In the glocalization a common phenomenon of several nations reveals knowledge innovation and growth by the important subject of region and state and is studied at theory and practice. the successful cases of regional development in an advanced country have leading innovation through regional innovation system and cluster. therefore we are necessary to analyse how the knowledge spillovers in innovative cluster as the reduced model of regional innovation system guide firm innovation and region growth. this article reviews theories and empirical studies of the knowledge spillovers in the regional innovation system and innovative cluster of innovative geography and proposes a new research issues for further explorations of the knowledge spillovers. Previous studies assist that knowledge spillovers exist in knowledge-based industries of specific local area and local innovation accomplishes through pure knowledge spillover. but limits of these studies include narrow region and technological area, few analytical variable and exclusion of rent knowledge spillover. therefore new research topics related with that exemplifies geographical dimension(concentration and decentralization), technological dimension(knowledge based industry), category of analytic variables(previous indicators, time, and social capital), conceptualization(appropriation means, markets for technology) etc.

This research analyzed regional innovation capabilities and technological activities of firms in Chungnam province of South Korea on the basis of a questionnaire survey of 64 regional manufacturing firms. The existence and level of regional innovation capabilities were measured by the perceptions of firms, a core actor in the regional innovation system. The analysis result revealed that research capabilities of academia, capabilities of R&D institutes, technological capabilities of industry, and governmental policy support were recognized as major capabilities of the regional innovation system. Regional proximity was also found to have significant influence on firms‘ sources of technological innovation and selection of collaboration partners. Practical as well as theoretical implications of the findings and future research directions were discussed at the last part.

Korean Innovation Systems are in transition from catch-up regime to post catch-up regime. This paper tries to analyse the change of scientific and technological practices in the public sector of Korea Innovation Systems. This paper focus on the way public sector scientific and technological practices are regulated and contribute to private sector. It is argued that self-governing practice of public S&T community is being enhanced and the requests of private sector for the public sector's contribution through research activity are reinforced in emerging post catch-up regime.

As our society leads into information age, it becomes necessary to build a new national science & technology information system responded to new social technological change. Therefore, It is needed a picture of the new economic structure to introduce a new system, but our part of science & technology information service have not taken into account of it. This paper gives the national R&D electronic information service system of science & technology in this new change a guide to the coming structure, thus allowing it to better define and position its offerings in the context of one another. The premise of this paper is that new role of it will be based on the structure of new national science & technology information system In this research results, information society of the future is going to the direction of maximizing the economies of extent and connection. The intent of Science & Technology Integrated Information System is hold the information in common, to possess accumulation benefit of the information. In this system, science & technology information fulfill its function of a R&D part in national management system, therefore cooperation among enterprise, school and research institution is easily made through the process into more enhancing the total competition of national science & technology.

The public-private partnership concept can encompass a broad range of cooperative relations and a broad variety of programmes in terns of size, objectives and design. This paper aims to analyze the components of public-private partnership mechanisms in the context of science and technology innovation policy. The research methodologies are based on semi-structured interviews with policy makers in four countries with six PPP programme : the France, the Netherlands, the Australia and Austria. It also attempts to understanding of the components that explain the increase of collaboration between national innovation system and PPPs. The taxonomy and essential components of PPPs were identified : mission-oriented PP/Ps, market-Oriented PP/Ps, cluster-oriented PP/Ps, and ISRs-Oriented PP/Ps. The taxonomy of regulatory regime can be a reference point for identifying the relative status of Korea's PPPs.
