The purpose of this research is to clarify the relationship between participation motivation of physical education and welfare service participants and physical health, emotional health and satisfaction of living in an integrated structure. The following results were obtained from the actual analysis by voting for general adult males and females participating in the National Physical Fitness 100 program. It was found that the external motivation had a positive effect on physical health and emotional health, internal motivation had a positive effect on physical health and satisfaction of life. It was found that physical health had a positive effect on emotional health and satisfaction of life and emotional health had a positive effect on the satisfaction of life. Therefore, participants participating in welfare services are expected to maintain their physical fitness and health through of National Physical Fitness 100 program physical strength and to improve the satisfaction of life and emotional health.

This paper introduce a satellite image based blog system built by JeonNam local province. Main goals of this system are as follows : (1)Overcome the static aspect of traditional Web-GIS, (2)Providing a geoUCC generating platform by combining multimedia technology and GIS in a single web environment, (3)Building a two-way Web-GIS through user's participation, (4)Creating a new communicative way between government and citizen by using this system. As a result of the system building, this system enables users to create his/her own UCC(User Created Contents) on high-resolution satellite image and enables users to share his/her own UCC with other system using Web2.0 technology.

Recognizing the need for the nation-wide reading initiative to promote reading activities of the whole nation, this study was conducted to provide the foundation for planning the National Year of Reading in Korea. It reviewed the details on the administration, budget, cooperation, promotion, program and implementation strategy of the National Year of Reading in the U. K., Japan, and Australia. To investigate the nation's perception of reading and the nation-wide reading initiative, a focus group interview with 13 professionals in reading and a survey partaken by 719 citizens were conducted. This study provides the foundation for establishing the implementation strategy for the National Year of Reading by examining people's perception and the specific requirements for implementing the initiative.

This study was intended to investigate recognition of the general public on water pollution and nonpoint pollution, and to promote participation of the common people in prevention and management of nonpoint pollution by investigating the necessity and participation in the education for reducing the nonpoint pollution. To this end, this study conducted questionnaire on 1,000 male and female adults over 20 years of age nationwide who are registered in Onpanel. The questionnaire was comprised of recognition on water pollution, preventive activity for nonpoint pollution, countermeasures for preventing nonpoint pollution, necessity of national education for reducing the nonpoint pollution, recognition of promotion and campaign participation, and revitalization of organization for reducing the nonpoint pollution. As a result of the questionnaire investigation, interest in water pollution of respondents was high, and specially, interest in the nonpoint pollution was higher when age, academic level, and income were higher that effectiveness of promotion and education on the source of nonpoint pollution is expected to be increased. Respondents recognized the effect of education on reducing the nonpoint pollution positively when they had higher interest, information, education and experience related to the reduction activity of nonpoint pollution. Therefore, formation of sympathy of the public is positively necessary for the nonpoint pollution management, and provision of civil activity program that increases information on the nonpoint pollution, education, and participation in reduction activity and easy promotion with high information communicability should be conducted continuously.

Recently it has been encouraged in developed countries that labor force participation of the elderly is one of the means to cut down the cost of social welfare for them. However, empirical studies have rarely explored how work in later life contributes to national economy. Especially, even though 56.6 percent of elderly workers aged 65 and older engaged in agriculture and forestry in Korea, their contribution has been socio-economically overlooked. This study aims at examining the effect of farming labor in later life on social welfare expenditure. For this purpose, social welfare expenditure was defined as social benefits provided for the elderly by the social security in public sector and measured as transportation allowance, pension, livelihood aid, medical aid, and health insurance in 2003. Data were obtained from National Health Insurance Cooperation and 37 town/village offices and analyzed by 3 age groups; 65~74, 75~84, and 85 and over using SPSS/PC windows program. Results showed that both livelihood and medical support in all age groups were expended more to non-farm than to farm workers. The amount differences per person between them were 113,959~361,132 won in livelihood support and 15,644~51,418 won in medical support. Also, participation in farming influence reduction of livelihood expenditure for the group 65~74 and 75~84 and that of medical expenditure only for the group 65~74. Based on these results, it was estimated the amount of social welfare expenditure reduced by farming labor in later life. The limit of this study and the policy implications of the results are discussed.

본 논문에서는 다양한 서비스가 복합적으로 운용되고 있는 콜 센터도입과 콜 센터 도입으로 인한 자치단체에 미치는 파급효과에 대하여 긍정적인 측면과 부정적인 측면을 예상해 보고, 콜 센터 도입의 우선순위 즉 광역자치단체부터 콜 센터를 먼저 도입하는 것이 어떻게 효과적인지 살펴보고 콜 센터 도입에 대한 합리적이 접근 방법을 모색함으로써 고품질의 국민 체감형 행정서비스를 언제(anytime), 어디서나(anywhere), 누구나(anybody)쉽고 편리하게 이용하고 정부에 대한 국민 참여기회 확대 및 국민과 정부가 상호작용 할 수 있는 콜 센터 환경 구축에 대한 전략을 전국공통 120번 생활 민원 전화번호를 활용하여 연구하였다.

The objectives of this paper are to introduce the PI(Public Involvement) in railway project and case study about public participation in decision making process for Ko-Yang light rail line development, besides to emphasize the importance of information considering the difference of resident location, regional character and so on are investigated before and after public participation. As the results, it was clarified about PI activities styles that consensus is not achieved in Ko-Yang public participation, the psychological factor such as the knowledge and satisfaction, receptivity about light rail project strongly is affected to making decision.

공공데이터 공개 의무 확대와 법제도 개선에 따라 한국 정부 및 지자체를 중심으로 공공데이터 서비스가 촉진되고 있다. 공공데이터 개방의 당초 취지는 일상 업무를 통해 만들어낸 수많은 데이터를 기업체와 국민이 쉽게 접근하고, 재사용을 가능하게 함으로써 정부는 신뢰성과 투명성을 향상시키고, 예비 창업자들에게는 새로운 시장과 창업 기회를 창출하며, 국민 참여 및 국민의 의사결정에 도움을 준다는 것이다. 하지만 이러한 정책 취지와 노력에도 불구하고 공공데이터 개방과 활용에 있어서는 여전히 어려움과 한계가 존재하고 있다. 이에 본 연구에서는 현재 진행되고 있는 정부 및 공공기관의 데이터 개방과 개방 데이터의 활용 현황을 분석, 진단해 보고 향후 공공데이터 개방 촉진 및 이용 활성화를 위한 정책적 방안을 제언해 보고자 한다.

다자간 프라이버시보호 교집합 연산은 둘 이상의 참여자들이 서로 자신이 가지고 있는 데이터를 노출시키지 않으면서 교집합을 구하는 문제이다. 다자간 프라이버시보호 교집합 연산은 보험사기 방지시스템, 항공기 탑승 금지자 목록 검색, 의료 정보 검색, 전자투표 등에서 이용될 수 있다. 2009년 Hazay와 Lindell[1]은 스마트카드를 이용한 양자간 프라이버시보호 교집합 연산을 하는 프로토콜을 제안하였다. 이 프로토콜은 신뢰할 수 있는 제 3자를 설정할 수 없는 상황에서 스마트카드의 보안 요소를 사용하여 양자간 프라이버시보호 교집합 연산을 할 수 있다. 또한 이론적으로는 안전하나 실제로 구현이 어려운 일방향함수를 기반으로 한 모델의 단점을 의사난수치환을 사용하여 현실적인 모델로 보완하였다. 본 논문에서는 기존의 Hazay와 Lindell의 양자간 프로토콜에 Commodity Server를 도입하여, 다자간 프라이버시보호 교집합 연산을 할 수 있는 프로토콜을 제안한다.

본 연구의 목적은 청소년기업가정신교육 효과성검증에 관련한 선행 연구에서 잘 다루어지지 않았던 4가지 변인(자기주도학습, 메타인지, 진로정체성, 기업가인식)이 청소년기업가정신교육 후에 통계적으로 유의미하게 상승하였는지 탐색적으로 분석해 보는데 있다. 이를 위하여 2020년 및 2021년 JA Korea-삼성 청소년기업가정신교육 프로그램에 참여한 고등학생 101명을 대상으로 자기주도학습능력, 메타인지, 진로정체성, 기업가인식 요소를 교육 사전-사후로 나누어 대응분석을 수행하였다. 연구 분석 결과, 2020년 및 2021년 JA Korea-삼성 청소년기업가정신교육에 참가한 학생들의 자기주도학습능력, 메타인지, 진로정체성, 기업가징신 요소는 모두 통계적으로 유의미하게 상승하였다. 이는 향후 청소년기업가정신교육 연구에 있어 교육대상자의 역량 변화와 성장에 미치는 요인을 파악하고 다양한 요소 간의 관계 분석을 하는데 있어 기반이 되는 연구로 활용될 것으로 기대한다.
