This study is to present an improvement of security for the National Assembly by survey of persons who use the National Assembly facilities. Most of respondent said that their security consciousness level is above average, and they know National Assembly building is National Major Facility First class but they did not know well what the Major Facility First class is. Many of respondents thought security design of National Assembly building is inadequate, so reinforcement of access control management is necessary. For reinforcement of access control management, security gate and preparing of some obstacles are required. They said that they could put up with inconveniences incurred as a result of reinforcement of access control management, that could be affected positively for the reinforcement. The recognition on the necessity of security education is high, but there is no proper security education program. For practical security education, contents and different method followed by different facilities user should be considered.

Coming to 21st century, the dangerous causes which threaten for safety of citizen's life is increasing. The national importance of facilitates which is dealing by special security officers are becoming target for enemy or terrorist. Therefore, securities in Korea are developing strongly. This study investigates for status and problem of the special security and aim to suggest the plan for development. The development of special security connects to the development of private security industry, the improvement of work environment for special security officers who are working in this ares, securing of man's ability, reality of salary, introduction of professional qualification system, reorganization of education system and the search system for preparing terror need to improve.

As the technologies of the 4th industrial revolution develops, spatial information is becoming digitized. Now, even with a smartphone, we can easily identify the location of national & military critical facilities located in the mega cities. As a result, mega cities' national & military critical facilities were exposed to not only traditional threats, but also non-traditional threats such as terrorism, cyber hacking, and criminal activities. This study suggests a way to protect national & military critical facilities of mega cities from such threats. Considering limitation of time & resources, protecting perfectly all national & military critical facilities is impossible, so we should focus on their critical nodes. Specifically, We suggest ways to protect the critical nodes by converging some measures such as design & arrangement in harmony with the surrounding environment, underground construction & covering, and visual deception. Transparency of digital spatial information will further increase with the advent of urban air mobility and autonomous vehicles in the future. Therefore, in order to prepare for future threats, we should take measures to minimize the exposure of critical nodes.

This study conducted a perfect detection of explosives by placing various devices and personnel in place of terrorist bomb detection in a situation that is difficult to detect and protect against the use of explosives not only in countries but also in civilians. The result is that the legal system applies, first, the obligation to introduce bomb-sniffing dogs for national critical and large civil facilities. Secondly, it introduces a certification system for bomb-sniffing dogs to verify their detection capabilities. Third, it is to introduce a system for fostering expert manpower to activate expert water supply companies that operate bomb-sniffing dogs.

The object is that this research searches the relationship of the office given condition actual condition of the country important facility private security guard and job satisfaction degree. In order to grasp and analyze the real state of the country important facility private security guards directly, the questionnaire, that is the general measurement tool, was utilized and the guard whom it works in the airport, the port region and general work place, that is the national important facility of Busan and Ulsan area, was aimed at. The enough survey object was illustrated to the facility and person in charge in the security company and the item was previewed and the total 400 sheets was distributed and 331 sheets (82.8%) except the doubleness subject intention and incongruent questionnaire was utilized for the analysis. The statistic processing of collected data utilized the SPSS version 15.0 the statistical package program through data coding and cleaning process and performed the frequency analysis, reliability analysis, t-test, one way analysis of variance, Pearson analysis, and regression analysis. The relationship of the office given condition actual condition of the guard about the national important facility and job satisfaction degree was classified into the interpersonal relationship, task characteristic, office environment, and complement factor and the difference of the job satisfaction degree according to the general characteristic was verified. If the conclusion obtained through the method of study described in the above looked at, for as to general tendency, the low wages and poor field environment was continued. In the general characteristic, the man was higher than the excitation about the job satisfaction level. As there was lots of the age and the scholarship was low, the age was high. And as there was lots of the career and income, the police of a petition or search and guide staff was high and the job satisfaction degree in which relatively the employee and the other job group is high so that the case of being the former student incidence can be the poorest was shown rather than the facility security agent. As the interrelation analysis result job satisfaction was high, the change of occupation pseudo was low and the organizational commitment degrees was increased. The regression analysis result job satisfaction degree was exposed to reach the meaningful effect on the change of occupation pseudo and organizational commitment. It had an effect on the change of occupation pseudo as the task characteristic and office ambient level was low. It had an effect on the organizational commitment as the extend of satisfaction about the task characteristic and interpersonal relationship, complement, and office ambient level were high. If the research result of this time is integrated, the support of the political system including the interpersonal relationship thesis between top and bottom of the organized I and substantial complement actualization is urgently needed between the office given condition improvement effort in the country important facility defense manpower field and police of a petition and special guard.

2008년 숭례문 화재 이후 국가지정 중요목조문화재에 소화전, 방수총, 감지기, CCTV, 자동화 재탐지설비 등 수많은 방재시설이 설치되었다. 그러나 설치 및 관리에 대한 기준이 없어 안전관리에 많은 문제점이 나타나고 있다. 또한 문화재의 특수성을 고려한 별도의 법률이 아닌 소방시설설치 및 유지관리에 관한 법률에서 특정소방대상물로 분류되어 소방법의 적용을 받고 있는 현실이다. 따라서 본 연구에서는 전국에 위치한 159개 국가지정 중요목조문화재 현장조사를 통하여 방재시설 실태를 알아보고 소방시설 설치 및 관리기준 마련의 필요성을 알아보고자 한다.

This paper examined closely on the application of the private securities to the measures for countering terrorism. It is related to the fact that the role of human information comes into the picture nowadays. On closer examination of the application of the private securities to the national facilities, transportation, and multi-use facilities, it was found that having consistent commissioned education through the private-public cooperation and enacting legislation for allowing armed guard to board ships, making private security guards to use sniffer dogs, placing private security guards in each subway station is required, and the active publicity campaign of the government concerned needs to take place for directing and setting up the system for supervising managers of the authorities and changing the way they think of countering terrorism.

건설산업은 국가발전의 초기 단계에서 유통망의 확보 및 제조시설의 확보과정에서 대단히 중요한 역할을 담당한다. 현재 우리나라는 국가 도로망의 정비가 일정수준이상 진행된 상태이며, 제조시설 역시 IMF이후 시설 투자가 감소하면서 건설경기가 침체되어 있는 것이 사실이다. 따라서 대규모의 건설현장은 감소하고 소규모의 도로망 확장공사 및 공동주택 재개발등이 건설경기의 맥을 겨우 잇고 있는 것이 현실이다. 건설경기의 침체와 더불어 안전시설 투자와 안전관리의 공동화현상이 빚어지고 있으며 이로 인해 안전사고가 급증하고 있다. 따라서 본 연구는 안전시설투자에 대한 부담을 줄이고 안전교육의 효율을 극대화함으로써 안전사고를 예방할 수 있는 방법을 연구 하고자 한다.(중략)

통신시설은 풍수해(태풍, 호우), 화재, 지진 등의 수많은 위험에 직/간접적으로 노출되어 있어 피해가 발생하게 되면 작게는 개인의 통신서비스 중단으로부터 크게는 국가의 중추신경 마비는 물론 사회적 혼란을 야기시킬 수 있는 중요한 시설로써 충분한 내재성이 확보되어야 있어야 하며, 각종 재해 발생시에도 통신수단의 확보가 중요하므로 확실한 재해대책이 강구되어 있어야 한다. 따라서, 본 논문에서는 자연재해가 심한 일본의 통신시설에 대한 재해대책을 고찰하므로서, 우리나라의 통신시설에 대한 재해 대책 수립의 방향을 제시하였다.

As year passes, terrorism is gradually increasing. Its target has becom various and arbitary, and recently, terrorists are aiming for national major facilities wich include multiplex facilities. Although special security guards took charge of its defence system from 2002, they have failed to establish its system firmly due to some institutional inertia. And 'Professionalism' appeared to be the mattter, according to the spot-probe and interviews. The purpose of this essay is to devise measures to develop sepecial security system including its specialization through investigating current educational training system. In order to attain professionalism, establishment of new proffessional school, division of current education system(into common education and full-course education), and reinforcement of substantial inspection activity should be preceded. Moreover, inspection activity should include standards for engaging instructors, establishment of compilation committee for editorial supervision, and establishment of clear educational policy. I hope the developmental measures in this essay to be speedily actualized with endeavor from police, security association, academic circles.
