항만물류분야의 모바일 애플리케이션 도입사례와 활성화방안

  • 스마트폰 기술이 항만물류 산업에도 혁신적 변화를 일으키고 있다. 2010년 국토해양부는 '유무선 통합 Smart-Port' 정책을 발표하고 스마트폰과 Wibro, 3G, Wifi 등 통신망을 이용한 항만물류서비스를 통하여 항만자동화와 효율성 제고를 꾀하겠다는 계획을 발표하고 실행에 박차를 가하고 있다. 국내 항만물류 분야에서는 국토해양부의 정책에 발맞추어 다양한 형태의 항만물류 모바일 서비스를 제공하고 있다. 본 연구에서는 국내 항만물류 분야에서 도입, 사용되고 있는 스마트폰을 이용한 모바일 애플리케이션 사례를 분석하고, 활성화방안을 제시하였다.

  • The environmental changes in ports such as large size, high technology, and efficiency are greatly realized and advanced ports focus on the research and development for the port technology to be hub ports in each continent. It is necessary to continuously develop the port technology in order to confront those changes. The continuous development of the port technology leads to not only the growth of the domestic port industry but also the preoccupation of the world's industry and the increase of the export amount related to the port technology. This paper examines the state of the art in the domestic and foreign port technology and proposes the development policies and strategies of the domestic port technology.

An Empirical Comparison and Verification Study on the Seaport Clustering Measurement Using Meta-Frontier DEA and Integer Programming Models (메타프론티어 DEA모형과 정수계획모형을 이용한 항만클러스터링 측정에 대한 실증적 비교 및 검증연구)

  • The purpose of this study is to show the clustering trend and compare empirical results, as well as to choose the clustering ports for 3 Korean ports (Busan, Incheon, and Gwangyang) by using meta-frontier DEA (Data Envelopment Analysis) and integer models on 38 Asian container ports over the period 2005-2014. The models consider 4 input variables (birth length, depth, total area, and number of cranes) and 1 output variable (container TEU). The main empirical results of the study are as follows. First, the meta-frontier DEA for Chinese seaports identifies as most efficient ports (in decreasing order) Shanghai, Hongkong, Ningbo, Qingdao, and Guangzhou, while efficient Korean seaports are Busan, Incheon, and Gwangyang. Second, the clustering results of the integer model show that the Busan port should cluster with Dubai, Hongkong, Shanghai, Guangzhou, Ningbo, Qingdao, Singapore, and Kaosiung, while Incheon and Gwangyang should cluster with Shahid Rajaee, Haifa, Khor Fakkan, Tanjung Perak, Osaka, Keelong, and Bangkok ports. Third, clustering through the integer model sharply increases the group efficiency of Incheon (401.84%) and Gwangyang (354.25%), but not that of the Busan port. Fourth, the efficiency ranking comparison between the two models before and after the clustering using the Wilcoxon signed-rank test is matched with the average level of group efficiency (57.88 %) and the technology gap ratio (80.93%). The policy implication of this study is that Korean port policy planners should employ meta-frontier DEA, as well as integer models when clustering is needed among Asian container ports for enhancing the efficiency. In addition Korean seaport managers and port authorities should introduce port development and management plans accounting for the reference and clustered seaports after careful analysis.

국내 항만배후단지 부가가치 물류활동 분석 연구

  • 우리나라 항만배후단지는 수출입 화주의 글로벌 SCM 지원 및 효율적 물류활동을 지원하고, 항만의 고부가가치화를 실현하기 위해 개발 및 운영되고 있다. 따라서 물류센터를 운영하는 항만배후단지 입주기업들은 다양한 부가가치 물류활동을 수행할 것으로 기대되었으나, 여전히 단순 보관기능 위주의 활동에 치중되어 있다는 비판을 받고 있다. 본 연구는 국내 항만배후단지 입주기업의 부가가치 물류활동 실태를 설문조사를 통해 분석하였다. 응답 입주기업의 44%가 단순 하역, 운송, 보관 기능만 수행하는 것으로 조사되었고, 5개 이상 부가가치 물류활동을 수행하는 기업은 전체의 11%로 낮은 수준으로 나타났다. 또한 포장, 분류, 라벨링 등 비교적 저수준의 부가가가치 물류활동이 전체 부가가치 물류활동의 약 60%로 나타났고, 2017년 기준 부가가치 환적화물의 처리 비중은 2.6%로 상당히 낮은 결과를 나타냈다. 항만배후단지 입주기업의 부가가치 물류활동 수준을 제고하고, 부가가치 환적화물 유치 강화 등을 위한 경쟁력 강화방안 마련이 요구된다.

  • Nowadays, there is increasing demand for a training program to transfer advanced knowledge of shipping and port logistics with the investments in overseas shipping and port market. A current training program in the field of shipping and port logistics has a short-term achievement, but domestic logistics companies do not utilize the training program to penetrate into the overseas market. Therefore, this paper investigates domestics logistics companies' overseas business activities, and current operation and problems of a training program. In addition, this paper presents how to utilize a training program for domestics shipping and port logistics companies to penetrate successfully into the overseas market.

A Study on Productivity and Efficiency Comparative Analysis of Container Terminal (국내 항만배후단지 효율성 및 생산성 비교 분석)

  • Port distripark can activate more functions. It is adjacent to a port. However, domestic port distripark is still limited to support port because of the shortage of infrastructure facilities, government policy, and investment. Therefore, this study tried to investigate the operation status of domestic port distripark and derive policy implications by conducting DEA analysis and productivity analysis based on internal data of each port distripark. As a result of Data Envelopment analysis, it was found that the west port distripark of Gwangwang and the northern port distripark of Incheon were efficient in the warehouse industry while the northern port distripark of Incheon and the Ulsan 1 port distripark were efficient in the manufacturing industry. In addition, in the case of foreign investment productivity, the west side port distripark of Gwangyang and the stage 1 port distripark of Pyeongtaek Dangjin were found to be higher than the others. In the case of facility investment productivity, the port distripark on the west side of Gwangyang and the north side of Incheon had the highest productivity. Lastly, in the case of labor productivity, the north side of Incheon and Busan ungdong port distripark showed the highest productivity. These results imply that it is important to review handling item when picking up enterprises in the port distripark for enhancing efficiency, foreign investment, and facility investment. The number of employees is not directly affecting the productivity improvement.

An Empirical Measurement Way of Efficiency Prediction for Korean Seaports : SBM and Wilcoxson Signed-Rank Test Approach (항만의 효율성을 예측하기 위한 실증적 측정방법 - SBM과 윌콕슨부호순위검정접근 -)

  • The purpose of this paper is to show the empirical measurement way for predicting the seaport efficiency by using SBM with Wilcoxson signed-rank test under CRS(constant returns to scale) condition for 20 Korean ports during 1994-2003 for 2 inputs(birthing capacity, cargo handling capacity) and 3 outputs(Export and Import Quantity, Number of Ship Calls, Port Revenue). The main empirical results of this paper are as follows. First, forecasting data have well reflected the real data according to the Wilcoxon signed rank test, because p values have exceeded the 0.05 significance level. Second, SBM has shown the effectiveness for predicting the ports efficiency even though the predicting powers are different according to the levels of p values. The policy implication to the Korean seaports and planner is that Korean seaports should introduce the new methods like SBM method with Wilcoxon signed rank test for predicting the port performance and enhancing the efficiency.

울산항 항만운영 활성화 방안

  • 울산항은 우리나라 최대의 산업지원항만이며, 물동량 처리면에서 국내 3위를 점하는 위상을 확보하고 있다. 또한 액체화물 처리량은 국내 1위이며, 울산항 전체화물 처리량 중 액체화물 처리 비중이 2010년 기준 79.4%로 압도적이다. 그러나 항만의 난개발로 인해 일반화물과 액체화물이 같은 부두에서 처리되고 있는 경우도 있으며, 항만시설 부족으로 인하여 체선과 체화현상이 극심하다. 본 연구는 울산항 항만운영 활성화 방안으로 포항항과 연계하여 항만 배후에 위치하는 국가산업단지의 특성에 맞추어 일반화물을 포항항으로 이전하였을 때의 효과를 제시하고자 한다.
