국제선급협회 선박 사이버복원력 규정 분석 및 대응방안

  • 국제선급연합회(International Association of Classification Societies: IACS)에서는 2022년 선박 및 기자재시스템 사이버 복원력 달성을 위한 공통규칙 UR E26, E27을 발행하였으며, 이 규정은 2024년 1월 이후 건조 계약되는 선박에 의무적으로 적용될 예정이다. 현존선의 경우, OT 시스템 네트워크 변경 및 사이버보안 기능을 신규 구현하기가 어렵기 때문에 사이버 위험관리에 한계가 있으나, 본 규정을 통해 신조선 건조 단계에서 설계 보안 (secure by design)을 고려한 선박 사이버 복원력 네트워크 및 기능 구현이 가능하다. 사이버복원력 생태계가 잘 형성되기 위해서는 선주, 조선소, 제조사, 선급 등 주요 이해관계자의 역할이 중요하며 향후 다양한 프로젝트를 통한 사이버복원력 체계 내재화, 재직자 사이버보안 역량 강화, 선박 사이버안전 기술 지속적 연구가 필요하다.

선박검사기관의 품질경영과 ISO 9000 : 2000 패밀리 규격의 고찰

  • 최근 품질경영 활동이 조직과 국가의 경쟁력과 전략적 우위를 결정하는 핵심역량이 되고 있다. 선진 선박검사기관도 국제선급연합회(ACS)의 요구사항에 따라 내부품질경영체제를 구축하여 운영하고 있다. 이에 본 연구에서는 선박검사기관의 품질경영 활동과 선박안전의 관계를 살펴보고 최근 개정된 ISO 9000 : 2000 패밀리 규격의 고찰을 통해 해운,수산 및 조선업체의 시스템 전환에 다소나마 도움을 주고자 하였다. 본 연구에서는 선박검사기관의 품질경영 활동이 선박안전 향상 기여에 밀접하게 연관되어 있으며 이러한 사항을 충족하기 위해서는 품질경영 활성화가 중요함을 알 수 있었다.

  • This study analyzes the requirements for international standardization by studying the approach to international standardization of equipment and bulk materials in the offshore oil & gas industry, and describes the prioritization of standardized equipment and the result of standardization in the first stage. Currently, international standardization activities can be classified into three activities. First, international standardization activities of bulk materials led by three major domestic shipbuilders, second, JIP33 equipment standardization activities led by IOGP, and finally, And standardization activities of UEJIP equipment centered on classification society. This study classifies various international standards applied in the offshore oil & gas industry, and introduces the activities of standardization activities of class-leading equipment and actual application examples.

  • For the application of fuel cell systems on ship which is future eco-friendly ship technology, it is need that the modification of relevant laws and regulations with relevant technical development. This paper reviews the trend of fuel cell development, SOLAS and IACS UR/UI as a international regulations, international standardization trend such as IMO MEPC, IMO BLG and major classification rules, the consideration for the standard development of ship fuel cell systems, the implications for application of fuel cell systems on ships in Korea. The IGF Code which is developing in the IMO included fuel cell, and thus Korean government and related company should participate in the codification. The analysis of development of IMO's relevant regulations also needed for the preparations.

A Study on the Effect of Ice Impact Forces on an Ice-Strengthened Polar Class Ship After a Collision with an Iceberg (빙산과의 충돌 시 충격 하중이 극지운항선박의 내빙 구조에 미치는 영향에 관한 연구)

  • Shipping activities have become possible in the Arctic Ocean due to melting ice by global warming. An increasing number of vessels are passing through the Arctic Ocean consequently bringing concerns of ship-iceberg collisions. Thus, most classification societies have implemented regulations to determine requirements for ice strengthening in ship structures. This paper presents the simulation results of an ice-strengthened polar class ship after an iceberg collision. The ice-strengthened polar class ship was created in accordance with the Unified Requirements for a Polar-Ship (IACS URI). An elastic-perfect plastic ice model was adopted for this simulation with a spherical shape. A Tsai-Wu yield surface was also used for the ice model. Collision simulations were conducted under the commercial code LS-DYNA 971. Hull deformations on the ice-strengthened foreship structure and collision interaction forces have been analysed in this paper. A normal-strength ship structure in an iceberg collision was also simulated to present comparison results. Distinct differences in structural strength against ice impact forces were shown between the ice-strengthened and normal-strength ship structures in the simulation results. About 1.8 m depth of hull deformation was found on the normal ship, whereas 1.0 m depth of hull deformation was left on the ice-strengthened polar class ship.
