The Effects of Introduction of IFRS (International Financial Reporting Standards) on legacy Accounting Information System - Focusing on financial institution - (국제회계기준 도입이 기존 회계정보시스템에 미치는 영향에 관한 연구 - 금융기관을 중심으로 -)

  • This paper is to understand what effects the introduction of IFRS(International Financial Reporting Standard) will have on legacy AIS(Accounting Information System) and how to minimize the problems of that. In order to meet that purpose, we have to recognize the difference between K-GAAP(Korea-Generally Accepted Accounting Principles) and K-IFRS(Korea-International Financial Reporting Standards) first. And then we try to find out what effects the difference between K-GAAP and K-IFRS will have on the legacy AIS. In order to avoid the disorder When K-IFRS will be introduced to the company, new functions have to be added to existing system in proper manner and some existing functions should be changed correctly according to K-IFRS. And CIO(Chief Information Officer) should have to make a careful decision what is the better solution between in-house development and outsourcing for developing new system.

  • 본 논문에서는 경제의 글로벌화를 반영하는 세계적인 현상인 국제회계기준 채택에 대하여 회계 관련사항을 내재하고 있는 기업의 전사적 관리 소프트웨어인 국산 ERP 시스템에 대하여 세금처리의 투명성을 향상시킬 수 있는 방법론적 모델을 해외 ERP의 장점을 통하여 연구한다. 국제회계기준은 기업요소에서 가장 중요한 자본의 국제적인 이동이 기본적 사항으로 기업의 소재지에 대한 국가표시와 관계없이 재무제표의 정보가 투명하고 비교 가능하도록 국제적으로 단일한 회계기준이 사용을 요구한다. 이러한 환경 변화에 따라 국제회계기준(International Financial Reporting Standards: IFRS)의 필요성과 중요성이 확대되어지고 있으며 국제회계기준위원회(International Accounting Standards Board: IASB)의 영향력까지 강화되어지고 있다. 본 논문은 국제회계기준에 맞춘 회계처리 부분의 투명성 향상 모델을 연구하기 위하여 국내에서 많이 사용되고 있는 국산 ERP 소프트웨어 프로그램에 대하여 국제회계기준과 상반되는 현상을 유발하는 기준이 되는 부분을 상호 보완할 수 있는 해외 ERP 소프트웨어 프로그램을 기반으로 기업 시스템을 분석, 구현한다. 국산 ERP 시스템의 국제회계기준 처리와 관련된 단점은 송장의 수정, 삭제가 용이하며 수정, 삭제 후 이력이 남지 않는 부분이다. 이 부분은 국제회계기준에서는 신뢰성에 대한 중대한 문제를 유발하므로 외산 ERP패키지의 장점인 수정과 삭제 단계가 계층적이며 수정, 삭제를 하더라도 필수적으로 이력전체가 저장되는 시스템을 연구하며 특히 세금처리 부분이 상이한 점을 보완하기 위한 모듈을 추가한다. 수정, 삭제에 대한 이력관리는 담당자의 전문적 능력평가와 동시에 실수와 오류부분에 대한 통계를 통하여 관리의 향상성을 추구하여 투명성이 향상된 모델 구축에 활용할 수 있다.

  • It is very difficult to predict what effects the introduction of IFRS(International and Financial Reporting Standars) has on the existing system. Only the cautious and careful adoption of new system will minimize the confusion. The purpose of this paper is to propose appropriate design and construction of IS on financial statement according to the introduction of IFRS(International Financial Reporting Standard) in order to minimize the confusion. In order to meet that purpose, suggestions on five areas in consolidation financial statement are proposed. Those five aspects are as follows: Area of SPE Consolidation, Area of internal transaction setoff, Area of unrealized gain or loss setoff, Area of eliminate the investment account against the stockholder's equity, Making Consolidation footnote and Consolidation CoA as other area.

The Effect of the Adoption of Principle-based International Financial Reporting Standards on Financial Reporting of Korean Small/Medium-Size Enterprises(SMEs) (원칙중심의 국제회계기준 도입이 중소-중견기업의 재무보고에 미친 영향에 관한 연구)

  • This paper examines the effect of the adoption of international financial reporting standards(IFRS) on the financial reporting of SMEs. As IFRS is principle-based, management's discretion is needed to reflect the economic substance of transactions, and a sound internal accounting infrastructure is needed to support the judgment process. In the case of SMEs, the internal accounting infrastructure is not well established, which makes it difficult to apply principle-based accounting. The survey analysis of 132 small and medium-sized business accounting managers listed in the domestic stock market showed that the reliability of financial statements has increased due to the introduction of IFRS. In particular, SMEs perceived their financial statements as being more reliable after the adoption of IFRS than midsize companies. However, it was found that the costs and risks from the preparation of financial statements have increased significantly, and conflicts between auditors and supervisory authorities related to the application of the principles have increased. In particular, midsize companies felt the increase in conflict with auditors and supervisory authorities bigger than small companies. As for the practical difficulties in applying IFRS, both small and medium-sized companies have difficulty in interpreting the standards and lacked guidelines. In order to resolve these difficulties, it is necessary to enhance the function of Q&A by the Korea Accounting standard board(KASB) or Financial Supervisory Service(FSS). In conclusion, the reliability of the financial statements of SMEs has improved with the introduction of IFRS. However, we believe that policy and institutional support is needed in order to have better financial reporting for SMEs.

  • 국내의 회계프로그램은 일반적으로 거래발생주의에 따라 차변과 대변을 기록하는 복식부기구조의 전표입력을 통한 분개처리 기반으로 이루어져 있다. 이러한 프로그램은 사용자로 하여금 일정수준의 회계지식을 요구한다. 그로인해 일반 중소기업처럼 회계담당직원이 없는 경우에는 회계전문가에게 의뢰를 하거나 도움을 받아야 한다. 본 연구에서는 재무보고서의 원천이 되는 전표발행에 있어서 거래사실만을 입력하면 복식부기의 기준에 맞게 자동분개처리 되어 전표서비스를 제공해줄 수 있는 시스템을 설계 및 구현한 결과를 보여준다. 이는 사용자들이 회계시스템을 쉽게 접근할 수 있는 회계프로그램 개발의 새로운 방향을 제시할 것으로 본다.

A study of the Effects of Accounting Comparability between Korean firms and Foreign Firms on Foreign Investment under K-IFRS (K-IFRS 도입으로 인한 재무제표의 국제적 비교가능성이 외국인 투자에 미치는 영향)

  • Advocates of mandatory IFRS adoption claim that IFRS increase financial statement comparability, which in turn leads to greater cross-border investment(Securities and Exchange Commision, 2008). The notion is that improved financial statement comparability reduces the information acquisition costs of global investors and thereby increase their investment in foreign firms. The purpose of this study is to examine this assertion by examining whether the K-IFRS adoption rusults in improved comparability that leads to increased investment by foreign investment. We also examined whether the relation between comparability and foreign investment has strengthen after adoption of K-IFRS. To achieve the purpose of our study, we measure Korean firms comparability using stock price model, stock return model and cash flow from operation model by Barth et al.(2012). We use both foreign ownership in the end of year and average during the year for dependent variables were to reduce bias. We test our hypothesis using 1,817 firm-year observation of KOSPI firms during the period of our analysis, 2011-2015. Consistent with our hypothesis, we find K-IFRS adoption results in a greater increase in foreign investment in firms with high comparability firms. This result indicate that the adoption of K-IFRS intends to achieve the international accounting convergence as stated in the roadmap and to reduce the Korea Discount.

Topic Modeling of Profit Adjustment Research Trend in Korean Accounting (텍스트 마이닝을 이용한 이익조정 연구동향 토픽모델링)

  • This study identifies the trend of Korean accounting researches on profit adjustment. We analyzed the abstract of accounting research articles published in Korean Citation Index (KCI) by using text mining technique. Among papers whose themes were profit adjustment, topics were divided into 4 parts: (i) Auditing and audit reports, (ii) corporate taxes and debt ratios, (iii) general management strategy of companies, and (iv) financial statements and accounting principles. Unlike the prediction that financial statements and accounting principles would be the main topic, auditing was analyzed as the most studied area. We analyzed topic trends based on the number of papers by topic, and could figure out the impact of K-IFRS introduction on profit adjustment research. By using Big Data method, this study enabled the division of research themes that have not been available in the past studies. This study enables the policy makers and business managers to learn about additional considerations in addition to accounting principles related to profit adjustment.

An Empirical Analysis of the Effect of the Introduction of Korean equivalents of International Financial Reporting Standards (K-IFRSs) (한국채택국제회계기준(K-IFRS) 도입이 건설업체에 미치는 영향에 대한 실증분석)

  • Due to the structure of advanced installment sales of houses which is a construction industrial structure unique to Korea and the Project Financing (PF) project structure that includes construction companies' debt guarantee agreements, the changes in accounting methods resulting from the introduction of K-IFRSs are expected to act in a direction to deteriorate construction businesses' financial statements. Therefore, K-IFRSs are an important issue that can seriously affect the entire domestic construction industry and construction businesses are conceiving strategies to respond to the introduction of K-IFRSs. From this viewpoint, this study was intended to empirically analyze the effect of the introduction of K-IFRSs on construction businesses utilizing financial data applied with the K-IFRSs recently announced. In the analysis, the EDFs were calculated by business using the existing accounting standards GAAP and using K-IFRSs and the results were compared with each other. The results of the analysis indicated that most construction businesses were adversely affected by the introduction of K-IFRSs. It is also considered that businesses with relatively good financial statements under the existing accounting standards GAAP would be affected more by the introduction of K-IFRSs than other businesses. In addition, the introduction of K-IFRSs is expected to have larger effects on large construction businesses that have been providing debt guarantees for PF projects than on small or medium sized construction businesses.

Network analysis using frequency of cross-citation and comparing citation index of accounting journals (회계학 관련 학술지의 인용지수 비교 및 상호인용 빈도를 이용한 네트워크 분석)

  • Currently, despite the quantitative growth of domestic journal, objective and metric criterion to evaluate the contents and quality of those journals is inadequate. As a result, depending on a foreign citation index like SCI to evaluate the research result is causing some problems such as, thesis of an excellent standard being presented and published in foreign countries, thus, neglecting journals written in Korean. Hereat, the Korea Citation Index(KCI) is constructing a database of the journals published by academic associations; scientific paper information, articles information, and bibliographic, analyzing the quoting relation. Consequently, KCI is providing the basic information and the corresponding quoting relations of journals and papers on its webpage. This study compares the impact level of domestic accounting related journals by KCI and analyzes the network among journals using the cross-citation frequency from a social network analysis point of view. As a result, Accounting-related journals are now more desirable than the location in order to have a variety of interdisciplinary research needs to be encouraged. Through this exchange of other disciplines and actively made, which is the phase of apparent accounting-related journals expect to be greatly enhanced looks.

Benefits of the System of Consolidated Financial Statements Information Disclosure (연결재무제표정보공시제도의 유용성 분석)

  • For global companies that are going to raise funds from international capital markets or to which lots of foreign investment are being given, it is necessary to prepare consolidated financial statements. This study provides the results of some analyses in accordance with the system of consolidated financial statements disclosure. First, disclosing those statements with audit opinion reflected would provide useful reliable and financial information. Second, such disclosure as foresaid would meet international standards that consolidated financial statements are used as main financial statements and separate financial statements as auxiliary ones. The disclosure system would make it possible for domestic corporations to introduce international accounting standards earlier, especially from 2009, in accordance with the road map of those standards. Third, the system of consolidated financial statements disclosure would play an important role in promoting the implementation of consolidated taxation systems under which corporate tax is levied in accordance with consolidated balance sheet.
