최근 들어 이상기후로 인하여 대규모 또는 국지적인 호우의 발생빈도 및 강도가 증가하고 있다. 이로 인해 개수율이 높은 국가하천 및 지방하천보다는 중 소하천에서 홍수로 인한 피해가 극심해 지고 있는 상황이다. 또한 국지적 호우는 지역적인 편차가 매우 심하게 나타나고 있어 홍수 발생지역에 대한 예측이 어려우며, 대부분 홍수관리는 유역단위로 이루어져 있으나 중 소하천의 홍수대응 및 복구는 지자체별로 시행되고 있다. 따라서 홍수 발생 시에 지자체의 특성 및 재난 상황을 종합적으로 고려한 피재자의 체계적인 구호를 위하여 효율적인 피재자 구원시스템 체계 구축이 필요하다. 본 연구에서는 지자체별 피재자 구원시스템 체계 현황에 대한 조사 및 분석을 통해 피재자 구원시스템 체계 항목을 조직, 시설, 물자, 피해복구로 분류하였으며, 항목 별 체크리스트를 작성하여 홍수에 따른 피재자의 효율적인 구원시스템 체계 구축을 하고자 하였다. 체계별 항목 분류와 항목 별 체크리스트는 피재자 구원에 대한 관련법규의 현황 조사 및 분석을 통한 법규 권고 사항을 근거로 작성하였다. 또한 표준 조사표의 항목 및 체크리스트에 대한 평가 기준으로서 표준안을 제시하고자 국내 지자체별 피재자 구원시스템 체계 현황과 국외의 피재자 구원 시스템 체계의 현황에 대한 비교분석을 수행하였다.

The purpose of this article by looking into the international commercial arbitration system of China is to provide solutions regarding commercial disputes that may occur in trade between China and Korea. For the research, literature review based on the Chinese Arbitration Law and CIETAC Arbitration Rules was employed. According to the research, the arbitration system of China applies partially differentiated legislation between domestic and international arbitration rules, unaccepting any ad-hoc arbitration, a limitation to the party autonomy, a deficiency of independence given to the arbitral institution, the participation of jurisdiction on arbitration is severe and it brings hardships in the execution of arbitral award. Beside these, in China's arbitral institution the jurisdiction directly progresses adjustments during the arbitration procedure and the following result is written as the award. Thus, the research is expected to provide legal and practical solutions to the commercial dispute with Chinese companies by looking into the main contents of legislations of the international commercial arbitration system in China.

In order to manage the underground spatial information in systematic and effective way, production of an integration underground spatial information map is essential process. The government has been making efforts to expand manage the production of 3D underground spatial integrated map. In recent the GPR is actively used for exploring underground facilities in non-exploring area and sinkhole. For achieving the research objectives presenting the accuracy of verification standard in underground spatial information surveying using GPR, the related legislation standard, the experiment resutls and international criteria have been analyzed. From this research it is found that the accuracy standard has been made by the related academic society(USA) and association(UK) in foreign counties. It is recommended that indicate the verification standard with number and percent together considering the characteristics of GPR.

The research aims to propose improvement to legal theses deposit system in S. Korea by conducting comparative analysis of legal theses deposit systems in eight other countries including the US, the UK, Canada, Australia, France, Taiwan, Japan and S. Korea. The research used documentary research method including literature review by collecting and analyzing the legal regulations, ordinances, practical processes, and guidelines related to thesis submissions at national libraries and academic institutional depositories, as well as practical cases of thesis submissions at major universities in each country. Based on the analysis results, the key issues are identified and discussed, and corresponding suggestions for solving the issues are presented. For the improvement of the legal theses deposits systems, the research recommends legal amendments to the Library Law and Higher Education Law. On the practical side, the research proposes strengthening the legal foundation for KERIS, in collecting and providing theses, improving the operation of the dCollection system, and proposing a submission method focused on electronic theses.

과거에 일부 대형 프로젝트를 중심으로 국내 설계사무소와 공동설계 형식으로 행해지던 외국설계사무소의 국내진출이 최근에 급격히 증가하고 있다. 그러나 대부분의 경우 공동설계 작업이라 하더라도 외국설계사무소가 계획설계(디자인)를 주도하고 국내사무소는 실시설계(실시도면 작성, 법규검토, 허가 등)를 맡아하는 역할분담하에 설계작업이 이루어지고 있으며, 또 이와는 다르게 여러 형태로 외국건축가가 국내설계에 참여하고 있는 실정이다. 이에 대해 일부에서는 한국건축의 현실과 정체성이 무시된 채 여러가지 모순점을 드러내고 있는 현재의 공동설계방식은 한국건축의 대외 종속화를 부추긴다는 우려의 목소리 또한 적지 않다. 이와 같은 상황에서 본지는 이번 특집을 통해 외국건축 설계사무소와의 공동설계 작업의 실상과 문제점을 진단하고 나아가 건축시장개방에 따른 공동설계의 바람직한 방향을 모색코자 한다. 다만, 이번 특집으로 시장개방에 따라 더욱 증가할 것으로 예상되는 외국 설계사무소와의 공동설계 작업에 대한 명확한 결론을 기대하기 보다는, 좀 더 정확한 핵심을 짚어내고 또한 우리가 처한 현실적ㆍ현재적 당면과제들을 풀어나가는데 있어 건축계내의 다양한 의견을 전달함으로써 국제화의 흐름속에서 한국건축문화의 바람직한 방향을 찾는 활발한 논의를 증폭시키는 계기가 되었으면 한다. 아울러 본지에서는 외국건축설계사무소와의 설계공동 작업에 대해 지속적인 관심을 가지고 2회에 걸쳐 기획특집으로 다루고자 하며 이번호에 다룬 '문제점과 개선방향'에 이어 다음호(97년3월호)에는 좀 더 핵심적인 부분을 심층적으로 다루고자 '당면과제와 바람직한 방향'이라는 주제로 좌담을 개최할 예정이다.

최근 전 세계적으로 여러 가지 목적으로 초고층 및 대형건축물이 급속도로 건설되고 있다. 건축물이 대형화, 고층화 될수록 피난 동선 및 피난 소요시간은 길어지게 된다. 이에 많은 국내 외 연구에서 대규모 건축물에서의 피난안전성평가를 진행하고 있다. 일반적으로 건축물에서의 피난안정성을 평가하기 위해서는 실제 실험의 어려움 등으로 인해 외산 시뮬레이션을 사용한다. 이러한 외산 프로그램들은 국내의 법규 및 특성을 반영하지 못하는 한계가 있다. 따라서 본 연구에서는 대규모 복합건축물의 한국형 피난시뮬레이션 개발을 위한 연구 및 방향을 제시하고자 한다.

In Korea, the number of cellular phone user rapidly increases. As cellular phone users increase, the crime related cellular phone terminal and contents becomes a newly emerging serious social problem. However, the study on cellular phone crime is very rare in Korea now. The purpose of this study are an examination of the concept, types and the current condition of cellular phone crime, and a suggestion for efficient countermeasures of cellular phone crime.

유럽의 섬유제품에 대한 환경규제는 최종제품이 함유한 유해물질 항목에 대한 시험성적서 요구와 에코라벨 부착 요구의 두가지 유형으로 구분할 수 있다. 전자는 독일 법규로 시작하여 강제적인 성격을 띠고 있고, 후자의 경우 강제성은 없으나 Oeko-Tex Standard 100 은 현재까지 전 세계적으로 총 15000개 제품이 인증을 받는 정도로 호응이 다른 에코라벨에 비하여 압도적이며, 이 중 독일제품의 인증 수가 800 여개에 달하고, 섬유수출국에서는 터키, 홍콩, 타이완, 중국, 한국, 인도네시아, 인디아, 일본 등의 순서로 인증을 받고 있다. 국내 섬유제품의 인증 수는 100여개를 넘고 있다. Outdoor lighting have been controlled by laws and regulations instituted in accordance with each country's situations because lights are also considered as one of pollutions at the view of environmental pollutions and energy saving. Thus, in this paper, we suggest the calculation method and regulations of light pollution suitable for domestic by comparing and analyzing various types of road lighting luminaires based on the calculation method of light pollution accepted internationally.
