The value chain of a country is achieved in cooperation with other countries. Accordingly, the international technical cooperation in the field of R&D is known to be one of the innovation strategies. But the efforts on research in the international technological cooperation is lacking in Korea. Europe expects technological progress in the industrial area in order to create employment in the near future but Science and Technology Research should also create this endeavor for the future. EU recognizes that the current trend of scientific and technological research will have a negative impact on future job creations in Europe. Therefore EU has developed the 2020 strategy. The purpose of this paper is to seek the technological cooperation policy especially on the basis of the EU's 2020 strategy. In accordance with the results of this paper, our government will pursue future EU FP 8 policy to be developed on the basis of EU's 2020 strategy.

The process of international technical cooperation is quite complex. If the complexity is reduced and mirrored as a simple model, it could be of great assistance to government agencies and staff to support international technical cooperation. The purpose of this paper was to develop the underlying process model in international technical cooperation in the evaluation phase. The paper provides in the second chapter the theoretical background for developing a process model. In the third chapter, the features and the practical model of the evaluation phase are presented. Chapter four presents a case with substantial empirical analysis of the development model. EU FP7th as a case study was examined in the hindsight of international technical cooperation in the evaluation process. The concluding, chapter five, presents the limitations and future research directions. The results show that a new phase can be analyzed on the level of the evaluation step. The limitation of this study was that the empirical study consists of a single case study only. In the future, it will be necessary to study the sub stages of other steps in international technological cooperation.

최근들어 기후변화와 자원부족이 현실적 위협으로 등장하면서 에너지와 환경문제가 국가경제의 미래를 결정하는 주요변수로 부각되고 있다. 이는 환경이 경제성장의 제약요인이 아닌 지속성장을 가능하게 하는 새로운 기회요인으로 전환되었음을 의미한다. 이러한 이유로 미국 EU 일본 등 선진국들은 녹색시장을 선도하기 위해 자신들의 국력을 집중하고 있다. 우리나라는 고유가로 인한 자원부족과 기후변화 위기를 극복하기 위하여 미래지향적인 저탄소 녹색성장을 새로운 국가비전으로 제시(815 경축사)한 바 있으며, 녹색성장은 신성장동력과 일자리 창출을 주도할 수 있는 신국가발전 패러다임으로 자리잡았다. 이에 따라 에너지분야의 국가정책을 주도하기 위한 일환으로 그린에너지기술의 국가별 협력체계 구축을 통해 에너지기술개발 대안 수립이 필요하다. 우리는 선진국과 기술수준을 비교할 때 상대적으로 기술개발 후발자(follower)로서, 효과적으로 그린에너지기술을 개발하기 위해서는 선진국과의 국제협력이 현실적인 대안이라고 할 수 있다. 본 연구에서는 AHP기법과 SM기법을 복합적으로 활용하여 12대 그린에너지기술의 국제협력을 위한 영향요인 발굴 및 평가에 적용하였고, 각 기술별 전략품목에 대한 평가를 통해 국제협력 우선순위를 산정하였다. 영향요인으로는 국제협력유형, 기술개발 시급성, 기술수준, 시장성, 수출성을 고려하였으며, 평가결과는 CCS가 가장 높은 것으로 나타났다. 다음으로 그린카, 전력IT, IGCC가 상위권 그룹에 속하는 결과를 도출하였다.

우리나라는 원조를 받는 수원국에서 원조를 주는 공여국로 성장한 최초의 국가이며, 경제력 신장에 따라 국제사회에서의 국가 위상 역시 크게 높아 졌다. 한국에 대한 국제사회의 기여요구가 증가함에 따라, 우리나라는 2009년 경제협력개발기구(OECD) 개발원조위원회(DAC)에 가입하여 국제사회에서의 영향력을 확대하고 있다. 한국의 국제개발원조는 한국국제협력단(KOICA)을 통해 대부분 이루어지고 있으나, 그 범위가 넓어 실질적으로 농업부분의 원조는 2009년의 경우 250억 내외로 전체 지원금의 6.8-8.8% 미비한 실정이다. 따라서 농림수산식품부는 농업부문에 특성화된 국제협력사업을 추진함으로써, 첫째, 수혜국의 농업 농촌개발과 농가소득 증대에 따른 빈곤문제 해결은 물론, 둘째, 아국의 해외농업개발 및 해외농업자원 개발에 힘쓰고 있다. 이러한 기본방향은 우리정부가 해외농업개발 및 농업자원 확보의 중요성을 인식하여, 적극적인 민간참여하에 기업, 대학, 연구소 등의 컨소심엄 구성에 의한 사업추진을 유도함으로써 지원국과 수혜국 등 양국 모두의 이익을 추구하는데 목적이 있다. 따라서 동국대학교 ODA사업은 아시아 중점 협력국인 베트남의 달랏 (Dalat)지역을 대상으로 농업시설 및 기술지원 사업을 수행하고 있다. 베트남은 외국과의 경제협력에 노력을 기울이고 있으나, 현재까지 도 농간 심각한 경제적 불균형과 농촌빈곤 문제를 해결하지 못하고 있다. 그러나 베트남 달랏은 농업 환경여건이 원예 특용작물 생산에 적합한 지역이므로, 고부가가치 농산업의 특성화를 통한 베트남 농업 개선사업의 모델을 제시할 수 있는 적지이다. 본 사업은 베트남의 특성화된 고부가가치 작물 연구 및 생산지원, 한국 농기업과 연계한 베트남 원예 특용 농업유전자원의 지속적 확보와 이용, 국내 농산업관련기업의 해외시장 개발 등을 목표로 하고 있다. 이러한 협력과 지원으로 베트남의 경제적 기술적 발전과 경제구조의 회복을 유도하고, 도 농간의 균형발전을 통한 저개발국가의 경제발전모델을 제시할 수 있을 것으로 기대된다. 또한 한국의 해외 농업유전자원의 지속적 확보 및 이용, 대외 이미지 제고와 외교력 강화, 경제협력 강화와 국내 농산업 관련기업의 발전 및 해외 진출 확대, 국제회의 및 협상에서의 아국의 입지강화 등에 기여할 수 있을 것으로 기대된다.

17,508개의 도서로 이루어진 군도국가 인도네시아의 지리적 기후적 특징을 소개하고 그와 관련된 현지 인도네시아의 해사안전체계 현황과 실태를 설명하고 있다. 최근 인도네시아 정부는 호주 및 일본과의 해상운송분야의 안전성 제고를 위한 국제협력사업을 수행중이거나 수행하였으나 아직까지 해사안전관리 체계가 국제적 표준에 미치지 못하는 실정임에 따라 이를 보완하기 위한 노력의 일환으로 IMO협약 비준을 통한 해사안전규정의 강화와 아울러 Navigation Aids 설치 확대 및 전자해도개발 등 해사안전관리체계의 선진화를 시도함과 동시에 선진국을 상대로 자금지원과 선진화된 기술이전을 위한 국제협력의 문을 개방하고 있다. 이에 부응하여 조선 및 해운분야의 선진국인 우리나라가 인도네시아 정부와 해사안전분야의 활발한 국제협력을 통하여 우리나라 조선 및 관련 기자재 산업의 인도네시아 진출을 위한 새로운 계기를 만들어야 할 것이다.

International research cooperation is emerging as one of the strategies for improving research performance. Therefore, in this study, through the analysis of research reports on the theme of international research cooperation, the subject and issues of international research cooperation were identified and the characteristics of these studies were confirmed. To this end, related report data were constructed, statistical data analysis and big data analysis of the data were performed. Considering the current international research cooperation network, it is necessary to conduct international research cooperation centered on developing countries while paying attention to the increase in China's proportion of international research cooperation. Second, it is necessary to emphasize the importance of international research cooperation in various countries, including developing countries, in that the interdependence of research between countries increases and the citation index of actual joint research is higher. Third, it can be seen that the subject field in which international research cooperation can be activated may vary depending on the type of support project. Therefore, it suggests that in order for international research cooperation on more diverse topics to be carried out, projects supporting them must also be diversified.

For a successful international technical cooperation through the government has tried many alternatives. However, international technical cooperation through international exhibitions Activation did not occur yet in our country. In this paper, accompanied by the Germans in 2009 states "Year of Korea" through the international technical cooperation to enable the policy to run the case study suggests implications for the government to find us through the aims of the study. For this paper, the researchers direct 20 to 30 April 2009 Hannover Messe, Germany Visit, officials and Interviews were conducted with officials. This paper consists of five chapters is the total. Chapter 2 describes the characteristics for Hannover Messe and Chapter 3 of 2009 "Year of Korea" was through a case study. Chapter 4 Messe Hannover, Germany, examined through the results and outcomes Section 5, we derive policy implications.

The purpose of this study is to find out the policy implications regarding the EU FP and EUREKA which consist of the main parts in the midst of the international technological cooperation with EU region that our government is implementing. This study consists of five chapters in all. The present situations of the international technological cooperation in EU region were investigated in chapter two. Successively, the theoretical background regarding the policy implications for the international technological cooperation in EU region was provided in chapter three. As the theories establishing the bases at this point, there are network and transaction cost theory. The research methods were provided in chapter four, and through the policy case study of our government's international technological cooperation in EU region, the theoretical establishment developed in chapter three was carried out in chapter five. Subsequently, conclusions and suggestions were drawn in chapter six.
