본 연구에서는 미국의 국가핵심기반보호제도의 변화에 대해 고찰하고 시사점을 도출한다. 이를 위해 9/11 테러 공격 이후 국가핵심기반보호계획(National Infrastructure Protection Plan)을 중심으로 관련 법률 및 제도와 조직변화를 추적하고 고찰하였고, 이들의 관계를 도식화하여 타임라인(timeline)분석을 실시하였다. 본 연구를 통해 국토안보대통령령-8호(HSPD-8), 대통령령-21호(PDD-21), 사이버보안과 핵심기반법(Cybersecurity & Infrastructure Act)등의 관련 법제 변화를 통해 총 3가지 버전의 NIPP이 있음을 확인할 수 있었으며, 2018년에 사이버보안과 주요인프라청(CISA)이 창설되어 국가핵심기반보호제도업무를 이곳으로 이관하여 운영되고 있음을 알 수 있었다. 또한 국가핵심기반을 보는 관점이 9/11 테러 공격 이후 주요 핵심기반 보호(Protection)에서 주요핵심기반의 복원력(Resilience)제고로 변화하고 있음을 도출하였다.

국가핵심기반은 국가 운영을 위하여 사업의 중단 없이 연속적으로 운영될 필요가 있다. 본 연구에서는 에너지관련 기관을 대상으로 재해를 예방하기 위하여 위험작업의 위험도 평가와 위험수준에 맞는 적절한 관리순찰 강화방안을 중심으로 개발된 일일안전지수 제도를 소개하고 그 효과성에 대하여 검토하였다. 그 결과 일일안전지수는 중대재해를 효과적으로 감소시키는 것으로 분석되었다. 일일안전지수제도는 다른 국가핵심기반에서도 적합하게 응용 적용하여 재해를 예방할 수 있다.

The objective of this study is to propose an operation management strategy for the connectivity which are the designated and managed in sector of the transportation and logistics on the national critical infrastructures. The industrial structure is becoming advanced. The national critical infrastructure managed by the shows forms of the cooperative connection and collaborative R&D. Also, in-depth and specific analysis for the disaster safety budget are implemented to consideration for the R&D life cycle. The government responsibility are expanded comprehensively. Needs are exchanging life styles by the economic and safety demands. At this trends, this study encourage facility maintenance and scientific management to the public service. Throughout the result of this study, national critical infrastructure are implementing for protection plan of the sustainable maintenance and management. And, we have to prepare and implement for the consideration of the characteristics through comprehensive guidelines. This study contributes to the disaster and safety management by proposed an operation strategy of the cooperative connection in the sector of transportation and logistic sector on the national critical infrastructure.

Megacities are emerging all over the world and gradually becoming the center of an country. Therefore, Megacities are inevitably exposed to various threats such as existing, potential, supra-national, and non-military. In particular, as seen in the recent Ukraine-Russia war, national infrastructure systems has become a major target of enemies. However, considering the size of Megacities, various types of threats, and limited resources, it is impossible to completely protect all national infrastructure systems. Therefore, wisdom is necessary to identify and protect critical nodes. The critical node is the vital point to which the national infrastructure is connected. To this end, in this study, as a method for logically and systematically identifying critical nodes, Node centrality analysis method, which is a network theory, and the Center of Gravity analysis method, which is a military theory, were presented.

현대사회에서 인터넷 그리고 스마트폰을 비롯한 각종 모바일기기는 이제 국민 모두가 사용하는 필수품이 되었다. 통신은 의사전달 수단과 단순한 소통의 개념을 넘어서 교통, 문화, 산업 그리고 소셜미디어의 활용 등을 통해서 국민 개개인의 주요한 생활 일부분이 되었다. 또한 정부는 디지털정부 구현을 위해 각종 민원서류 및 정부 업무를 통신망을 통한 원격 서비스로 수행가능할 수 있도록 운영계획을 발표하였다. 이러한 계획이 실현되고 현재 우리가 이용하고 있는 모든 유무선 통신서비스가 안정적으로 구현되기 위해서는 통신망의 안전성 확보가 가장 중요한 핵심적 요소이다. 따라서, 본 연구는 통신 분야 국가핵심기반 영역을 관리하는 주요통신사업자의 통신망과 서비스의 안전성 확보를 위해 기능연속성계획(COOP)수립 방향을 도출하고자 한다.

The occurrence of disaster lately is coming with the more complex form and increasing the necessity of National Infrastructures Protection Plan(NIPP). International and domestic laws and systems related to critical infrastructures were investigated. The program in which the classification of national critical infrastructures was expanded eight fields to thirteen fields including emergency services, large gathering sites, defense industrial base, and national monuments was presented in this study. The plan for integrating national critical infrastructures, national important infrastructures and national security infrastructures and a NIPP framework were proposed.

If the function of the national infrastructure is suspended due to natural disasters and social disasters, the damage of the national infrastructure can be a serious threat to the national security as well as the life, body and property damage of the people. In this paper, we examine the domestic and overseas trends of the national system protection system and examine the domestic and overseas trends of the national system protection system. The detailed function of the essential function continuity, essential function, succession order, authority delegation, continuity facility, continuity communication, We examined the specific issues related to testing, education and training, transferring control and directing authority, analyzing the system related to the national infrastructure protection plan, and examined the specific problems and suggested an effective improvement plan for the critical infrastructure protection system.

(1) 21세기 우리나라가 선진국에 진입하여 초일류 국가로 발돋움하기 위해서 반드시 해결해야 할 과제는 지식기반사회로의 성공적인 이행과 디지털 경제 시대에의 능동적인 대응임. (2) 지식기반사회 그리고 디지털 경제시대는 정보와 지식이 가치 창출과 경쟁력의 핵심 원천인 동시에 경제활동의 중심이 되며, 이러한 지식과 정보를 창출 획득, 활용 할 수 있도록 하기 위한 인적자원개발 관리가 국가 발전의 핵심 전략임. (3) 대다수 OECD 회원국에서는 이미 지난 세기말부터 지식기반사회로 이행하기 위한 국가 발전의 핵심 전략으로 인적자원개발 관리에 관심과 정책을 총집결하여 왔으며, 국가 차원의 교육개혁추진과 관련부처의 통폐합 등 인적자원개발 관리체제를 재구축 하였음. (4) 부존자원이 전무하여 사람에 의존할 수밖에 없는 우리나라도 다각적으로 인적자원개발 관리에 관심을 보이고, 정책을 펼쳐왔지만 아직 국가 차원의 인적자원개발 관리체제가 미흡하여 정책의 일관성이 결여되어 있을 뿐만 아니라 곳곳에 인적자원개발 관리의 비효율 비능률이 초래되고 있음.

최근 정보통신 기술의 발전으로 국가 주요 핵심 기반시설(Critical Infrastructure)의 제어시스템에 대한 개방형 프로토콜 적용 및 외부 시스템과의 연계 등이 점차 증가되고 일반화됨에 따라 국가 핵심 기반시설이 사이버 침해 및 공격에 따른 위협에 노출되고 있다. 특히 기존의 보안기술은 알려진 공격(well-known attack)에만 대응하도록 설계되었기 때문에 공격패턴이 알려지지 않은 신종 공격이 국가 주요 핵심 기반시설을 공격하면 막대한 피해가 불가피하다. 본 논문에서는 최근 IT분야의 화두로 떠오르고 있는 가상화(Virtualization)기술을 적용하여 기존 허니넷 시스템의 장점을 유지하면서 허니넷 시스템의 자원문제, 구축 및 운영관리 문제를 줄일 수 있는 가상 허니넷 모델을 제시하였다. 또한 공격의도 확인기반의 데이터 분석 및 수집기법, 포커스 지향 분석기법을 제시를 통해 분석 결 도출에 필요한 시간비용을 최소화하는 방안을 제안하였다.

Purpose: This study intends to suggest alternatives for improving the level of safety culture by measuring/analyzing safety culture targeting employees of national core-based highway operating organizations. Method: Using the 'Safety Awareness Level Diagnosis Tool' of the Korea Occupational Safety and Health Agency, 16 sub-factor measurement tools reflecting 4 safety culture areas and 4 safety culture activities were evaluated for a total of 144 items. were surveyed/analyzed by online questionnaire. Result: As for the results by safety culture area, "safe operation" was the highest, and "safe communication" was the lowest. As for the results of each safety culture activity, "safe execution (D)", which evaluates whether the plan was implemented, was high. The lowest level of safety culture is "Safety Improvement (A)" Conclusion: When establishing a company's safety and health management measures, the most important aspect of management is the level of safety culture. The ultimate goal is to improve the level of safety culture. In this study, it was possible to confirm the safety culture level of the national core-based expressway operating institution. In the future, we intend to conduct a study on how safety culture affects business continuity management system (BCMS).
