The authors examine the service quality of the National Library of Korea and its effects on the customer satisfaction and the annual number of visit. In particular this article tests the actual effects of the extension of opening hour that has been famous for increasing ratio of library operation and employing more librarians. A survey of 332 customers was conducted to measure individual perceptions on the customer service and satisfactions and estimate structural equation models across two time slots: the daytime, and night hour. The major findings of this study are that the service quality tends to increase customer satisfaction.

This study examines user satisfaction and information behavior of information commons in the National Digital Library (NDL) of Korea through survey method. It analyzed service quality factors that affect the overall user satisfaction, and users' information behavior according to the physical spaces/facilities in the information commons. User satisfaction factors were developed to measure library satisfaction in all aspects of the eleven physical spaces/facilities of information commons service, and information behavior on eleven physical spaces/facilities in information commons were explored by users' character. According to survey findings, overall level of user satisfaction was maintained highly since the beginning of NDL. In particular, the facility of 'Productivity Computer Cluster' was ranked highest as 83.8 and the 'UCC Studio' was ranked lowest as 70.8 among the eleven facilities in information commons.

In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.

To research the directionality of Korean literary archives, this paper introduces the modern literature archive of the National Library of Korea and discusses the future direction of the archive of the National Museum of Korean Literature. The modern literature archive of the National Library of Korea is operated with focus on digitizing the original text of modern literature, providing professional release information, and constructing contents related to modern writers and literary history. As such, the National Museum of Korean Literature, which aims to open in 2023, needs to refer to the case of the National Library of Korea but introduce more professional curating. In other words, the archivist should have the initiative to document the context of the records so that literature can be reproduced creatively based on the archived data. Moreover, he/she should actively implement archive policies to expand the availability of materials.

This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

This research was initiated on the basis that public libraries should serve its role as a supplier of intellectual informations to all users and the National Library of Korea should play a role as chief supporter of collection preservation in individual libraries. Situated in such context, this study attempted to investigate several aspects of the present conditions of Korea public libraries, including the current technical ability and technicians available for materials preservation and restoration, current policies for preservation and provisions for disasters, and opinions on establishment of national library preservation and restoration center. Data was drawn from a survey with 208 public libraries in the country. As a conclusion, this study discusses such as 1) securing collection management policies for material preservations and restorations at the level of individual libraries 2) building tripartite system for efficient and methodical material preservations and restorations including public libraries, regional central libraries and the National Library of Korea.
