National Policy and Status on Management of Spent Nuclear Fuel (사용후 핵연료 관리 정책과 국제 동향)

  • At the end of 2005, 443 nuclear reactors were operating in 32 countries worldwide. They had provided about 3,000 TWh, which was just over 16 percent of global electricity supply. With the generating capacity of 368 GWe in 2004, the spent fuel generation rate worldwide, now becomes at about 11,000 tHM/y. Projections indicate that cumulative amounts to be generated by the year 2020, the time when most of the existing NPP will be closed to the end of their licensed lifetime, may be close to 445,000 tHM. In this regard, spent fuel management is a common issue in all countries with nuclear reactors. Whatever their national policy and/or strategy is selected for the backend of the nuclear fuel cycle, the management of spent fuel will contribute an impending and imminent issues to be resolved in the foreseeable future. The 2nd Review Meeting of the Contracting Parties to the Joint Convention was held in Vienna from 15 to 24 May 2006. The meeting gave an opportunity to exchange information on the national policy and strategy of spent fuel management of the Contracting Parties, to discuss their situations, prospects and the major factors influencing the national policies in this field and to identify the most important directions that national efforts and international co-operation in this area should be taken. In this paper, an overview of national and global trends of spent fuel management is discussed. In addition, some directions are identified and recent activities of each Member States in the subject area are summarized.

  • This study is about the actual condition of forest devastation in North Korea and the cooperative plan between South and North Korea for the restoration. In other words, it aims to derive policy implications for 'forest restoration' from the phenomenon of severe forest devastation in North Korea. It is because forest devastation in North Korea causes floods, droughts, and soil losses on the Korean Peninsula, adding to food shortages, and assuming that the future unification of the two Koreas, the cost of forest restoration in North Korea will increase environmentally and economically. Therefore, this study derives policy implications by examining the causes and conditions of forest devastation in North Korea and comparing the differences and commonalities of forest policies in South and North Korea through analysis of forest policy strategies in North Korea.

Water Education for Public Servants of Developing Countries in the post COVID-19 world (포스트 코로나 시대, 개도국 공무원 대상 물 교육)

  • After the COVID-19 pandemic, hand hygiene has become more important to prevent and reduce infection. To manage and provide water to ensure safe handwashing, water governance and the role of public servants are also getting critical. Many organizations have given their priority to capacity building of public servants. In the Strategic Plan for the ninth phase of the Intergovernmental Hydrological Programme (2022-2029), 'Water education in the Fourth Industrial Revolution' is included as a priority. In Korea, ODA in the field of water and sanitation is emphasized in Korea's 3rd Mid-term Strategy for Development Cooperation (2021-2025). Also, KOICA and various water-related organizations have been organizing water education programs for developing countries. This study presents the direction for water education for public servants in developing countries in the post COVID-19 through the education program cases of the International Centre for Water Security and Sustainable Management established by the agreement between the Korean government and UNESCO in 2017. The study suggests that water-related organizations should cooperate with each other to prevent duplication of water education contents. It also suggests that blended learning should be actively utilized for the improvement of education program effectiveness. Lastly, the study emphasizes that education demand for the water technologies related to the fourth industrial revolution and smart water management is increasing, which should be considered when water-related organizations create online content or design education programs.

A Study on the Implementation Level and Improvement of Incheon Strategy of Korea (한국의 인천전략 이행수준과 개선방안 연구)

  • The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

  • 기후변화에 따른 재해의 발생빈도 및 규모가 전 세계적으로 증가함에 따라 국제사회의 지원 확대와 함께 우리나라 또한 국제원조에 대한 관심과 지원이 짧아지고 있다. 따라서 원조 대상국가 실정에 맞는 재난지역 선정과 지원방안 마련이 요구되고 있다. 본 연구에서는 재난관련 원조 대상국가들 중 베트남 지역에 대한 재해 취약지역 선정과 그에 따른 지원방안에 대해 분석하였다. 베트남의 재해자료를 수집 및 분석하여 태풍, 돌발홍수, 홍수 및 범람에 대한 각 지역별 피해 이력자료를 구축하였고, 재해 사상별 피해유형들에 대한 현황을 지역별로 조회하여 통계 결과를 제공하기 위한 항목들로 제시하였다. 제시된 항목들에 대한 평가를 통해 베트남의 잠재적 재해 취약지역을 선정하였고, 선정된 취약 지역에 대한 기술적 지원방안을 수립하였다. 또한 우리나라의 현실이 고려된 전략적인 지원체계와 로드맵을 제시하였다. 이를 통해 도출된 결과는 추후 개발도상국의 취약지역 선정 및 지원방안을 수립하고, 장기적인 차원의 경제협력 방안을 구축하는데 큰 도움이 될 것으로 기대한다.

The Global Empathetic Society in Cyber Space (사이버공간과 글로벌 공감사회)

  • This study attempts to analyze the critical issues of globalization and present an alternative framework that places ICT in the function of development in comparative perspective. To adjudicate the controversies concerning the effect of developmental factors, it examines the determinants of global trend that leads to the comprehensive mechanism of ICT and cultural residues. The advent of the global community in cyber space requires a new balancing point by the mode of communication and culture among all societies and operation with decentralized authority. This interdependence, by providing diverse network structures and participating in cyberspace, includes the power shift from the dynamics of international relations with voluntary collaboration and brings some important implications for a global empathetic society.

  • From the late 20th century, rapidly progressing information communication technology and spreading Internet all over the world cause many reverse functions when there is a conversion into the new information society. One of them is cyber terrorism as cyber crime. Cyber terrorism gradually has had a serious problem in the national security as well as the domestic aspects. Therefore, this study looked into the present condition of cyber terrorism, discussed its prospect, and sought the efficient national countermeasure methods against cyber terrorism by comparing other countries' countermeasure systems currently.

New Middle Powers' ODA: Korean Aid Strategy for Economic Infrastructure and Production Sector Building (신흥 중견국가의 공적개발원조: 한국의 경제 시설 및 생산 분야 중점지원 전략)

  • This paper examines middle powers' ODA policy in the post cold war era and discusses its implication for Korean aid strategy. Middle powers' ODA has been more successful than that of super powers in promoting donors' positive images and in stimulating recipient countries' development. Middle powers tend to pursue multilateral solutions to international problems often by taking a mediator role, and their ODA policies set them apart from the great players in international politics. Middle powers' ODA is primarily aimed at reducing poverty and protecting human rights in least developed countries where humanitarian aid needs the most rather than promoting donors' interests. Also, middle powers have provided bilateral untied aid in the sectors of food aid and emergency relief and steadily devoted about 0.7% of their gross national income to ODA. Meanwhile, Korea as an emerging middle power and a new donor has been implementing its own aid strategy under the name of the Korean development model since the post cold war period. The Korean ODA was not successful in building donors' positive images by simply following the short term strategies of US and Japan. Yet, its ODA policy has been quite effective in sustaining local development by creating specific niches in which the country can specialize in. In specific, Korea has focused on developing the sectors of information and communication technology and industry energy in recipients' countries by maximizing its comparative advantage.

A study on the effect of managers' innovation orientation, technological innovation capability and organizational capability on corporate innovation behavior (중소기업의 전략적지향성, 기술혁신역량, 조직역량이 기업성과에 미치는 영향에 관한 연구)

  • Although Companies are forming cooperation and networks with various companies such as technology and R&D, but it is urgently necessary to secure multiple competencies of companies that can effectively adapt. This study investigated the effects of corporate strategic orientation, technological innovation capability, and organizational capability on corporate performance targeting SMEs located in the Daegu area. The survey was conducted from September 1 to November 30, 2021 for employees of Daegu companies, and a total of 183 cases were used for the final analysis. Looking at the results of the analysis, as a result of multiple regression analysis on Daegu companies, it was found that the strategic orientation, technological innovation capability, and organizational capability of managers, all independent variables, had a significant positive (+) effect on corporate performance. It can be seen that efforts should be made to improve education and R&D according to various competency bases and innovations because of the large impact on the manager's mind, the company's core technical competency, and the company's organizational performance. This study aimed to understand the importance of corporate strategic orientation, technological innovation capability, and organizational capability on corporate performance targeting relevant SMEs that can have a significant impact on national and regional economies.

Holistic Hierarchical Approach to Integrated Water Resources Management in the Tumen International River (두만강 국제하천 통합수자원 관리를 위한 포괄적·단계별 접근방안)

  • The Tumen River basin is relatively small(${\approx}33,000km^2$), it has many potential conflicts between the riparian countries. Especially, until recently, it could have not drawn the socio-potitical attention from its central governments because of the geopolitical unique characteristics as edges of mainlands. since 1990's the various plans have been suggested for resolving the problems in this area as an international attention from, e.g UNDP, began to be given. However, the international cooperative structure has not been established in systematic way which has paramount importance. In the research, based on the problems identified in the previous paper, the necessities for independent unit, so called 'Tumen River Watershed Management Commission' were suggested for holistic and hierarchical resolution in accordance with integrated management and international river based on 'limited territory sovereignty' which is a general principle in international river management. For this purposes, hierarchical problem solving approach which consists of 3 phases were developed. They include major objectives and behavioral guidelines for achieving equity between riparian countries based on international cooperation and integrated watershed management as fundamental concept. In conclusion, rational plan for future water use, management and primary framework of Tumen River for international cooperation were composed and strategic approach for the North-East Asian community foundation was suggested.
