국제해사기구(IMO) 제52차 NAV 회의에서 처음 소개된 e-Navigation은 그동안 국제항로표지협회(IALA), 국제수로기구(IHO), 국제통신연맹(ITU) 및 국제전기표준위원회(IEC)에서 많은 정책과 기술사항이 검토되어 왔다. 본 논문에서는 IALA e-NAV 제8차 기술위원회('10.9.20-24)에 참석하여 관련 국제기구에서 진행중인 e-Navigation 추진현황과 동향을 파악하여 앞으로 우리나라의 대응방향을 논하고자 한다.

Recently, bemuse of extensive use of hydrographic information, interoperability of Marine Geographic products is very important for efficient use of geographic information systems. Open GIS Consortium(OGC) developed the Open Geodata Interoperability Specification(OpenGIS) to support the interoperability in the distributed environment, especially Geography Markup Language(GML) Implementation Specification. Geography Markup Language is an XML grammar written in XML Schema for the modelling, transporting, and storing of geographic information GML provides a variety of objects for describing geography including features, coordinate reference systems, geometry, topology, time, units of measure and generalized values. S-57 is currently the IHO standard for the exchange of digital hydrographic data. To date, it ms been used almost exclusively for encoding Electronic Navigational Charts(ENCs). Even though, S-57 is intended to support all types of hydrographic data. In order to meet this requirement, a new standard is being developed. GML will be the core encoding rule of IHO's new standard. But there has been no study that tried to develop the GML for ENC that are recognized as base mop in the Marine GIS. This paper presents the process and results on development of application schema for converting ENC into GML.

IHO S-57 is the standard intended to be used for the exchange of digital hydrographic data between hydrographic offices, and for the distribution of hydrographic data to manufacturers. mariners and other data users. But it was primarily developed to meet the ENC requirement called for in an IMG-compliant ECDIS. As presently structured, it cannot support .future requirements such as gridded bathymetry or time-varying information. To improve this limitations, IHO is developing new digital hydrographic standard, S-100. In this paper, we analyze the S-100 standards and propose the method for development of digital hydrographic data according to S-100.

International Maritime Organization made International Convention for the Safety of Life at Sea to require all ships to carry official charts, both paper and electronic, and is especially encouraging the use of Electronic chart display and information system (ECDIS). Recently, the argument that all Electronic Charts(ENC) displayed in ECDIS should be distributed through Regional ENC Coordinating Center is being raised within the IHO. The use of ECDIS was generalized, but the existing two RENCs in Europe are thought to be not enough. Especially, East Asian region, due to its rapid growth in economy and marine traffic, RENC is found necessary. This research establishes the legitimacy and strategy of East Asian RENC by defining the roles of RENC based on the IMO ECDIS Mandatory Carriage Requirement and RENC operation status through suggesting a "Phase-In" RENC model, which was built upon the strategy of East Asian Hydrographic Commission(EAHC).

삼면이 바다로 둘러 싸인 우리 나라에서 해양 개발 이용에 관심은 1960년대에 싹 트기 시작하여 기존 해양 조사 연구기관인 수산진흥원 및 수로곡이 주축이 되어, 한국 해양 과학 위원회 의 창립 쿠로시오 국제 공동 조사의 (1965∼1969)의 참가 그리고 서 울대학교 해양 학과의 탄생 등 대전환 기를 맞아 급속도로 발전 하였다. 1970년대에 해양 연구소가 발족되고 지금은 해양 전공학과가 십여개 과로 늘어나 해양 전문 고급 인력의 양성도 비약적으로 증가하였다. 한편 정부는 1989년에 해양 개발 기본 법을 제정하는 등 해양 개발에 박차를 가하는 등 큰 관심을 쏟고 있다. 그러나 해양 조사 연구에 대한 국가적인 투자 확대에서 불구하고 해양개발 이용을 위한 해양학 써비스 업무는 별로 향상되지 못하고 있으며, 국내 각 기관간의 상호 협력도 제대로 이루저지 지 못하고 있으며, 또 해양전문인력의 양성의 의의조차 정립하지 못하고 있는 것이 현 실이다. 이러한 시점에서 보다 효과적인 해양학 써비스 체제를 확립하기 위해 해양조 사연구의 현황을 분석하고 앞으로의 과제를 제시하는 것이 매우 큰 의의를 갖는다고 사료하는 바이다.

Use of the Object Catalogue for ENC(UOC) which can be important reference to encoding detailed attribute for ENC has been prohibited to the revision. Recently new edition is developed through the discussion of IHO TSMAD working group, therefore, it is expected to have a effect to production systems, encoders and ECDIS OEMs. In this study, revised UOC was analyzed and compared to previous documents. In conclusion, the effects to the related systems, encoders and OEMs, and their implecations are drawn from that.

The most important thing for the national GIS development is considered to be the standardization, especially the development of the standard coding scheme for the GIS features and attributes. The comparative study on those of the several international transfer standard is, therefore, very meaningful. In this paper we analyzed the features and attributes coding catalogue for the three different exchange standards; SDTS, DIGEST and SP-57. And also the new coding scheme is proposed as the unified standard frame to be used for all the GIS related application and the digital product.
