80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. This study is analyzing what necessary law and institution is to solve various problem that is happened in process that execute the first$\sim$second National GIS Master Plan in the meantime at visual point that the second National GIS Master Plan(2001-2005) period is expired. Specially, it is that present what improvement direction of law and institution by each field is. Minimize of obstacle factors far National GIS Master Plan is purposeful during the third National GIS Master Plan period. To achieve study purpose, this study analyzes background of National GIS law and institution, objective, system. It is expected that of this article can contribute to the picture of National GIS law and institution.

국가지리 정보체계 (NGiS: National Geographic information Systems) 기본계획 하에서 국가수치기본도가 완성되었음에도 불구하고 교통부문에 GIS의 활용이 미흡하다. 그 이유는 기존 교통관련 S/W가 교통GIS DB를 받아들일 수 없기 때문이다. 이러한 시점에서 본 연구에서는 NGIS에 기초한 교통GIS DB의 이용활성화의 일환으로 교통GIS DB와 기존 교통계획S/W와 상호 Interface할 수 있는 전환 모듈을 개발하였다. 구체적으로는 기존 GIS S/W를 활용하여 교통GIS DB와 기존 교통계획 S/W인 TRANPLAN간의 연계모듈을 개발하였다. 최종적으로는 개발한 연계모듈을 서울시 강남구, 서초구와 경기도 과천시, 용인시에 걸친 일대를 시범지역으로 적용해보았다.

Even on the point that the 3rd National GIS project is being executed following the completion of the 1st and 2nd, the National GIS utilization is still very low. It is well reasonable to anticipate that the utilization will grow much higher, as the national spatial data infrastructure had been almost equipped through the 1st and 2nd project periods. Facing the ubiquitous era, in particular, as the national-level GIS demand is to increase to a great extent, pre-established GIS application scope will become much wider, too. In preparation for these, the current study focused on the National GIS utilization system by reviewing on the execution procedures to evaluate the outcomes. For the actual administration procedures, to note, the National GIS utilization statuses by local municipalities were investigated in depth. And the barriers for the National GIS utilization enhancement were analyzed to look for feasible solutions. The results suggested were aimed to contribute to the amendment of the 3rd Master Plan, and to be used as part of the basic data for the establishment of the 4th Master Plan for the National GIS.

We are living in the 21st century when a society is highly information-oriented and the demand for information has rapidly increased. So the information standard of local government has become an index of economic development of local society. GIS has emerged as a new national information infrastructure with which a society can manage and analyze spatial information. Accordingly, many local governments have recognized the importance of GIS and are establishing master plan for an efficient GIS development necessary to implement GIS technology in many aspects of information management. So this study analyzed the present status and problems of master plan made by local governments and proposed a guideline for improving GIS master plan on a basis of it.

One of the biggest problems found from the results of the various GIS-related projects which have been fulfilled by many local self-governing bodies is as follows. Many GIS projects have been undertaken without the proper review on National Standards on GIS, the information master plans for the development of the municipalities, and the GIS master plans which should be followed by the former ones with the relatively detailed implementation planning. Because these projects were to be done at most with little considerations of the formerly mentioned materials such as vision, goals, strategies, and the implementation planning, it is quite doubtful that a GIS project could play a proper role as an element in the integrated information system. As an effort to solve this problem, this paper first analyzes the types of the GIS projects done by many municipalities, proposes a recommended procedure for a life cycle of a GIS project and for a GIS master plan based on the information master plan for a municipality.

Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.

National Geographic Information Systems(NGIS) started from 1995 has greatly contributed to building GIS infrastructures and developing GIS industries. To evaluate effectiveness and achievement of NGIS, it is required to build a policy evaluation model for NGIS. This study examined prior research works on GIS policy evaluation system and analyzed limitations of them. Then, it established a model for NGIS evaluation system. The study will contribute to removing unnecessary and duplicate efforts in NGIS project by providing an efficient mean for relict evaluation. It will also heir successful implementations of NGIS.

제 3차 국가 GIS 기본 계획의 목적은 국가지리정보체계의 원활한 구축 및 지리정보 활용촉진으로 기존의 구가 GIS 구축의 양적 확산에서 질적 심화를 도모하고 있다. 고해상도 위성영상이 다양한 분야에서 활발하게 이용하게 됨에 따라 지형자료의 더 정확한 경계검출에 대한 필요성이 대두되고 있다. 위성영상을 이용한 도로 경계 검출은 교통정보시스템을 포함한 도로계획, 도시계획 등의 GIS 응용을 위한 필수 연구로 인식하고 있다. 본 연구는 IKONOS 영상에서 도로 경계 검출을 위한 고주파 와 저주파 필터링 비교분석에 관한 연구이다. 분석결과 저주파 필터링과 고주파 필터링은 입력영상의 경계부분에서 영상을 선택적으로 강조할 수 있었다. 저주파 필터링과 같은 영상강화 기법에서는 추출 가능한 경계부의 위치를 변화시키거나 영상의 화소값이 전체영상을 대상으로 변화시켜 비교적 도로 폭이 넓은 경우 효과적이었다. 고주파 필터링은 세부적인 영상정보를 선택적으로 강조할 수 있었다.
