보다 깨끗한 환경에서 살고 싶어 하는 인류의 욕구가 육상의 대기 배출물뿐만 아니라 선박까지도 보다 깨끗한 배기를 요구하기에 이르렀다. 이러한 요구에 부응하여 IMO(국제해사기구)뿐만 아니라 EU(유럽연합)과 미국 등에서 규제를 이미 시작하였거나 시작할 예정이다. 또한 많은 선급에서도 약 10년 전부터 자발적인 규칙을 도입해오고 있다. 그리고 스웨덴은 인센티브제를 오래 전부터 적용해오고 있다. 이러한 규제, 선급 규칙 및 인센티브제는 질소산화물, 황산화물 및 입자상물질 배출에 제한을 가하는데, 황산화물 및 입자상물질 배출 제한은 간접적으로 연료유에 함유되어 있는 황 함량 규제를 통하여 하고 있거나 하려고 한다. 여기에 이러한 규제, 선급 규칙 및 인센티브제에서 가하고 있거나 가할 예정인 선박 디젤기관 연료유의 황 함량 규제에 대하여 간략하게 소개한다.

인터넷과 정보통신기술을 배경으로 한 전자상거래 확산은 유례가 없을 정도의 빠른속도로 이루어지고 있다. 특히 XML이 W3C의 공식 표준으로 공식화 된 이후, XML의 확장성, 호환성, 정보의 구조화와 같은 장점으로 XML은 전자상거래 프레임워크의 새로운 페러다임이 되었다. 이러한 XML 전자상거래 프레임워크로는 xCBL을 필두로, eCo 프레임워크, cXML, BizTalk, ebXML등 많은 국제 표준이 있다. 그러나 이러한 다양한 프래임워크들은 메시지규칙에 대한 정의와 전송 프로토콜 정의, 비즈니스 프로세스의 수평적 통합만을 고려하고 있다. 즉 비즈니스 객체간의 상호작용을 위한 일반된 표준을 제공해주지 못하고 새로운 비즈니스 상대자가 등장할 경우 새로운 규칙을 설정해야 하는 부담을 해결하지 못한다.본 논문에서는 ISO/IEC 11179에 기반을 둔 MDR(Metadata Registry)를 이용한 MDR 기반하이브리드(Hybrid) 프레임워크 (Framework)를 제안한다 본 하이브리드 구조의 프레임워크를 통하여 기존의 수평적 관계의 프레임워크가 갖고 있는 비즈니스 프로세스 및 메시지 규칙의 문제점들을 해결할 수 있다.

최근 독서 장애인을 위한 국제 디지털 음성 도서 표준인 DAISY를 통해 장애인의 고등 교육을 위한 연구가 활성화되고 있으나 그림이나 수식과 같은 특수요소는 음성도서로 만들어 활용하기 어렵다. 이를 위해, 본 연구에서는 중학교 교과과정에 포함된 내용 MathML 엘리먼트에 대한 한글 독음 규칙을 정의하였다. 또한, 정의한 한글 독음 규칙에 따라 내용 MathML로 표현된 수식을 독음 텍스트로 변환하는 프로그램을 XSLT로 구현하였다.

해양수산부(장관 윤진숙)는 위험물의 분류기준을 국제기준과 동일하게 적용하고 위험물질 운송에 따른 안전성 제고를 위해 "위험물 선박운송 기준"을 개정하여 시행한다고 밝혔다. 개정된 기준은 국제적으로 적용되는 "국제해상위험물규칙"(IMDG Code)의 최근 개정내용을 반영하고, 위험물 및 화물구역의 종류별 방화장치 요건을 강화하여 위험화물로 인한 선박의 화재 및 폭발 사고가 감소될 것으로 기대된다. 특히, 위험물 운송 용기를 용기의 종류, 재료 및 형태별로 구분하고 외관, 구조 및 성능검사로 세분하여 위험물 용기 검사체계를 효율화함으로써 민원인의 편의를 도모하였으며, 또한, 국제기준에 따라 자동차를 일반선박이나 컨테이너에 수납하여 운반하는 경우 위험물로 분류되어 위험물수납 검사대상이 된다. 본 고에서는 "위험물 선박운송 기준" 일부 개정(안)에 대해 살펴보도록 한다.

Recent advances in computer technology have brought more dependency on software to railway signalling system. While much efforts have been reported to evaluate embedded software safety for railway signalling systems, not so much systematic approaches to evaluate software safety testing. In this paper, we propose a adaption of automatic software testing tool in terms of the design & coding standard for railway signalling system. The test items for the design & coding standard suggested in this study related international standards and MISRA-C. It is anticipated that it will be greatly helpful for the evaluation on the software for railway signalling system.

The Korean Commercial Arbitration Board (KCAB) recently revised its International Arbitration Rules in a way that reflects its efforts to advance its procedures, leading directly to improved competitiveness as an arbitration institute. Apart from certain limitations, the KCAB's international arbitration rule revision introduced several new arbitration mechanisms, including fast-track arbitration and an empowered administrative office. The International Chamber of Commerce (ICC) released a revised set of arbitration rules (ICC Arbitration Rules), which have been said to be probably the most consulted-on arbitration rules ever. Even though the changes codify existing ICC court practice and add to the 1998 rules only provisions felt necessary in light of input from the users of arbitration, some of the changes will have huge implications for future aspects of arbitration mechanisms, especially those of KCAB. Although it remains to be seen what impact the ICC Arbitration Rules will have in practice, the new rules have been well received by the arbitration community and represent a modern set of provisions consistent with the current needs of the users of international arbitration. That is why, here in the Korean arbitration environment, further research is needed on the possibilities of introducing several elements of the revised ICC Arbitration Rules to improve the speed and cost efficiency of international arbitration.

In this paper, unified requirements of IACS on longitudinal strength of ships are investigated using nonlinear wave loads analyses under short term irregular waves. Also, analyses on IACS wave data were carried out for the purpose of presenting the guideline for future use. While keeping theoretical consistensy, the rule requirements for horizontal shear force, bending moment and torsional moment are newly proposed for the ships of large deck openings bases on the calculation results for 17 sample ships. The requirements for side shell hydrodynamic pressure are also presented. All the calculated results are compared with other Societies and present KR rules. These formula will be checked when corresponding requirements of structural scantling are determined.

In this paper we propose a collision risk decision system for collision avoidance system A collision avoidance system carries out collision avoidance based on collision risk of unknown obstacle. In the traditional researches, using DCPA and TCPA for calculating the collision risk has problem that they produce a same collision risk for ship which located in the given distance. The solves the problem we use DCPA, TCPA, and VCD for calculating collision risk. A proposed system has two advantages that is produce more detailed collision risk and reflects the international Regulations for Preventing Collision at Sea.

Recently, many international arbitration institutions have responded to the business requirements of their users and have revised their rules to enhance the time and cost efficiency. Korean Commercial Arbitration Board (KCAB) revised the international arbitration rule in 2011, introducing new arbitration mechanisms like the expedited procedure. Also other Asian arbitration institutions introduced the expedited procedure in their international arbitration rules. Now expedited procedures are regarded as a very attractive system in the field of international arbitration. Accordingly, this paper reviewed the expedited procedures of four Asian countries, including China(CIETAC), Hong Kong (HKIAC), Singapore(SIAC) and Korea(KCAB). The purpose of this study is to find out meaningful implications to improve the Korean system. Based on this review, some recommendations are suggested as follows. First, the scope of the expedited procedure has to be adjusted upward than the current 200 million won. Second, there should be a fee schedule only for the expedited procedure. Third, in case of small amount international disputes, written examination should be more used in the expedited procedure. Finally, KCAB should make strong efforts to improve the awareness and usage of the expedited procedure in Korea.
