature of a government's environmental policies(the emission allowance standard) calls for rules to sustain an IEA. Focusing on the recent theoretical developments in the infinitely repeated game, the paper introduces some mechanisms to show how self-interested sovereign countries are cooperatively able to maintain an IEA rather than defect to initially profit at the expense of a pollution heaven later on. For a more realistic case needed to sustain an IEA, an optimal international environmental policy with both signatories and non-signatories under imperfect monitoring is also explored. In this extension of the model, the derivation process for a critical discount factor, a trigger price level and the length of punishment period is briefly discussed.
