Many Countries in the world are struggling to foster the industry of international convention while attracting various international convention on the politics, economy society, culture, religion and sports. The needs of international conventiones are increasing now becourse of the expansion of international visitors exchanges and it affect on the promotion of national economy development of tour industry internal and overseas public relation of the countries. The important point in this situation is to make a consensus between public organization in eluding goverment related civil industry and academic society and set up and process the long term and short-term strategy basis on the consensus. First related facilities should be enlarged and inproved and maketing activities to hold the conventions that are propec to their facilities should be fostered. Second it is imporment to try to hold the international convention through in troducing our related abilities and facilies if the world and through Positive public realations and marketing activities in the world. Third to perform the inducde international conventions successfully the gualities of related personnel should be improved and the experts such as conventions Planner and simultaneous interprefec should be nurtured. Fourth related enterpries should be supported step by step by goverment level to foster their activifies on holding and operating the international conventions. Fifth the tourism effect can b promoted by harmonizing the tourism and international convention through building large scale convention centers in the cities. Therefore to develop the international conventions industry more positively and effectively publicity work and activity to hold of the goverment posifive and creative effort of related enterprise and people's active participation are all needed.

Since the Soviet Union collapsed, Russia has been aggressively seeking a role and place in the U.S.-led international order. Russia conditionally cooperated with the U.S. global policy, efforts to protect and expand the national interests in Post-soviet region. In this context, Post-soviet space is the arena of the struggle among the world powers. Especially in Ukraine as the Axis power of Post-soviet space, hegemony conflicts so called 'New Cold War' between Russia and western powers including U.S. have appeared. This paper examines what are Russian military security strategy and policy, how these come to fruition in Ukraine, what are important factors of complications and its aspect.

This paper examines in depth the UN's disaster risk reduction system and framework that affect a country's disaster safety strategy and focuse on identifying the global trends in disaster risk reduction that have emerged in the Hyogo and the Sendai Framework, a disaster risk reduction strategy proposed by the UN since 2000. For this aim it attempts a theoretical review based on collecting a variety of domestic and international literatures, draws meaningful implications and suggests alternatives to a national disaster risk reduction policy. According to the analysis, the UN disaster risk reduction mechanism is UNISDR, the Secretariat is UNDRR, and the SRSG represents it, and the Sendai Framework, developed from the Hyogo Code of Conduct, a global strategy which has been for disaster safety for the past decade, will lead global disaster safety for the next decade. The policy implications drawn from the analysis of both strategies are the emphasis on consistent international coordination, strengthening resilience and an integrated and comprehensive approach. In conclusion, this paper proposes the need for a disaster risk reduction strategy to establish a resilience reinforcement system to proactively identify and cope with risk factors and to minimize impacts, to promote the coordination of international coordination and cooperation at the government level.

Space exploration is an area where international cooperation takes place more actively than any other space activities such as Earth observation, communication and navigation. This is because a country cannot afford a huge budget to have full infrastructure for deep space exploration, such as a heavy launch vehicle, communication and energy infrastructure, and human habitats, and has learned that it is not sustainable. Korea expressed its willingness to join humanity's epic exploration journey by signing the Artemis Accords in 2021 and launching Danuri lunar orbiter in 2022. The beginning of space exploration means that Korea's space activities have expanded beyond the stage of focusing only on technology development to set norms necessary to accompany other countries and cooperate diplomatically to solve exposed problems. This paper analyzed European space policy and space exploration, which are most actively participating in the Artemis Program and exerting diplomatic power in the space field, from the perspective of science and technology diplomacy. The suggestions for Korea's space exploration strategy from the perspective of science and technology diplomacy were drawn by examining the international cooperation strategies in Europe's space activities ranging from space policy, space strategy, and space exploration program to project units.

The advancement of information and communication technology has caused a few dysfunction such as hacking. To keep an organization from a harmful hacking, demands for cryptographic modules have been increased. However, the evaluation criteria of cryptographic modules in Korea have been less firmly established. It is difficult for the consumers of cryptographic module to choose an appropriate cryptographic module, and to establish interoperability between applications and cryptographic modules. This study analyzes evaluation criteria, evaluation processes and evaluation policy of CMVP(Cryptographic Module Verification Program) in the advanced countries. The paper suggests a policy for Korea CMVP, in resulting a provision of foundations for international standard and cooperations for international cryptographic policies and systems.

정보화 사회에서 정보보호는 다소 불편하지만 정보를 이용하기 위하여 꼭 필요한 핵심기반 기술로 발전되어 왔다. 최근의 대부분의 IT 제품은 적어도 하나이상의 정보보호서비스를 제공하고 있으며, 정보보호서비스를 구현하기 위하여서 암호알고리즘 및 암호서비스가 구현되어야만 한다. 물론 컴퓨터 보안의 액세스 제어를 사용하는 안전한 운영체제 참조 모니터와 같이 정보의 주. 객체사이의 흐름을 관장하는 보호서비스는 별도로 하더라도, 시스템으로의 로그인만 하더라도 암호알고리즘의 사용은 피할 수 없는 필수적인 기능중의 하나이다. 따라서 암호서비스는 정보보호제품에 있어서 가장 중요하고 핵심적인 기본기능이 되었으며, 그 중요성을 감안하여 선진 제외국의 경우에는 국가에서 지정한 신뢰기관에서 알고리즘 구현에 대한 안전성 평가 및 암호 알고리즘을 사용한 암호모듈의 적합성 평가를 실시하고 있다. 본 논문은 정보보호 제품에 대한 안전성을 평가해 제품의 신뢰성을 높이고, 기술의 향상을 유도하는 국외의 정보보호 제품에 대한 평가 프로그램인 암호모듈 검증 정책을 연구한다. 또한 유사한 제도인 CC와의 비교를 통해 다가오는 국제 표준에 대비하여, 국내 정보보호 제품 보호와 기술보호를 위해 선진외국의 제도, 기술, 현황분석 및 국제 암호제도 공조체계 구축을 위한 기반을 제공코자 한다.

An area presenting new opportunities for both legitimate business, as well as criminal organizations, is Cloud computing. This work gives a strong background in current digital forensic science, as well as a basic understanding of the goal of Law Enforcement when conducting digital forensic investigations. These concepts are then applied to digital forensic investigation of cloud environments in both theory and practice, and supplemented with current literature on the subject. Finally, legal challenges with digital forensic investigations in cloud environments are discussed.

Medium and small-sized venture firms as well as multinational companies pay liabilities of foreignness. We defined these costs as three different factors which are liability of handicaps(deficit of time, money, experience and, increase of financial risk), overseas market entry costs(information gathering costs, network building costs, marketing costs, channelling costs, monitoring costs), internationalization preparing costs(forecasting and market research of local markets, ex-ante cooperation with local firms), and then empirically tested how each of these factors affects on their business performances. The more important both Taiwanese and Korean firms consider liability of handicaps, the more bigger they pay overseas market entry costs(H1). On the contrary, the more important they consider overseas entry costs, the more they focus on internationalization preparation(H4) and get the better business performances(H5). The more important Korean firms consider liability of handicaps, the bigger they focus on internationalization preparation, on the contrary, the less Taiwanese firms do this(H2). Taiwanese firms as well as Korean firms rejected Hypothesis 3 and 6 which mean both liability of handicaps and internationalization preparation are no relation with their own business performances.

최근 3D 입체영상이 핫 이슈로 떠오르면서 관련 업계에서는 여세를 몰아 제품 개발이나 마케팅에 총력을 기울이고 있으며 방송, 영화, 게임 등에 접목하여 차세대 핵심 산업을 견인하고 있다. 특히, Post-HDTV 이후 3DTV 방송은 국내외 표준화 단체를 중심`으로 표준화 및 다양한 3DTV 실험방송 서비스가 활발히 진행되고 있다. 이를 반영하듯, 케이블 및 위성 매체기반의 상용 3DTV 방송이 서비스 중에 있으며 이를 점차 지상파에도 적용하기 위하여 각 지역 방송표준단체는 타 표준단체들과 공조를 통하여 표준화를 진행 중에 있다. 이에, 본 논문에서는 다양한 디지털방송 플랫폼에서 적용이 가능하며 종래의 디지털방송과 호환성을 유지하면서 3DTV 방송서비스를 제공하기 위한 시스템 및 시그널링 방식을 소개한다. 특히, 시그널링 부분은 지상파/케이블/위성 매체에서 스테레오스코픽 비디오를 서비스하기 위하여 공통적으로 적용되는 기술로서 국내에서는 TTA를 중심으로 현재 MPEG 국제 표준화에 참여 중에 있다.

최근 네덜란드의 건축은 세계 건축계에서 두각을 나타내고 있으며, 현대 건축사에 일 획을 긋는 등 중요한 역할을 하고 있다. 특히 우리에게 널리 알려진 Rem Koolhaas나 MVRDV등은 국내의 프로젝트에도 적극적으로 참여하여 그들의 진가를 잘 보여주고 있다. 이런 네덜란드 건축계와의 건축문화교류를 통해 그들이 일궈놓을 수 있는 독창성과 건축문화의 배경을 이해하고 우리의 건축문화를 위한 초석을 놓고저, 우리 협회는 지난 8월에 3명의 대표단을 보내 사전 조사를 시행한 바 있다. 그결과, Berlage Institute와 네덜란드 건축문화원과는 공감이 갈수 있는 건축적 이슈들을 국제토론의 장으로 이끌어 내는데 공조하기로 합의하고, 이의 후속 작업으로 Berlage Institute의 학장인 Rob Doctor교수와 네덜란드 건축문화원(Netherlands Architecture Institute, NAI)의 원장인 Ole Bouman 이 네덜란드의 건축정책을 소개하는 글을 게재하기로 했다. 이는 한국 건축사로서 현재 네덜란드에 유학중인 이은경씨의 도움에 의해 준비 되었고, 번역까지 도움을 주었다. 이은경씨의 도움에 진심으로 감사드린다.
